HomeMy WebLinkAboutR-02-0541J-02-404 4/26/02 RESOLUTION NO. o2- 5 41 A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOURTH -FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES, AND ACCEPTING THE BID OF RIC -MAN INTERNATIONAL, INC., THE LOWEST RESPONSIVE AND RESPONSIBLE BIDDER, PURSUANT TO INVITATION FOR INFORMAL BIDS, DATED FEBRUARY 28,2002, FOR THE PROJECT ENTITLED "CITYWIDE STORMWATER PUMP STATIONS EMERGENCY REPAIRS, B-5649", IN THE AMOUNT OF $49,000; ALLOCATING FUNDS FROM PROJECT NO. 352253, AS APPROPRIATED BY THE ANNUAL APPROPRIATIONS AND CAPITAL IMPROVEMENTS ORDINANCES, AS AMENDED, IN THE AMOUNT OF $49,000 FOR THE CONTRACT COSTS AND $6,500 FOR EXPENSES, FOR A TOTAL ESTIMATED COST OF $55,500; AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA Section 1. By a four -fifth (4/5ths) vote affirmative vote of the City Commission, after a duly advertised public hearing, the City Managers' finding of an emergency is ratified, CITY COMMISSION MEETI1IG &F Pap?yf 2 2002 `FResolution 1,10. ,02- 541 approved and confirmed, the requirements for competitive bidding procedures are waived and the bid of Ric -Man International, Inc., the lowest responsive and responsible bidder, pursuant to Invitation for Informal Bids, dated February 28,2002, for the project entitled "Citywide Stormwater Pump Stations Emergency Repairs, B-5649", in the amount of $49,000, for the total bid of the proposal, is accepted at the price stated herein. Section 2. The total estimated project costs of $55,500 are allocated from Project No. 352253, as appropriated by the Annual Appropriations and Capital Improvements Ordinances, as amended. Total project costs consist of $49,000 for contract costs and $6,500 for estimated expenses incurred by the City. Section 3. The City Manager is authorized!' to execute an agreement, in a form acceptable to the City Attorney, with Metro Express, Inc. for the project. ii The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. The estimated total cost of for this project is $55,500, consisting of $49,000 Total Bid and $6,500 for the City's portion. BACKGROUND Based on the attached pictures of the condition of the 84 -inch inflow pipe into the Riverview Pump Station an EMERGENCY exists at this pump station justifying the selection of Contractors by informal bids. Due to the severity of the failure in the 84 -inch reinforced concrete pipe, excessive amounts of groundwater infiltrate the pipe causing the pumps at the Station to operate more frequently than designed. The excessive wear and tear on the equipment requires more maintenance, reduces efficiency during a rainstorm and needlessly consumes electricity. This work is needed to repair water infiltration into the 84 -inch inflow pipe to the stormwater pump station. FISCAL IMPACT NONE -BUDGETED ITEM. Due to the severity of the failure in the 84 -inch reinforced concrete pipe, excessive amounts of groundwater infiltrate the pipe causing the pumps at the station to operate more frequently than designed. The excessive wear and tear on the equipment requires more maintenance, reduces efficiency during a rainstorm and needlessly consumes electricity. Formal competitive sealed bid procedures shall be waived for the procurement of contracting services required for said EMERGENCY pursuant to sections 18-83 and 18- 84 of the City Code. Informal bids shall be obtained and a contract shall be awarded to the lowest responsive and qualified bidder. All costs of this project will be funded from the CIP No. 352253. Estimated total cost for the project is $55,500. This action shall be ratified at the next available City Commission meeting.
