HomeMy WebLinkAboutR-02-0732J-02-608 6/20/02 RESOLUTION NO. 02— 2— 732 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO COLLABORATE WITH MIAMI-DADE COUNTY AND THE CITY OF MIAMI BEACH TO PERFORM AN AUDIT OF THE GREATER MIAMI CONVENTION AND VISITORS BUREAU; DIRECTING THE CITY MANAGER TO USE THE SERVICES OF THE MIAMI-DADE COUNTY MANAGEMENT ADVISORY SERVICES CONSULTING POOL TO EXPEDITE THE AUDIT; AUTHORIZING THE CITY MANAGER TO EXPEND UP TO TWENTY-FIVE PERCENT IN THE COST OF THIS AUDIT, TO AN AMOUNT NOT TO EXCEED $37,500; ALLOCATING FUNDS FROM ACCOUNT NO. 00100.921002.6.270 FOR SAID AUDIT. WHEREAS, the Greater Miami Convention and Visitors Bureau ("Bureau") is the official sales and marketing organization for the visitor industry of Greater Miami; and WHEREAS, the Board of County Commissioners at its meeting of April 9, 2002, directed the County Manager to undertake a performance audit of the Bureau; and WHEREAS, Miami -Dade County would normally perform such an audit through its Management Advisory Services Consulting Pool; and My C J U N a. 7 2002 is�:soiution Imo. 02- 732 WHEREAS, the Mayor and City Commission of the City of Miami Beach directed the Miami Beach City Manager to undertake an audit of the Bureau's performance and related issues; and WHEREAS, the Bureau's function is of a critical importance to the entire county and community; and WHEREAS, it is in the interest of the City of Miami to work with all of the public sector partners of the Bureau to perform this audit; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to collaborate with Miami -Dade County and the City of Miami Beach to perform an audit of the Bureau, and to use the services of the Miami -Dade County Management Advisory Services Consulting Pool to expedite the audit Section 3. The City Manager is authorized to expend up to twenty-five percent (25%) in the cost of this audit, up to an amount not to exceed $37,500, with funds allocated from Account No. 001000.921002.6.270 for said audit. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Page 3 of 3 02- 732 CITY OF MIAMI CITY ATTORNEY'S OFFICE MEMORANDIW TO: Mayor and Members of the FROM: Alejandro Vilarello, City DATE: June 17, 2002 RE: Proposed Resolution Increased Compensa (J-02-594) CA -15 rune 27, 20V2Q@ W Commission Meeting for Special Counsel to Code Enforcement Board The attached proposed Resolution provides for a compensation increase, in the amount of $9,000 (from $30,000 to $39,000 annually), for Special Counsel to the Code Enforcement Board. Funds for the increase are available from Fiscal Year 2001-2002 budgeted funds of the Office of Hearing Boards, Account No. 001000.850102.6.250. Special counsel as legal advisor to the Code Enforcement Board is required because the City Attorney cannot both represent and prosecute code violation cases- before the Code Enforcement Board. Due to the increase in the cases scheduled before the Civil Service Board, and the expertise and scope of legal services provided by the Special Counsel, an increase in the previously approved compensation of $30,000 annually is appropriate. The compensation is payable as earned during the period of such counsel's employment, and the increased compensation will be pro -rated effective June 1, 2002.
