RESOLUTION NO. 02- 471
A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE CENTENNIAL OF CUBA'S
INDEPENDENCE EVENTS, ORGANIZED BY THE
COMMITTEE OF THE CENTENNIAL OF CUBA'S
INDEPENDENCE, INC. ("COSPONSOR") SCHEDULED
FOR MAY 20, 2002; AUTHORIZING THE WAIVER OF
ALL FEES AND PERMITS PERMISSIBLE BY LAW;
AUTHORIZING THE PROVISION OF ALL SERVICES AT
NO COST TO THE COSPONSOR BY THE DEPARTMENTS
OF POLICE, FIRE -RESCUE, GENERAL SERVICES
ADMINISTRATION, SOLID WASTE, AND PARKS AND
RECREATION FOR SAID EVENT; AUTHORIZING THE
ALLOCATION OF FUNDS, IN THE CUMULATIVE
AMOUNT NOT TO EXCEED $9,561.00, FOR A CASH
GRANT TO DEFRAY THE COSTS FOR VENUE RENTAL
AND TO ENGAGE PERFORMING ARTISTS/BANDS FROM
THE SPECIAL EVENTS FESTIVAL ACCOUNT,
NO. 001000921054.6.289; DIRECTING VARIOUS
ACTIONS BY THE CITY MANAGER, COMMUNITY
RELATIONS BOARD AND OFFICE OF PUBLIC
INFORMATION; AND CONDITIONING SAID
AUTHORIZATIONS UPON THE COSPONSOR: (1)
OBTAINING ALL PERMITS REQUIRED BY LAW; (2)
PAYING FOR ALL OTHER NECESSARY COSTS OF CITY
SERVICES AND APPLICABLE FEES ASSOCIATED WITH
SAID EVENT; (3) OBTAINING INSURANCE, TO
PROTECT THE CITY IN THE AMOUNT AS PRESCRIBED
BY THE CITY MANAGER OR DESIGNEE;
(4) COMPLYING WITH ALL CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY
MANAGER OR DESIGNEE.

FLORIDA:

Section 1. The following waivers and grants have been
authorized for the Centennial of Cuba's Independence events,
organized by the Committee of the Centennial of Cuba's
Independence, Inc. ("Cosponsor") scheduled for May 20, 2002:
(1) the allocation of funds in the cumulative amount
not to exceed $9,561,000, from the Special Events
Festival Account, No. 001000921054.6.289, as a
cash grant to defray the costs for venue rental,
engage performing artists/bands, pay for
insurance coverage and for the use of the sound
and light system;
(2) the waiver of fees and permits permissible by
law, including those required for the use of the
public right-of-way; and
(3) the provision of in-kind services, at no cost to
the Cosponsor, by the Departments of Police,
Fire -Rescue, General Services Administration,
Parks and Recreation and Solid Waste.
Section 2. The City Commission further directs that:
(1) the City Manager present to the City Commission
an accounting of the actual costs to the City for
its participation in the events within sixty days
from the day of the event;
(2) the City Manager establish an account to receive
contributions to pay for costs associated with
the distribution of American and Cuban flags by
the Neighborhood Enhancement Team (NET) Offices;
(3) the Community Relations Board and the Public
Information Office make available to the public
manuscripts, copies of historical documents,
statements and speeches related to those

individuals who participated in the freedom and
evolution of Cuba;
(4) the City Manager grant liberal administrative
leave for City employees to attend the various
events; and
(5) City of Miami Television (Channel 9) produce and
broadcast a documentary about the Independence of
Cuba.
Section 3. The herein authorizations are conditioned
upon the organizers:
(1) obtaining all permits required by law;
(2) paying for all other necessary costs of City
services and applicable fees associated with the
event;
(3) obtaining insurance to protect the City in the
amount as prescribed by the City Manager or
designee; and
(4) complying with all conditions and limitations as
may be prescribed by the City Manager or
designee.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
1� If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

Chairman Regalado has requested a status report on the City's co-sponsorship of the Centennial of
Cuba's Independence. A meeting has been scheduled with Dr. Rafael Penalver for April 22nd to
discuss the City of Miami's participation. Following this meeting a report will be made to the City
Commission on April 25* pertaining to any costs associated with the City of Miami's co-
sponsorship of this event.
The administration had previously scheduled a meeting with Dr. Rafael Penalver on April 15d' that
was cancelled due to the unfortunate passing of Mr. Luis Sabines.
