A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH THE SCHOOL BOARD OF MIAMI-DADE COUNTY ("SCHOOL BOARD") FOR THE PROVISION OF LUNCHES AND SNACKS TO THE PARTICIPANTS OF THE CITY OF MIAMI'S 2002 SUMMER FOOD SERVICE PROGRAM, OPERATED BY THE CITY'S DEPARTMENT OF PARKS AND RECREATION FROM JUNE 17, 2002 TO AUGUST 23, 2002, CONDITIONED UPON THE CITY'S ACCEPTANCE AND APPROPRIATION OF A GRANT IN THE ESTIMATED AMOUNT OF $602,749 FROM THE UNITED STATES DEPARTMENT OF AGRICULTURE THROUGH THE FLORIDA DEPARTMENT OF EDUCATION; ALLOCATING FUNDS FOR SAID MEALS, FROM THE SUMMER FOOD SERVICE PROGRAM FOR CHILDREN 2002 SPECIAL REVENUE FUND. WHEREAS, the United States Department of Agriculture ("USDA"), through the Florida Department of Education ("DOE"), has tentatively agreed to fund the City of Miami's 2002 Summer Food Service Program for Children; and WHEREAS, on April 17, 2002, the School Board of Miami -Dade County, approved an agreement with the City of Miami, to provide the meals for participants of the City's 2002 Summer Food Program at $1.90 per lunch and $.50 per snack per participant; and WHEREAS, the City of Miami plans to serve an estimated 193,550 lunches from June 17, 2002 to August 23, 2002, (average CITY COMMISSION MEETING OF {f 2002 Resolution No. 02- 515 3,950 lunches/day x 49 days) and 204,075 snacks (average 4,165 snacks/day x 49 days) to eligible children at twenty-eight (28) sites throughout the City in conjunction with the 2002 Summer Recreation Program; and WHEREAS, reimbursement rates from the USDA grant through the Florida Department of Education are estimated at $2.30 per lunch ($445,165) and $.53 per snack ($108,160), plus appropriate administrative expenses, for a total estimated grant of $602,749; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorizedll to execute an agreement, in a form acceptable the City Attorney, with the School Board of Miami -Dade County for the provision of lunches and snacks to the participants of the City's 2002 Summer Food Service Program, from June 17, 2002 through August 23, 2002, conditioned upon the City's acceptance and appropriation of a grant in the estimated amount of $602,749 from the United States 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. Page 3 of 3 02=- 515 TO FROM CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM CA -10 Honorable Mayor and Members DATE: APR 3 0 2uFILE: of the City Commission SUBJECT: Authorizing an Agreement with the Miami -Dade School os A. imenez Board for City City Manager REFERENCES: Summer Food ENCLOSURES: Program RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to enter into an agreement, in a form acceptable to the City Attorney, with the School Board of Miami -Dade County, for the purpose of providing meals to the participants of the City's Summer Food Program operated by the Department of Parks and Recreation from June 17, 2002 through August 23, 2002. BACKGROUND: In past years, the City of Miami has utilized a Miami -Dade County bid for the provision of this food service. This year, Miami -Dade County informed us that they were intending to utilize the School Board of Miami -Dade County for the provision of this service. There have been complaints about food quality and it is felt that the School Board can provide a better quality product. The School Board of Miami -Dade County is authorized to provide the meals for the 2002 Summer Food Program to both the City and County. The Department of Parks and Recreation Summer Food Service Program provides a box lunch and afternoon snack to children aged 18 and under during the summer. Since 1968, the City of Miami has provided these summer meals as an integral part of its summer recreation program offering arts and crafts, sporting activities, field trips, and special events. The meals are served daily at twenty-eight (28) sites carefully chosen to provide reasonable access to all of Miami's youth. 02- bib Honorable Mayor and Members of the City Commission Page two Based on 2002 program totals, we estimate that 173,800 lunches and 171,600 snacks will be served during the upcoming summer program. These figures average out to 3,950 lunches and 3,900 snacks each day for the 45 -day program. Funding is provided to the City from a USDA grant through Florida's Department of Education (DOE). This year's grant is estimated at $534,457 based on last year's meals figures and reimbursement rates of $2.30 for lunch, $.53 for afternoon supplements (snacks), which includes the appropriate administrative expenses (i.e. Staff). The final grant award amount will be made available by DOE in April 2002. This grant does not require matching funds. FISCAL IMPACT: NONE - GRANT FUNDED rte- s c �.
