RESOLUTION NO. 02- 544
A RESOLUTION OF THE MIAMI CITY COMMISSION
SUPPORTING THE ISSUES RELATED TO
INTERSECTION SAFETY, TRAFFIC ENFORCEMENT,
AND POLICE CHASES RAISED BY THE STUDENTS OF
MR. JUAN M. PINO'S CLASS AT GEORGE
WASHINGTON CARVER MIDDLE SCHOOL; DIRECTING
THE CITY CLERK TO TRANSMIT THIS RESOLUTION
TO THE DESIGNATED OFFICIALS.
WHEREAS, students of Mr. Juan M. Pino's classes at George
Washington Carver Middle School, located at 4901 Lincoln Drive,
Miami, Florida, appeared before the City Commission on
May 9, 2002; and
WHEREAS, the students reported multiple traffic problems
with proposed solutions and requested the support of the City of
Miami; and
WHEREAS, the City Commission was impressed with the
students' presentations and favorably commented on the students'
proposed solutions; and
WHEREAS, the City Commission understands that these traffic
issues fall under the jurisdiction of Miami -Dade County and

suggested to the students that they make a similar presentation
before the Miami -Dade County Board of Commissioners;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The issues related to intersection safety,
traffic enforcement and police chases raised by the students of
Mr. Juan M. Pino's class at George Washington Carver Middle
School is supported by the City Commission.
Section 3. The City Clerk is directed to transmit a copy
of this Resolution to Miami -Dade County Mayor Alex Penelas, all
members of the Board of Miami -Dade County Commissioners, County
Manager Steve Shiver, the Principal of George Washington Carver
Middle School, and George Washington Carver Middle School
Teacher Juan M. Pino.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.1/
PASSED AND ADOPTED this 9th day of May , 2002.

l If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City
Commission.

I have emailed the city manager regarding my interest in having a few of my Civics students attend and speak
at the next commission meeting. We have already met with the Mayor concerning our various community issues.
I have asked that the city manager place my students and I on the April 11th agenda. I am notifying you of that

Mr. Juan Pino's request for a walkway over Douglas Road and US 1 needs to be
addressed by Miami -Dade County and/or the Florida Department of Transportation. The
City's Public Works Department can convey Mr. Pino's concerns to the proper agency.
The City's Public Works Department recommends against the use of trapezoidal safety
humps
The use of stop strips or chase deterring devices should be addressed by the Police
Department.
