A RESOLUTION OF THE MIAMI CITY COMMISSION
APPROVING THE ACQUISITION OF TECHNICAL RESCUE
TEAM TRAINING FOR FORTY-FIVE FIREFIGHTERS FOR
THE DEPARTMENT OF FIRE -RESCUE FROM RESCUE
TRAINING ASSOCIATES, INC., IN A TOTAL AMOUNT
NOT TO EXCEED $17,775; ALLOCATING FUNDS FROM
ACCOUNT CODE NO. 001000.280601.6.270.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The acquisition of technical rescue team
training for forty-five firefighters for the Department of
Fire -Rescue from Rescue Training Associates, Inc., in a total
amount not to exceed $17,775, is approved, with funds allocated
from Account Code No. 001000.280601.6.270.
Section 2. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor."
1 If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission approve the attached Resolution
authorizing the City Manager to execute a Professional Services Agreement between the City of
Miami and Rescue Training Associates, Inc., to provide technical rescue team training for forty-
five (45) fire personnel through a 40 -hour course seminar. This cost of said services will be at a
rate of $395.00 per person, for a total amount not to exceed $17,775.00. Funds are available
from account code number 001000.280601.6.270.
BACKGROUND
On September 13, 2001, Resolution No. 01-920 was adopted and passed by the City Commission
ratifying, approving and confirming the City Manager's finding of an emergency and approving
the execution of a Professional Services Agreement with Rescue Training Associates, Inc. for the
purpose of providing technical rescue team training for firefighters. The training consisted of
confined space, rope rescue and trench rescue. In its efforts to continue to excel safely in a
deployment, the Fire -Rescue Department continually attempts to provide sufficient and adequate
training for their personnel. Entering into this Agreement will provide proper training techniques
consisting of building construction methodology and loading patterns, indications of collapse &
mechanisms, hazard identification and structural triage, SAR phases, equipment and marking
systems, shoring fundamentals, tool maintenance and trouble shooting. This training will
provide the Technical Rescue Team with the most appropriate strategies for rescuing victims
within collapsed structure during the course of work.

A forty (40) hour course that reviews Building Construction methodology & loading patterns collapse
patterns & mechanisms, hazard identification &.structural triage, SAR phases, equipment & marking
systems, shoring fundamentals, and tool maintenance & trouble shooting. Practical exercises will be
conducted on actual collapsed buildings.
This class has been approved for 40 hours of continuing education credits for Basic Instructor
Certification, Fire Officer 1 Instructor Certification, and Firefighter I Instructor Certification by the Florida
Bureau of Fire Standards & Training.

Students shall identify the different types of
loading systems that are present within
buildings (tension, compression, bending,
and shear forces).
Students shall identify the differences be-
tween ductile & brittle behavior.
Students shall understand the concepts of
vertical load path, box frame resisting sys-
tems, moment frame systems, diagonally
braced load resisting systems, and structural
redundancy.
Students shall identify the extreme environ-
mental & man -caused forces the damage
buildings.
Students shall identify how buildings are
classified, the most common types of col-
lapse patterns that have been observed, and
the most common hazardous conditions that
are associated with Light Frame, Heavy
Wall, Heavy Floor, and Precast buildings.
Students shall identify the common meth-
ods & equipment that are utilized to miti-
gate structural hazards and the different
types & amounts of loading that can be sup-
ported by emergency shores.
Students shall demonstrate how to properly
select and build appropriate shoring sys-
tems for structurally damaged buildings
(Window/door shore, Raker shores, Lace
Post shore, Tie -Back shore, "T" shores, Ver-
tical & Horizontal system shores, and
Sloped Angle shores.
Students shall identify the strength & load
paths of every type of emergency building
shore and demonstrate how to properly
clean & maintain collapse shoring tools &
equipment.
