BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The acquisition of technical rescue team training for forty-five firefighters for the Department of Fire -Rescue from Rescue Training Associates, Inc., in a total amount not to exceed $17,775, is approved, with funds allocated from Account Code No. 001000.280601.6.270. Section 2. This Resolution shall become effective immediately upon its adoption and signature of the Mayor." 1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. REFERENCES: ENCLOSURES: Resolution Fiscal Impact: None - Budgeted Item It is respectfully recommended that the City Commission approve the attached Resolution authorizing the City Manager to execute a Professional Services Agreement between the City of Miami and Rescue Training Associates, Inc., to provide technical rescue team training for forty- five (45) fire personnel through a 40 -hour course seminar. This cost of said services will be at a rate of $395.00 per person, for a total amount not to exceed $17,775.00. Funds are available from account code number 001000.280601.6.270. BACKGROUND On September 13, 2001, Resolution No. 01-920 was adopted and passed by the City Commission ratifying, approving and confirming the City Manager's finding of an emergency and approving the execution of a Professional Services Agreement with Rescue Training Associates, Inc. for the purpose of providing technical rescue team training for firefighters. The training consisted of confined space, rope rescue and trench rescue. In its efforts to continue to excel safely in a deployment, the Fire -Rescue Department continually attempts to provide sufficient and adequate training for their personnel. Entering into this Agreement will provide proper training techniques consisting of building construction methodology and loading patterns, indications of collapse & mechanisms, hazard identification and structural triage, SAR phases, equipment and marking systems, shoring fundamentals, tool maintenance and trouble shooting. This training will provide the Technical Rescue Team with the most appropriate strategies for rescuing victims within collapsed structure during the course of work. Students shall identify the differences be- tween ductile & brittle behavior. Students shall understand the concepts of vertical load path, box frame resisting sys- tems, moment frame systems, diagonally braced load resisting systems, and structural redundancy.
