A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENTS, APPROVING WITH CONDITIONS, A MAJOR USE SPECIAL PERMIT PURSUANT TO ARTICLES 13 AND 17 OF ZONING ORDINANCE NO. 11000, FOR THE WATSON ISLAND AVIATION AND VISITORS CENTER PROJECT, TO BE LOCATED ON A 5.6 ACRE PARCEL ON THE SOUTH SIDE OF WATSON ISLAND, MIAMI, FLORIDA; TO BE COMPRISED OF AN AVIATION CENTER (MUNICIPAL AIRPORT) TO SERVICE A SEAPLANE COMMUTER SERVICE AND HELICOPTERS, IN CONJUNCTION WITH A VISITORS CENTER; DIRECTING TRANSMITTAL OF THE HEREIN RESOLUTION; MAKING FINDINGS OF FACT AND STATING CONCLUSIONS OF LAW; PROVIDING FOR BINDING EFFECT; CONTAINING A SEVERABILITY CLAUSE AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, on February 7, 2001, the applicant, Carlos A. Gimenez, for the City of Miami, in conjunction with the Miami Sports and Exhibition Authority ("MSEA"), and the Greater Miami Convention and Visitors Bureau, submitted a complete Application for Major Use Special Permit for the Watson Island Aviation and Visitors Center Project pursuant to Articles 13 and 17 of Zoning Ordinance No. 11000, for a 5.6 acre parcel located on the south side of Watson Island, Miami, Florida, as legally described on "Exhibit B", attached hereto and in "Exhibit A", the Development Order attached hereto; and 1 CIa'Y COMV Y MEETII RPP 2 5 2002 Feaulution 02- 480 WHEREAS, development of the Watson Island Aviation and Visitors Center Project requires the issuance of a Major Use Special Permit pursuant to Articie 17 of Zoning ordinance No. 11000, the Zoning Ordinance of the City of Miami, Florida, as amended; and WHEREAS, the Large Scale Development Committee met on November 30, 2000, to consider the proposed project and offer its input; and WHEREAS, the APPLICANT has modified the proposed project to address the expressed technical concerns raised at said Large Scale Development Committee meeting; and WHEREAS, the Urban Development Review Board met on March 6, 2001, to consider the proposed project and recommended approval of the project; and WHEREAS, the Miami Planning Advisory Board, at its meeting held on April 18, 2001, Item No. 4, following an advertised public hearing, adopted Resolution No. PAB-35-01 by a vote of five to two (5-2), RECOMMENDING APPROVAL of the Major Use Special Permit Development Order as attached hereto; and WHEREAS, the City Commission deems it advisable and in the best interest of the general welfare of the City of Miami to Page 2 of 8 02-- 480 issue a Major Use Special Permit Development Order as hereinafter set forth; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. A Major Use Special Permit Development Order, attached hereto as "Exhibit A" and made a part hereof, is approved subject to the conditions specified in said Development Order, per Article 17 of Zoning Ordinance No. 11000, for the Watson Island Aviation and Visitors Center Project (hereinafter referred to as the "PROJECT") to be developed by the City of Miami, ("APPLICANT"), on a 5.6 acre parcel located on the south side of Watson Island, Miami, Florida, more particularly described on "Exhibit B", attached hereto and made a part hereof. Section 3. The PROJECT is approved for the construction of an Aviation Center (Municipal Airport) to service a seaplane commuter service and helicopters, in conjunction with a visitor's center. Page 3 of 8 Section 4. The Major Use Special Permit Application for the Watson Island Aviation and Visitors Center Project also encompasses the lower ranking Special Permits as set forth in the Development Order, attached as "Exhibit A" hereto and incorporated herein. Section 5. The findings of fact set forth below are made with respect to the subject PROJECT: a. The PROJECT is in conformity with the adopted Miami Comprehensive Neighborhood Plan 1989-2000, as amended. b. The PROJECT is in accord with the PR Zoning classifications of Zoning Ordinance No. 11000, the Zoning Ordinance of the City of Miami, Florida, as amended. C. Pursuant to Section 1305 of the Zoning Ordinance of the City of Miami, Florida, the specific site plan aspects of the PROJECT, i.e., ingress and egress, parking, signs and lighting, utilities, drainage, preservation of natural features and control of potentially adverse effects generally, have been considered and will be further considered administratively during the process of issuing a building permit and a certificate of occupancy. Page 4 of 8 02- 480 d. The PROJECT is expected to cost approximately $6.4 million, and to employ approximately 45-50 workers during construction (FTE); the PROJECT will also result in the creation