HomeMy WebLinkAboutR-02-0462J-02-323 04/22/02 RESOLUTION NO. 0 42 4 6 2 A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE RECOMMENDATION OF THE CITY MANAGER TO APPROVE THE FINDINGS OF THE EVALUATION COMMITTEE, PURSUANT TO REQUEST FOR QUALIFICATIONS NO. 01-02-123, THAT THE MOST QUALIFIED FIRM IS JANUS RESEARCH TO PROVIDE HISTORIC PRESERVATION SERVICES FOR THE PLANNING AND ZONING DEPARTMENT, FOR A PERIOD OF ONE YEAR, IN AN AMOUNT NOT TO EXCEED $250,000; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH JANUS RESEARCH, FOR SAID SERVICES; ALLOCATING FUNDS IN THE AMOUNT OF $225,000 FROM THE GENERAL OPERATING BUDGETS OF COMMUNITY DEVELOPMENT, ACCOUNT CODE NO. 799130.457290, AND IN THE AMOUNT OF $25,000 FROM PLANNING AND ZONING, ACCOUNT CODE NO. 110107.850301.270. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recommendation of the City Manager to approve the findings of the evaluation committee, pursuant to CITY C )MMISSIO MEETING bF ,SPP 2 5 2002 02- 462 Request for Qualifications No. 01-02-123, that the most qualified firm is Janus Research to provide historic preservation services for the Planning and Zoning Department, for a period of one year, in an amount not to exceed $250,000, is accepted. Section 2. The City Manager is authorized!' to execute an agreement, in a form acceptable to the City Attorney, with Janus Research, for said services, with funds allocated in the amount of $225,00 from the General Operating Budgets of Community Development, Account Code No. 799130.457290, and in the amount of $25,000 from Planning and Zoning, Account Code No. 110107.850301.270. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.�' ii The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable provisions of the City Charter and Code. zi If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. The legislation further authorizes the City Manager to negotiate and execute a professional services agreement with Janus Research, in an amount not to exceed $250,000, for a period of one year. Funds for these services are available from a grant from the Florida Department of Historical Resources and Community Development Block Grant funds BACKGROUND The City of Miami Planning and Zoning Department requires the services of an experienced historic preservation firm to provide various historic preservation -related services to the City. It is the City's intent to strengthen its efforts in historic preservation by increasing awareness of historic preservation, identifying historic resources, designating properties as historic sites, and providing clear and concise information to the public about historic preservation regulations. In July 2001, the City Commission committed $225,000 in Community Development Block Grant funds for historic preservation activities, including surveys of historic neighborhoods, local designation of individual buildings, preparation of National Register nominations, and development of user-friendly public outreach and education materials. In November 2001, the City Commission accepted a $25,000 grant from the Florida Department of Historical Resources to conduct an intensive survey of historic resources in selected portions of Little Haiti and Model City. The City issued a Request for Qualifications (RFQ) seeking a qualified firm to provide the above -referenced services. The RFQ was mailed to 35 firms, and one proposal was received. An evaluation committee reviewed the proposal from Janus Research and recommended that said proposal be accepted. A standard professional services agreement will be negotiated with Janus Research in an amount not to exceed $250,000. The term of the agreement will be for one year. The submittal of Janus Research was evaluated by the committee on March 28, 2002, and was found to be responsive. The committee endorses this firm and encourages you to recommend Janus Research to provide historic preservation services for the Planning and Zoning Department. Should Janus Research be recommended and subsequently selected by the City Commission, the committee recommends that the following items be considered during the negotiation process: • The firm's proposal to translate the brochures into Spanish was excellent. However, a Creole translation should also be provided. • Consideration should be given to providing links on the web site to Spanish and Creole translations. • The City should work closely with the firm on the graphic design issues. • Meetings with property owners should be scheduled during the preparation of all National Register nominations.
