Aw A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR-FIFTHS (4/5THS ) AFFIRMATIVE VOTE, RATIFYING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES, AND APPROVING THE ACQUISITION AND INSTALLATION OF STEEL PICKET FENCING AT HENDERSON AND DORSEY PARKS IN THE AMOUNT OF $32,620 FROM PROFESSIONAL WELDING, INC., AND FOR BUENA VISTA PARK IN THE AMOUNT OF $25,675 FROM ISLAND FENCE, INC. FOR THE DEPARTMENT OF PARKS AND RECREATION, FOR A TOTAL AMOUNT NOT TO EXCEED $58,295; ALLOCATING FUNDS FROM THE SAFE NEIGHBORHOOD PARKS BOND PROGRAM AND A STATE OF FLORIDA GRANT. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. By a four-fifths (4/5th,) affirmative vote of the City Commission, the City Manager's finding of an emergency, waiving the requirements for the competitive sealed bidding procedures, and approving the acquisition and installation of steel picket fencing at Henderson and Dorsey Parks in the amount of $32,620 from Professional Welding, Inc., and for Buena Vista Park in the amount of $25,675 from Island Fence, Inc. for the CITY COM MSSLON MEETING �E APR ? 5 2002 Re,solution No. 02-- 493 Department of Parks and Recreation, for a total amount not to exceed $58,295, is ratified, approved and confirmed, with funds allocated from the Safe Neighborhood Parks Bond Program and a State of Florida grant. Page 2 of 2 02- 493 9 CITY OF MIAMI, FLORIDA 17 INTER -OFFICE MEMORANDUM TO: Honorable Mayor and Members DATE: APR 16 2002 FILE: of the City Commission SUBJECT: Approval of Emergency Action for Fencing Work at Various Parks FROM : 4j� merle Z REFERENCES: City Manager ENCLOSURES: RECOMMENDATION: FISCAL IMPACT: NONE It is respectfully recommended that the City Commission adopt the attached Resolution, by a 4/5th affirmative vote, ratifying, approving and confirming the City Manager's finding and recommendation to proceed on an emergency basis with the purchase and installation of a steel picket fence at Buena Vista Park from Island Fence, Inc., for $25,675 and at Henderson and Dorsey Parks from Professional Welding, Inc., for $32,620 for a total amount of $58,295, which amount is $6,020 less than that budgeted, with funds for said purposes allocated from the Safe Neighborhood Park Bond Program and a grant from the State of Florida. BACKGROUND: The Department of Parks and Recreation requested a finding of an emergency in order to complete the installation of steel picket fencing at the aforesaid parks in order to comply with the strict spending constraints in the use of Safe Neighborhood Park Bond and State of Florida Grant funds earmarked for this fencing work. Additionally, the new steel picket fence at these parks was a high priority item for area residents to better secure the facility and make park users feel safer while at the park. The Department of Parks and Recreation solicited quotes from three (3) vendors for this work of which the lowest responsible and responsive bidders were Professional Welding, Inc. for Henderson and Dorsey Parks, and Island Fence, Inc. for Buena Vista Park. The Department of Parks and Recreation respectfully requests your approval, on an ernc;g,ency basis, to proceed with the purchase and installation of new steel picket fence at Henderson Park ($10,81.5), Dorsey Park ($25,500), and Buena Vista Park ($28,000). It is essential to complete the installation of the proposed steel picket fences as soon as possible since there is strict spending and time constraints in the use of Safe Neighborhood Park Bond and State of Florida Grant funds earmarked for this fencing work. It should be pointed out that the proposed new steel picket fence will not only provide additional protection to the existing recreational buildings at these city parks but it will also offer added safety to the courts, playground equipment, and other park facilities. The Department of Parks and Recreation has received quotes from three (3) vendors for this work. The lowest responsible and responsive bidders are Professional Welding, Inc. for Henderson and Dorsey Parks, and Island Fence, Inc. for Buena Vista Park.