of approximately 132 permanent new jobs. e. The City Commission further finds that: (1) the PROJECT will have a favorable impact on the economy of the City; (2) the PROJECT will efficiently use public transportation facilities; (3) any potentially adverse effects of the PROJECT will be mitigated through compliance with the conditions of this Major Use Special Page 5 of 8 02-- 8 Q Permit; (4) the PROJECT will favorably affect the need for people to find adequate housing reasonably accessible to their places of employment; (5) the PROJECT will efficiently use necessary public facilities; (6) the PROJECT will not negatively impact the environment and natural resources of the City; (7) the PROJECT will not adversely affect living conditions in the neighborhood; Page 5 of 8 02-- 8 Q ( 8 ) the PROJECT will not adversely affect public safety; (9) based on the record presented and evidence presented, the public welfare will be served by the PROJECT; and (10) any potentially adverse effects of the PROJECT arising from safety and security, fire protection and life safety, solid waste, heritage conservation, trees, shoreline development, minority participation and employment, and minority contractor/subcontractor participation will be mitigated through compliance with the conditions of this Major Use Special Permit. Section 6. The Major Use Special Permit, as approved and amended, shall be binding upon the APPLICANTS and any successors in interest. Section 7. The application for Major Use Special Permit, which was submitted on February 7, 2001, and on file with the Planning and Zoning Department of the City Of Miami, Florida, shall be relied upon generally for administrative interpretations and is made a part hereof by reference. Page 6 of 8 0 2 -- 411 0 Section 8. This Major Use Special Permit will expire two (2) years from its effective date which is thirty (30) days after the adoption of the herein Resolution. Section 9. The City Manager is directed to instruct the Director of the Planning and Zoning Department to transmit a copy of this Resolution and attachment to the co -developers through Lucia Dougherty, Esq. 1221 Brickell Avenue, Miami, Florida 33131. Section 10. The Findings of Fact and Conclusions of Law are made with respect to the Project as described in the Development Order for the Watson Island Aviation and Visitors Center Project, which is attached hereto as "Exhibit A" and made a part hereof by reference, as more particularly described in "Exhibit A". Section 11. The Major Use Special Permit Development Order for the Watson Island Aviation and Visitors Center Project ("Exhibit A") is granted and issued. Section 12. In the event that any portion or section of this Resolution or the Development Order ("Exhibit A") is determined to be invalid, illegal, or unconstitutional by a court or agency of competent jurisdiction, such decision shall in no manner affect the remaining portions of this Resolution or Page 7 of 8 02 4 Development Order ("Exhibit A"), which shall remain in full force and effect. DATE: WATSON ISLAND AVIATION AND VISITORS CENTER PROJECT MAJOR USE SPECIAL PERMIT DEVELOPMENT ORDER Let it be known that pursuant to Articles 13 and 17 of Ordinance No. 11000, the Zoning Ordinance of the City of Miami, Florida, as amended, the Commission of the City of Miami, Florida, has considered in a public hearing, the issuance of a Major Use Special Permit for the Watson Island Aviation and Visitors Center Project (hereinafter referred to as the "PROJECT") to be located on a 5.6 acre parcel located on the south side of Watson Island, Miami, Florida; see legal description on "Exhibit B", attached hereto and made a part hereof; said legal description is subject to any dedications, limitations, restrictions, reservations or easements of record. After due consideration of the recommendations of the Planning Advisory Board and after due consideration of the consistency of this proposed development with the Miami Comprehensive Neighborhood Plan, the City Commission has approved the PROJECT, and subject to the following conditions approves the Major Use Special Permit and hereby issues this Permit: FINDINGS OF FACT PROJECT DESCRIPTION: The proposed Watson Island Aviation and Visitors Center Project is an aviation center and visitor's center development to be located on a 5.6 acre parcel located at the water's on the south side of Watson Island, Miami, Florida; ("PROJECT"). (More specifically described on "Exhibit B", incorporated herein by reference). The remainder of the PROJECT's VITAL DATA is attached hereto as "Exhibit