A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE HISTORIC AND ENVIRONMENTAL PRESERVATION
BOARD FOR TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed to serve as members of the City of Miami Historic and
Environmental Preservation Board in the category as designated
herein, each to serve a term expiring June 13, 2003, or until
the nominating commissioner leaves office, whichever occurs

List of Members Resolution
The Historic and Environmental Preservation (HEP) Board administers the environmental
and historic preservation ordinances, and serves as a quasijudicial instrument in certain areas.
Members of the HEP Board must be experienced individuals representing specific
professions related to the Board's responsibilities. Appointments must be made
from individuals who have applied.
All ten (10) current members have terms that expired on or before March 9, 2002.
Our office advertised for applications in a newspaper of general circulation, as required
by the City Code Sec. 62-187(c). Listed below are the names of persons who applied for
each category. Because Board members must be appointed in these specific positions, the
following categories for the Commissioners, based upon previous appointments, are listed

throughout the southeastern United States. Completed projects have been featured in
numerous national and regional publications as well as radio, television, and the Internet.
Many of the projects have been honored by Design Excellence Awards from the
American Society of Interior Designers (ASID), the Preservation Society of Charleston,
and the Georgia Trust for Historic Preservation.

Mr. Fernandez has 18 years of experience in managing, coordinating, designing and master planning a variety
of projects. In the last five years he has handled a range of projects including two award winning American Airlines
Admirals Clubs (at Miami Intemational Airport and at Mexico City International Airport), Brickell on the River in
Miami, a mixed-use hotel/residenceiretail/ meeting facility, the world-class Homestead Motorsports Complex in
South Dade County, FL, and the Warren Cromartie Baseball School. His broad background provides the diverse
skills needed to meet client needs.
■ City of Miami Beach Parks Master Plan - The project consisted of developing a Comprehensive
development plan for 20 parks and recreation facilitiees. Extensive meetings were held between residents,
users, interest groups, city administration, maintenance personnel, regulatory and review agencies to identif
concerns and develop a consensus -based development program for the park system and individual necreatio,
sites. Plans were developed addressing all of the concerns including security, maintenance, accessibility and
code compliance. The guidelines included strategies for site planning, building configuration and integration,
and signage. The Master Plan and Guidelines were unanimously approved by the City Commission.
■ City of Miami Beach Parks Master Plan - After successfully completing a Master Plan for twenty parks, the
design team was once again selected to design six park cities. Some of the programmatic requirements
included: Community Centers, Nature Center, gymnasium, Tennis Courts, Baseball Fields, Soccer fields, etc.
Completion for all six sites is scheduled for the first quarter of 2001.

in Bickell Grand Plata - A mixed-use project consisting of 350 units on eleven floors with retail facilities a the
ground floor and a4evel parking garage.
■ Quayside Lake Townhomes -This project consist of 18 luxury townhouse units along Biscayne bay and 32
lake townhomes. Mr. Fernandez is responsible for the overall design and project management of this project.
SPECIAL PROJECTS
■ Jim Fowler's Life in the Wild - This project consist of a development of 2000 acres in South Georgia with
a African and Americas wild Animal Preserve.
■ Grand Prix Experience - This racing facility which featured the Busch Grand National Finale in November
of 1995, and the Grand Prix of Miami in March of 1996, was a unique design opportunity. The project includes
a 1.5 mile quadoval and a 2.2 mile road course which have been designed to serve a venue of different
events. Each corse will provide the necessary turns, straight -sways and other features deemed necessary
to obtain a world-class racing facility that is both interesting and challenging. The central, component of each
course is the pit and paddock area, housing garages, hospitality suites, ancillary buildings, entertainment and
concessions areas. As part of Phase I there are 55,000 permanent bleacher seats, a Race Control tower with
20 corporate suites, administrative offices and a press area. Future phases will include industry garages,
corporate condominiums, a main street and racing village entertainment areas. The construction cost of the
first phase of the project was over $58 million. It is also estimated that once all phases of the project are
completed, the Motorsports Complex will represent a $70 million investment.
■ Univision Network Addition Offices, Studios, Editing Rooms - A new two story 36,000 sf office addition
which includes editing rooms and technical areas. The project also includes a new television recording studio,
make-up moms, changing rooms and green rooms.
AVIATION DESIGN EXPERIENCE
■ Taca Airlines, Miami International Airport, Miami, Florida - Project Manager responsible for the design
of a new cargo facility and executive offices for Grupo TACH, an alliance of several airlines including Taca
International Airlines, Aviateca, Copa, Lacsa, and Nica. The scope of work included the location of freezers
and ofices on the ground level cargo arra and space planning of 9,100 square feet of office space on the
mezzanine level. B&A was responsible for programming, space planning, contract documents and contract
administration.
■ American Airlines, First Class/Consular Lounge, Miami International Airport, Miami, Florida - Project
Manager for development of two special lounges at the Miami international Airport The First Class Lounge
is a 50 -seat, 3,995 -square feet facility available for fast class passengers only. The Consular Lounge,
designed specifically for international diplomats, is 2,897 -square feet with a 50 -seat capacity.

