HomeMy WebLinkAboutR-02-0652J-02-1120 6/13/02 RESOLUTION NO. 02— 652 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING, APPROVING AND GRANTING THE REQUEST, FROM METRO GOLDWYN MAYER PICTURES, INC., FOR A VARIANCE OF THE CITY OF MIAMI NOISE ORDINANCE FOR THE FILMING OF THE MOVIE "OUT OF TIME," FOR THE PERIOD JUNE 15, 2002 THROUGH SEPTEMBER 15, 2002. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The request from Metro Goldwyn Mayer Pictures, Inc. for a variance of the City of Miami noise ordinance for the filming of the movie "Out of Time," for the period June 15, 2002 through September 15, 2002, is approved and granted. Section 2. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.11 If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Our production is based at the Doubletree Grand in downtown Miami. Whereas we will be filming in several areas of the City of Miami, in residential neighborhoods and at night, we would like to request a general variance from the sound ordinance for twenty nights between June 15th and September 15th, 2002. We can provide the exact locations and dates in advance of filming as that information becomes available, however two locations already picked are 990 NE 78 St. and 455 NE 28 St. In all cases, the nature of our night time filming will be limited to typical dialogue scenes, so there will not be gunfire or explosions creating very loud sounds. There will be some low level noise created by the presence of our crew and trucks after hours, however we endeavor to keep our set as quiet as possible and give affected neighbors advance notice and a number to reach us in the event of problems or concerns. We are prepared to offer hotel rooms to neighbors with special needs. At wrap, there will be some vehicles that must start their engines to leave, as well as raising tailgates and closing doors, again with the crew keeping the noise to a minimum. We will have off duty police, including a supervisor, with us at all times for traffic control and as a liaison with the public. Sincerely, Sam Tedesco, Location Manager "Out of Time" 1 CITY OF MIAMI, FLORIDA 10A INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members DATE: 3c FILE of the City Commission Multi - 2� FROM: Cos ez City Manager SUBJECT: Request for Noise Ordinance Variance for Filming of MGM Movie "Out of Time" REFERENCES: ENCLOSURES: Please be advised that Mr. Sam Tedesco, Location Manager for the movie "Out of Time," or his representative, from Metro Goldwyn Mayer Pictures, Inc., will appear before the Commission on June 13, 2002, to request a waiver of the City's Noise Ordinance. This particular movie is starring recent Academy Award winner Denzel Washington, is being directed by Carl Franklin, and is being shot on location in several neighborhoods within the City of Miami. Their production unit is based at the Doubletree Grand in downtown Miami. Filming will take place in several areas of the City, thus a general variance is requested for twenty (20) nights between June 15th and September 15th, 2002. In all cases, the nature of the night filming will be limited to typical dialogue scenes — there will be no gunfire or explosions creating very loud sounds. There will be some low-level noise created by the presence of crews and trucks in the late hours. In an effort to keep the set as quiet as possible and give affected neighbors advance notice, a phone number to reach the production unit will be distributed in the filming areas. MGM is also prepared to offer hotel rooms to neighbors with special needs if that becomes necessary. At the closing of a typical filming evening, there will be some vehicles that must start their engines to depart, as well as raising tailgates and closing doors, again, with the crew keeping the noise to a minimum. MGM will employ off-duty police, including a police supervisor, at all times for traffic control and as a liaison with the public.