C", and incorporated herein by reference. The ownership, operation and maintenance of common areas and facilities will be by the property owner. The Major Use Special Permit Application for the Watson Island Aviation and Visitors Center Project also encompasses the following lower ranking Special Permits: VARIANCE for waterfront yard: Required: 20 feet Provided: 3 feet VARIANCE for offstreet parking: Required: 180 spaces Provided: 45 spaces CLASS I SPECIAL PERMIT to permit staging and parking during construction (to be approved prior to obtaining a building permit from Planning); CLASS I SPECIAL PERMIT for Development Signs when combined with construction signs; CLASS I SPECIAL PERMIT for FAA clearance letter; CLASS II SPECIAL PERMIT as per Article 15 for uniform signage guides and standards; Page 2 of 7 02— 480 CLASS II SPECIAL PERMIT as per Article 15 for development between Biscayne Bay and the first dedicated right-of-way; Waiver from the City Commission for the following: 1. Noise Ordinance during the required concrete pours for construction of the building. 2. Waterfront Charter requirement as set forth in Section 3(mm)(ii) of the Charter of the City of Miami. Required setback: 50 feet or 25% of the lot depth where the lot is less than 200 feet wide Provided setback: 10 feet Pursuant to Articles 13 and 17 of Zoning Ordinance No. 11000, approval of the requested Major Use Special Permit shall be considered sufficient for the subordinate permits requested and referenced above as well as any other special approvals required by the City which may be required to carry out the requested plans. The PROJECT shall be constructed substantially in accordance with plans and design schematics on file prepared by Spillis Candela DMJM, dated February, 2001; the landscape plan shall be implemented substantially in accordance with plans and design schematics on file prepared by Curtis & Rogers Design Studio, Inc., dated February, 2001; said design and landscape plans may be permitted to be modified only to the extent necessary to comply with the conditions for approval imposed herein; all modifications shall be subject to the review and approval of the Director of the Planning and Zoning Department prior to the issuance of any building permits. Page 3 of 7 02— 480 The PROJECT conforms to the requirements of the PR Zoning District, as contained in Ordinance No. 11000, the Zoning Ordinance of the City of Miami, Florida, as amended. The Miami Comprehensive Neighborhood Plan (MCNP) Future Land Use designation allows the proposed mix of uses. CONDITIONS THE APPLICANT, ITS SUCCESSORS, AND/OR ASSIGNS, JOINTLY OR SEVERALLY, PRIOR TO THE ISSUANCE OF ANY BUILDING PERMITS, SHALL COMPLY WITH THE FOLLOWING: 1. Meet all applicable building codes, land development regulations, ordinances and other laws. 2. Pay all applicable fees due prior to the issuance of a building permit. 3. Allow the Miami Police Department to conduct a security survey, at the option of the Department, and to make recommendations concerning security measures and systems; further submit a report to the Planning and Zoning Department, prior to commencement of construction, demonstrating how the Police Department recommendations, if any, have been incorporated into the PROJECT security and construction plans, or demonstrate to the Planning Director why such recommendations are impractical. 4. Get approval from, or Provide a letter from the Department of Fire -Rescue indicating APPLICANT'S coordination with members Page 4 of 7 02-w 480 of the Fire Plan Review Section at the Department of Fire - Rescue in the review of the scope of the PROJECT, owner responsibility, building development process and review procedures, as well as specific requirements for fire protection and life safety systems, exiting, vehicular access and water supply. 5. Get approval from, or provide a letter of assurance from the Solid Waste Department that the PROJECT has addressed all concerns of the said Department prior to the obtainment of a shell permit. 6. Prepare a Minority Participation and Employment Plan (including a Contractor/Subcontractor Participation Plan) to be submitted to the City's Director of Equal Employment Opportunity for review and comments, with the understanding that the City's Minority/Women Business Affairs and Procurement Ordinance No. 10538 is a guide that the APPLICANT must use its best efforts to follow. 7. Record the following in the Public Records of Dade County, Florida, prior to the obtainment of a shell permit: 1) a certified copy of the development order specifying that the Development Order runs with the land and is binding on the APPLICANT, its successors, and assigns, jointly or severally. 