The City of Miami is currently seeking to fill ten vacancies on the Historic and Environmental Preservation
Board. The Historic and Environmental Preservation Board is composed of nine members, and one
alternate member, who are experienced people in specific professions related to the Board's
responsibilities. Board members must either be permanent residents of the City of Miami or work or
maintain a business in the City of Miami or own real property in the City of Miami. Code Sect ion 2-SS4(e)
stipulates that no employee of Miami -Dade County, Florida, or any municipality therein other than City
employees, shall serve on or be appointed to any board of the City (this restriction may be waived by a
four-fifths affirmative vote of the City Commission, provided the individual is a resident of the City of
Miami). Board members must be appointed according to the following qualifications:
One (1) member shall be an architect registered in the State.
One (1) member shall be a landscape architect registered in the State.
One (1) member shall be a historian or architectural historian qualified by means of education
or experience and having demonstrated knowledge and interest in county history or
architectural history.
One (1) member shall be an architect or architectural historian having demonstrated
knowledge and experience in architectural restoration and historic preservation.
One (1) member shall be an experienced real estate broker licensed by the State.
One (1) member shall be a person experienced in the field of business and finance or law.
Three (3) members shalt be citizens with demonstrated knowledge and interest in the historic
and architectural heritage of the city and/or conservation of the natural environment, and may
also qualify under any of the above categories.
One (1) alternate member shall qualify under one (1) of the above categories.

were performed for the addition of a 120.000 s.f. meeting facility
adjacent to the existing Contemporary hotel at Watt Disney world.
The entry plaza unites the porwcochres of both the hotel and
meeting facility and provides a lively graphic textured urban Piazza
for mixed vehicular and pedestrian use. The central park is defined

Project Director/Designer The Concept Of the Overtown Pedestrian
Mali was formulated in the SE Ovenown/Park West Redeveiopment
Plan by Wallace Roberts & Todd. The Spine of the Redevelopment
Concept is the establishment of a broad pedestrian mall from 1-95
to BiwzYne Bay.
The Ovenown Pedestrian Mall eliminates vehicular traffic on NW
9th Street and establishes a broad pedestrian mall in its place.
Constructed of rustic terra=o in vibrant oranges, yelicws, blues and
greens. Pte plaza is punctuated with duster of seating drums and
commemorative bronze medallions documenting hmari: events
within the Overtdvn Community.
Sunrise Civic Center, Sunrise. Florida. Froject Director /
Designer: WRT provided Master Pianning sennas for the City of
Sunrise Civic Complex which included integration with Ute existing
City Fall and Fire Station and an adjacent office building to be
converted to police and fire rescue use. The new 37 -acre Civic
Complex inciudes a Broward County Library, a Senior Citizens
Center and the 72,000 SF Civic Center. The plan required siting of
the new facilities. Design of vehicular and pedestrian circulation
systems and the development of a lake for storm water
management.
WRT also completed landscape design for wetland restoration
within the existing lake, a new main entrance from Oakland Park
Boulevard and landscape and irrigation design and construction
administration services for the Senior Center and Civic Center

