RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE 15TH ANNUAL RADIO PIMAN BOUK
CONCERT, TO BE HELD AT JAMES L. KNIGHT
INTERNATIONAL CENTER ON JULY 7, 2002;
AUTHORIZING THE WAIVER OF FEES AND PERMITS
PERMISSIBLE BY LAW AND TO PROVIDE SERVICES,
IN AN AMOUNT NOT TO EXCEED $11,342.58;
AUTHORIZING THE ALLOCATION OF FUNDS FOR SAID
SERVICES, FROM THE SPECIAL EVENTS ACCOUNT,
CODE NO. 001000921054.289; SAID
AUTHORIZATIONS CONDITIONED UPON THE
ORGANIZERS: (1) PAYING FOR ALL NECESSARY
COSTS OF CITY SERVICES FOR SAID EVENT; (2)
OBTAINING INSURANCE TO PROTECT THE CITY IN
THE AMOUNT AS PRESCRIBED BY THE CITY MANAGER;
AND (3) COMPLYING WITH ALL CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY
MANAGER.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is authorizedll to waive all
fees and permits permissible by law and to provide services, in

an amount not to exceed $11,342.58, for The Fifteenth Annual
Radio Piman Bouk Concert to be held at the James L. Knight
International Center on July 7, 2002, with funds allocated from
the Special Events Account, Code No. 001000921054.289.
Section 2. The herein authorizations are conditioned
upon the Organizers: (1) paying for all necessary costs of City
services for said event; (2) obtaining insurance to protect the
City in the amount as prescribed by the City Manager; and
(3) complying with all conditions and limitations as may be
prescribed by the City Manager.
Section 3. The City Manager is further authorized to
allocate funds for said services, in an amount not to exceed
$11,342.58, from the Special Events Account, Code
No. 001000921054.289.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor .2/
zi If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

Foundation, 1w., on behalf of the "I 5�h Annual Radio Piman Bouk Anniversary", be
afforded the opportunity to appear before the City Commission at the mecting scheduled
to be held on June 27, 2002,

Radio Piman Bouk,1320 AM, is a radio program that has been
servicing the South Florida Haitian community for the past 15
years. Since that time, the show's Founder and originator of the
character Piman Bouk, Nelson Voltaire has gone beyond the call of
entertainment, reaching out to his listeners in a more personalized
manner.
It all began when he started getting requests from callers to his
weekly broadcast show asking for help in different areas of the
community. At that time Voltaire began to identify certain needs of
the community that were not addressed through local, charitable
organizations. Chief among these, was the need to help provide
burial services for indigent Haitians living in South Florida. Many
of these poor souls have no family members that claim their bodies
once deceased. The sad result is that these bodies are then
cremated; a practice frowned upon by the Haitian culture.
Through his own initiative, Voltaire started holding fundraisers
and making up the remaining balances himself in order to help
give his native brothers and sisters the respectful burial that they
deserved. On an annual basis, Voltaire has been able to cover
burial expenses of between 12 to 30 bodies. Occasionally he gets
calls from family members who are not able to afford the entire
funeral cost of their loved ones, and he inevitably ends up trying to
help them out too.
Voltaire has gone even further in his endeavors by holding yearly
Thanksgiving Day turkey giveaways and Christmas toy drives,

recognizing that some residents are not able to enjoy these simple
pleasures. Most recently, he has begun to gain the support of
community leaders such as Miami -Dade Commissioner Dorrin
Rolle, State Representative Phillip Brutus, City of Miami Mayor
Manny Diaz as well as Commissioners Arthur Teele and Johnny
Winton, who have all personally contributed to the toy drive effort.
On July 7, 2002 Radio Piman Bouk will celebrate its 15th
Anniversary by holding a benefit concert at the James L. Knight
Center. All the proceeds raised will go toward furthering these and
any other community outreach projects. The event promises to be
entertaining for all who attend as there will be an array of musical
performers ranging from gospel, contemporary compa and Latin
sounds.