8. Provide the Public Works Department of the City of Miami with plans for proposed sidewalk and swale area improvements for Page 5 of 7 oz- 480 their review and approval, and complete required replatting prior to the issuance of a building permit. 9. Provide the Planning and Zoning Department with final landscape plans prior to the issuance of a shell permit, and a temporary parking plan which addresses construction employee parking during the construction period, prior to the issuance of any building permits. THE CITY SHALL: Establish the effective date of this Permit as being thirty (30) days from the date of its issuance with the issuance date constituting the commencement of the thirty (30) day period to appeal from the provisions of the Permit. CONCLUSIONS OF LAW The Watson Island Aviation and Visitors Center Project, proposed by the applicant, complies with the Miami Comprehensive Neighborhood Plan 1989-2000, is consistent with the orderly development and goals of the City of Miami, and complies with local land development regulations and further, pursuant to Section 1703 of Zoning Ordinance No. 11000: (1) the PROJECT will have a favorable impact on the economy of the City; and (2) the PROJECT will efficiently use public transportation facilities; and Page 6 of 7 02- 480 (3) the PROJECT will favorably affect the need for people to find adequate housing reasonably accessible to their places of employment; and (4) the PROJECT will efficiently use necessary public facilities; and (5) the PROJECT will not negatively impact the environment and natural resources of the City; and (6) the PROJECT will not adversely affect public safety; and (7) the public welfare will be served by the PROJECT; and (8) any potentially adverse effects of the PROJECT will be mitigated through conditions of this Major Use Special Permit. The proposed development does not unreasonably interfere with the achievement of the objectives of the adopted State Land Development Plan applicable to the City of Miami. Pursuant to Section 1305 of Zoning Ordinance No. 11000, the specific site plan aspects of the PROJECT i.e., ingress and egress, offstreet parking and loading, refuse and service areas, signs and lighting, utilities, drainage and control of potentially adverse effects generally have been considered and will be further considered administratively during the process of issuing individual building permits and certificates of occupancy. Proposed: 10 feet Pursuant to Articles 13 and 17 of Zoning Ordinance 11000, approval of the requested Major Use Special Permit shall be considered sufficient for the subordinate permits requested and referenced above as well as any other special approvals required by the City which may be required to carry out the requested plans. 02- 480 The requested Special Permit is for the purpose of allowing an Aviation Center (Municipal Airport) for seaplane and helicopter service on Watson Island, and a Visitor's Center; the project is located on a 5.6 -acre parcel located along the waters edge on the south side of Watson Island (see attached legal description, location maps and aerial photographs for exact property boundaries). In determining the appropriateness of the proposed project, the Planning and Zoning Department has referred this project to the Large Scale Development .Committee (LSDC), --and the Urban Development Review Board (DDRB) for additional input and recommendations; the following findings have been made: • It is found that the proposed new Aviation and Visitor's Center Building will be located within Watson Island, PR "Park and Recreation", Zoning district. • It is found that the required waterfront charter modification is justified in that the proposed project consists of a visitor center component with ample public spaces, which will allow for a greater number of people to enjoy the waterfront. • It is found that the nature of the proposed use, which includes a seaplane and heliport, requires the use to be located closer to the waterfront than other uses. Section 1304.2.1 Application Forms, Supplementary Materials (a) Statement of ownership and control of the proposed development of activity. The disclosure of ownership and ownership affidavit are provided in Article I. (b) Statement describing in detail the character and intended use of the development or activity. The Watson Island Regional- Aviation and Visitors Center will be a regional facility for: ■ The consolidation of