for the renovation and expansion of the Corai Games War
Memorial Youth Center. Working with a recreations: neeas
program prepared by the Metropolitan Dade County Parks and
Recreation DepaRmem, WRT combined its architecturai an-,
landscape architectural expertise w provide an integrated solution
for the Youth Center's future needs. New expanded outdoor
facilities included three baseball fields, two soccenfoetoall ficas,
combined basketball /rollerhocky court and tot-iot. Tne
arrnitectural solution included a new gym. auditorium, iaCKer
rooms, and mul0purpme orate and meeting rooms. The Master
Pian also recognized the 'Caic' aspects of the expanded facility
and reiocated the main entrance en University Drive.

documents and provicitng construction administration services for
over $600,000. in site improvements including athletic facilities.

Boynton Intracoastal Waterway Parlrr, Boynton Beach,
Florida Project Director / Designer: WRT prepared a Master Plan
for the last undeveloped parcel of land on the Intracoastal
Waterway in Boynton Beach. The primary objectives of the plan
were scenic enhancement, environmental restoration of the site,
and educational interpretation. Master Plan tadhres ;ndude a two
Ytory picnic facility, an educaiwol and performance pavilion, a
veterans Memorial garden and shelter, picnic shelters and
restrooms and aiociated parking.
WR T is currently preparing detailed architectural and site design
and construction documents for this $2.5 million project.

The City of Miami is currently seeking to fill ten vacancies on the Historic and Environmental Preservation
Board. The Historic and Environmental Preservation Board is composed of nine members, and one
alternate member, who are experienced people in specific professions related to the Board's
responsibilities. Board members must either be permanent residents of the City of Miami or work or
maintain a business in the City of Miami or own real property in the City of Miami. Code Section 2-884(e)
stipulates that no employee of Miami -Dade County, Florida, or any municipality therein other than City
employees, shall serve on or be appointed to any board of the City (this restriction may be waived by a
four-fifths affirmative vote of the City Commission, provided the individual is a resident of the City of
Miami). Board members must be appointed according to the following qualifications:
One (1) member shall be an architect registered in the State.
One (1) member shall be a landscape architect registered in the State.
One (1) member shall be a historian or architectural historian qualified by means of education
or experience and having demonstrated knowledge and interest in county history or
architectural history.
One (1) member shall be an architect or architectural historian having demonstrated

Ms. Saaverdra-Tragash is the Principal -in -Charge of the interior design services provided
by STA Architectural Group. A native of Bolivia, Ms. Saavedra-Tragash combines her
comprehensive knowledge of indigenous materials with her design and technical
expertise. The result producing an eclectic expression in both classic and contemporary
form.
Ms. Saavedra-Tragash's professional career encompasses private sector projects located
within South Florida, and South America. Her designs span a broad range on commercial
and residential projects types. Each design solution is customized to the specific program,
time and budgetary constraints.

Ms. Saavedra-Tragash received formal training in architecture at the University of Florida.
Her terminal project focused on the architectural rehabilitation of the interiors of the
Royal Palm, a historic Art Deco hotel located in the Miami Beach Architectural District. Ms.
Saavedra-Tragash supplemented her architectural education interning at firms that
specialize in interior architecture. There she developed a sensitivity toward interior
architectural details. Many of the projects Ms. Saavedra-Tragash has been involved are
within designated historic places and strictly follow the guidelines for architectural preser-
vation of significant interior spaces.
Ms.. Saavedra-Tragash is the Principal in Charge of overseeing the firm's interior projects
concentrating on design, space programming/planning, finish/furnishing selection,
