RESOLUTION NO . 02-536.1
A RESOLUTION RELATED TO THE MIAMI BAHAMAS
GOOMBAY FESTIVAL TO BE CONDUCTED ON JUNE 8-9,
2002, BY THE MIAMI/BAHAMAS GOOMBAY FESTIVAL IN
COCONUT GROVE, INC.; AUTHORIZING A TWO-DAY
PERMIT FOR THE SALE OF ALCOHOLIC DRINKS IN THE
AREA DURING SAID EVENT; AUTHORIZING THE
ALLOCATION OF FUNDS, IN THE CUMULATIVE AMOUNT
NOT TO EXCEED $20,000, FROM ACCOUNT
NO. 001000921054.6.289, ENTITLED "SPECIAL
EVENTS FESTIVAL ACCOUNT, FOR THE FOLLOWING:
(1) THE WAIVER OF FEES AND PERMITS PERMISSIBLE
BY LAW, INCLUDING THOSE REQUIRED FOR THE USE OF
THE PUBLIC RIGHT-OF-WAY, (2) THE PROVISION OF
IN-KIND SERVICES BY THE DEPARTMENTS OF POLICE,
FIRE -RESCUE, GENERAL SERVICES ADMINISTRATION,
AND SOLID WASTE, AND (3) A CASH GRANT TO PAY
FOR THE COSTS OF DEPARTMENT OF POLICE SERVICES;
CONDITIONING ALL AUTHORIZATIONS UPON THE
ORGANIZERS: (1) OBTAINING ALL PERMITS REQUIRED
BY LAW; (2) PAYING FOR ALL OTHER NECESSARY
COSTS OF CITY SERVICES AND APPLICABLE FEES
ASSOCIATED WITH SAID EVENT; (3) OBTAINING
INSURANCE, INCLUDING LIQUOR LIABILITY, TO
PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED BY
THE CITY MANAGER; (4) COMPLYING WITH ALL
CONDITIONS AND LIMITATIONS AS MAY BE PRESCRIBED
BY THE CITY MANAGER; AND (5) INSTITUTING AN
IDENTIFICATION PROGRAM TO ASSURE THAT ONLY
THOSE INDIVIDUALS OVER THE AGE OF TWENTY-ONE
MAY PURCHASE ALCOHOLIC BEVERAGES.
WHEREAS, the Miami/Bahamas Goombay Festival in Coconut
Grove, Inc. will conduct the 26th Annual Miami Bahamas Goombay
Festival on June 8-9, 2002; and
WHEREAS, the Miami/Bahamas Goombay Festival in Coconut

Grove, Inc. has requested permission to sell alcoholic drinks
during said event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The request of the Miami/Bahamas Goombay
Festival in Coconut Grove, Inc., to sell alcoholic beverages for
a two-day period in connection with the Miami Bahamas Goombay
Festival to be conducted on Saturday and Sunday, June 8 and 9,
2002, from 9:00 A.M. to 7:00 P.M., in the area of Grand Avenue
from McDonald Street to Douglas Road, in Coconut Grove, Miami,
Florida, is granted subject to the issuance of a temporary permit
to sell alcoholic beverages by the State of Florida Department of
Business Regulation, Division of Alcoholic Beverages and Tobacco,
pursuant to City Code Section 54-13 of the Code .of the City of
Miami is authorized.
Section 2. The allocation of funds, in the cumulative
amount not to exceed $20,000, from Account
No. 001000921054.6.289, entitled "Special Events Festival
Account, is authorized for the following: (1) the waiver of fees
and permits permissible by law, including those required for the
use of the public right-of-way, (2) the provision of in-kind
services by the Departments of Police, Fire -Rescue, General
Services Administration, and Solid Waste, and (3) a cash grant to
pay for the costs of Department of Police services;
Section 3. The herein authorizations are conditioned
upon the organizers: (1) obtaining of all permits required by

law; (2) paying for all other necessary costs of City services
and applicable fees associated with said event; (3) obtaining
insurance, including liquor liability, to protect the City in the
amount as prescribed by the City Manager; (4) complying with all
conditions and limitations as may be prescribed by the City
Manager; and (S)instituting an identification program to assure
that only those individuals over the age of twenty-one may
purchase alcoholic beverages.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

l/ If the Mayor does not sign this Resolution, it shall become effective
at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City
Commission.