existing and future transportation services on Watson Island; and ■ A state of the art Visitors center to showcase Miami and the Miami Region for tourists, convention planners and others. The City of Miami, through an interlocal agreement with the Miami Sports and Exhibition Authority ("MSEA") and through a sub -lease agreement between MSEA and the Greater Miami Conventions and Visitors Bureau, is developing the project. The project has been designed to enhance the natural synergistic link between the visitors and aviation industries. The project components include: Terminal Building A component of the projects development plan is an approximate 42,183.3 square foot multi-level terminal building facility located on a one (1) acre land parcel. The first floor will function as an airport terminal supporting aviation related activities such as ticketing and baggage check-in/baggage handling. This terminal building will accommodate 35 passengers awaiting flights with the seaplane or helicopter operators based at the Visitors and Aviation Center. Federal Inspection Agencies (i.e. U.S. Customs and Immigration) offices and processing areas will be located on the first floor. A regional visitors center, aviation museum, and small exhibition space will also be located on the first floor, conveniently accessible to airport passengers and visitors. These facilities will be managed and operated by the Greater Miami Convention and Visitors Bureau ("GMCVB" or Watson Island Aviation and Visitors Center MUSP Application 02— 480 "Bureau"), a private, not-for-profit sates and marketing organization dedicated to attracting and encouraging individuals and organizations to visit Greater Miami and the Beaches for conventions, business or leisure. Watson Island and this project provide the perfect, easily accessed, venue for the Bureau to disseminate information about the area, host marketing events and develop partnerships with the other island attractions. The headquarters for the GMCVB will be located on the second floor. A 1,293 square foot section of the first floor has been dedicated for a food +- service area. This food court, will be operated by a sub -leasee of the Bureau and will provide food service to passengers who desire a quick meal between flights. The Miami Sports and Exhibition Authority ("MSEA"), the City of Miami's agent for the Watson Island aviation facilities, will maintain an office on the first floor of the terminal building. In addition to the 3,440 square foot aviation terminal provided in the Terminal Building, new aircraft facilities will also be constructed to accommodate the helicopter and seaplane operators. Helicopter Facilities Heliport operator facilities will be constructed as part of the new Aviation and Visitors Center. A 44,000 square foot apron will be located southeast of the terminal building and will have adequate tie -down spaces to offer a more controlled landing and departure zone than what currently exist. The new helicopter facilities will accommodate the current capacity of three helicopters and will allow for future growth. Seaplane Facilities Seaplane operator facilities will be constructed as part of the new Aviation and Visitors Center. A 106,000 square foot aircraft apron for ingress and egress and a passenger transition area will be located centered on the existing concrete ramp southeast of the new terminal building and will rely on the ramp for the transition point into and out of the "Government Cut" section of the Miami Harbor main channel via Runway 12/30. There will be a dedicated area for light maintenance and service of the seaplanes within the new apron. Given the close proximity of the seaplane and helicopter operations, a 10 feet high blast wall will be constructed to separate these two operations. Parkin Automobile parking necessary for supporting the new Aviation and Visitors Center will be included as part of this development. A 4.16 acre site, southeast of the proposed new terminal building will be dedicated for Watson Island Aviation and Visitors Center �IMUSP Application 02-- 480 the construction of a municipal parking area that will provide overflow parking for .the Aviation and Visitors Center and other Watson Island projects. The utility infrastructure has been upgraded to handle the Aviation and Visitors Center and all of the proposed developments on Watson Island. (c) General location map, showing relation of the site or activity for which special permit is sought to major streets, schools, existing utilities, shopping areas, important physical features in and adjoining the project or activity and the like. Watson Island Aviation and Visitors Center MUSP Application 02- 480 The location of the building to be constructed is shown in the Site Plan, located in the Supporting Documents section behind the tab labeled Drawings. 3) Access and traffic flow and how vehicular traffic will be separated from pedestrian and other types of traffic; A detailed analysis of the site access and traffic flow for the development is provided in the Traffic Impact Analysis located in the Supporting Documents section behind the tab labeled Traffic Impact Analysis. 4) Off -Street parking and off-street loading area; The required 180 spaces for parking will be provided. A total of 378 spaces will be provided by a municipal parking lot to be constructed adjacent to the site. This lot will be shared with the Children's Museum. The combined total parking requirement for the two uses is sufficiently accommodated by the municipal lot. 5) Recreational facilities location; (N/A) 6) Screens and buffers; Landscaping and buffer areas are indicated in the Landscape Plan located in the Supporting Documents section behind the tab labeled Drawings. 7) Refuse Collections Areas, pounds per day by land use; disposal methods; This facility will generate municipal solid waste typical of food service and office operations, including: paper, packaging, cardboard and other materials. All solid waste materials, including those generated by the Aviation Facility, shall be collected and disposed of in an appropriate manner. The GMCVB will maintain the refuse collection for the project and may require any sub-leasees to assist. The generated solid waste is within the acceptable limits for the City of Miami and does not exceed the established level of service. All of the solid waste generated will be hauled by a State and County registered solid waste hauler and disposed of in a legal manner. Watson Island is an entirely man-made, 86 acre spoil island located in Biscayne Bay and consisting of dredge material from "Government Cut", a section of the Miami Harbor ship channel. Watson Island was originally Watson Island Aviation and Visitors Center MUSP Application 02- 480 deeded to the City of Miami by the State of Florida in 1949. The island has remained largely undeveloped for eighty years, serving primarily as open recreational space and a transportation terminal for seaplanes, helicopters, and an airship (until 1980). Additionally the island serves as home to a number of activities, which serve to enhance the quality of life in the region, including a public marina and service facility, two boat clubs, a public Japanese garden, recreational fields, a small heliport, and a seaplane terminal. The future of the island will see the enhancement and addition of public facilities within the areas outlined in the policy plan and consistent with the Miami Neighborhood Comprehensive Plan. Existing zoning is PR. PUBLIC PURPOSE FOR WATSON ISLAND It is the particular challenge of this plan to fashion a clear and compelling statement of public purpose for Watson Island. Public purpose must embrace a diversity of interests; open space, recreation, maritime tourism, downtown, center -city neighborhoods, government and environment. The ideal policy plan accommodates all of these interests with a balance that will be perceptible to the public in proper proportion. Finding, defining and balancing these "public purpose" interests would be for most plans, a very difficult task. For Watson Island the job has been simplified, for one unique and compelling reason: FOR EIGHTY YEARS, THE PUBLIC HAS BEEN FREE TO ADOPT AND ADAPT WATSON ISLAND TO ITS NEEDS, MUCH AS IT SEES FIT. THE PATTERNS AND PATHWAYS OF PUBLIC USE AND THE MERITS OF THOSE USES ARE WELL ESTABLISHED AND UNDERSTOOD. AS A PROVING GROUND FOR PUBLIC PURPOSE, NO BETTER PROCESS CAN BE DEVISED. IT REMAINS TO TRACE THESE PATHWAYS OF PUBLIC USE TO FIND THOSE WHICH LEAD TO A USEFUL FUTURE AND THOSE WHICH HAVE TURNED AND FADED. Watson Island's superior location and topography make it ideal for a broad range of public uses. Its proximity to this area's major population and commercial centers, to downtown Miami and it's neighborhoods, to Miami Beach, to the nation's busiest cruise ship terminal and its short distance to the airport have drawn sea and air facilities to the island which additionally serves the major surface connection between mainland Miami and Miami Beach. For the same reasons, developers of tourism and cultural facilities continue to seek Watson Island as a desirable home for attractions and educational uses. Similarly, the island's extended shoreline, large open spaces and shady vistas have encouraged passive recreational activities and more active water dependant uses including swimming and boating. Historically these uses have flourished on the Watson Island Aviation and Visitors Center MUSP Application C� I' P, Jl island and should be enhanced and extended in keeping with the future needs of the community. 3. Section 1702.2.2 Major Use Special Permit Concept Plan a) Relationship of the concept to surrounding existing and proposed future uses. Activities, systems and facilities (transportation, recreation, view corridors, pedestrian systems, services systems and similar uses.) This 45,000 SF building will sit on one of the islands linking Miami and Miami Beach, a site that affords spectacular views of the city skyline and of the Port of Miami and its turn basin. The island was created from the construction of the causeway which bisects it and from the material excavated to create the channel immediately adjacent. Through the years it has been the site for many unrealized proposals, but now, with the arrival of Parrot Jungle and Gardens on the eastern half of the island, the western side is finally ready to realize its potential. The Terminal Building will celebrate the uniqueness of the site and offer views of the various operations around the site: seaplanes, helicopters, cruiseliners, automobiles, and visitors. The building attempts to be both a metaphor and foil to the site. The first level holds two bronze volumes that firmly ground the building, but allow a sweeping breezeway to separate them. The breezeway is located on an approach axis aligned with a specific view of the skyline of the city. Above the breezeway the building is perforated with a large hole giving a view of the sky. A slanted needle column anchors a staircase and soars beyond the roof line, giving the structure added height. The second floor is a shiny blue box representing the sea and the third floor roof top terrace has a free -form canopy resting on diagonally placed tubular metal columns, recalling a low-flying cloud. The narrow columns will appear to hold the canopy down rather than hold it up. The bridge of glass will be skinned in various colors randomly placed. Building elevations, sections and perspectives showing the proposed materials, vertical profile and height, and orientation to streets are also included behind the Drawings tab. The Project conforms to the PR zoning for this property. The comprehensive plan future land use designation conforms to the land use designation currently in effect for this property. Section 1702.2.3 Development Impact Study a) A traffic analysis shall be submitted for an area within approximately % mile of the site, or an area including the major intersections to be impacted by the site, whichever is larger. The Trac Impact Analysis is located in the Supporting Documents section behind the tab labeled Traffic Impact Analysis. b) Economic impact data shall be provided, including estimates for construction costs, construction employment, and permanent employment. The Economic Impact Study is located in the Supporting Documents section behind the tab labeled Economic Impact Study. C) A housing impact assessment. (N/A) d) A description of proposed energy conservation measures shall be provided, including only those measures that are proposed in addition to the minimum requirements in State Energy Code. The roof will utilize materials with high reflectivity to produce direct solar gain and minimize the albedo. The glass walls will be insulated or laminated units to incorporate low e -codings to reduce direct heat gain. Deep over -hangs cantilevered over the ground floor will minimize the direct solar gains by producing a ground shadow during the hottest time of the day. Electrically, all exterior and landscape legibly will be controlled by means of time clocks and photocell switches. e) Historic Buildings. There are no historic structures located on the Property. Any improvements to the existing seawall that may effect the marine environment will be made in accordance with all local and State environmental and other regulations and permitting. With their extensive inventory of almost every imaginable boating item as well as food and beverages, the Watkins Island Boat and Fuel Dock is a true 7-11 for the fisherman. The owner and staff are all very helpful, knowledgeable and accommodating. It would be a major incontinence for many people like myself if the city chooses to close this facility.
