HomeMy WebLinkAboutR-02-0458J-02-319 4/25/02 RESOLUTION NO. 02— 458 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), AUTHORIZING THE CITY MANAGER TO EXECUTE A CITY DEED AND ALL NECESSARY DOCUMENTS TO CONVEY APPROXIMATELY 1.003 ACRES OF CITY -OWNED LAND (PARCEL 106), LOCATED ON WATSON ISLAND, AS MORE PARTICULARLY DESCRIBED IN "EXHIBIT All ATTACHED HERETO, TO THE FLORIDA DEPARTMENT OF TRANSPORTATION ("FDOT") AND TO ACCEPT FROM FDOT A QUIT CLAIM DEED FOR THE CONVEYANCE OF THE OLD STATE ROAD A -1-A PROPERTY LOCATED ON WATSON ISLAND, AS MORE PARTICULARLY DESCRIBED IN "EXHIBIT B" ATTACHED HERETO. WHEREAS, Resolution No. 98-23, adopted January 13, 1998, authorized the conveyance of certain properties on Watson Island to the Florida Department of Transportation ("FDOT") for construction of access roads on Watson Island and the proposed tunnel to the Port of Miami; and WHEREAS, at the time the land was conveyed, the plans for the tunnel were only preliminary; and WHEREAS, the plans have now been finalized and FDOT has determined that it needs an additional 1.003 acres; and WHEREAS, the City is pursuing construction of a new aviation and visitors' center and a mega -yacht and mixed -used development on Watson Island; and CITY COMMISSION MEETmG bF QP P ^ 5 2002 &fsolufion No. 02- 458 WHEREAS, to proceed with this construction and eliminate the old AlA, it is necessary to plat the south side of Watson Island; and WHEREAS, the old AlA still exists, pursuant to FDOT Right-of-way Map 8706-112, dated March, 1953; and WHEREAS, FDOT has agreed to quit claim the old AlA to the City so it can complete the platting of the south side of Watson Island; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized" to execute a City deed and all necessary documents to convey approximately 1.003 acres of City -owned land (Parcel 106), located on Watson Island, as more particularly described in "Exhibit A" attached hereto, to the Florida Department of Transportation ("FDOT") and to accept from FDOT a quit claim deed for the conveyance of the old State Road A -1-A property located on Watson Island, as more particularly described in "Exhibit B" attached hereto. 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. All containing an aggregate area of 1.003 acres, more or less. 02- 458 EXHIBIT "B" All that part of the right-of-way for General Douglas MacArthur Causeway, formerly known as the County Causeway, also known as State Road A -I -A, as now located and constructed, lying between the ends of the now completed realignment of a portion of said Causeway as shown on a map entitled "State of Florida, State Road Department, Right -of -Way Map, Section 8706-112, Road No. A -I -A, Dade County", dated March 1953; the northwesterly end of said portion of causeway being located at the east end of the west bridge on said causeway, 2025.15 feet east of the bulkhead at the west end of said bridge, as measured along the centerline of said bridge; and the southeasterly end of said portion of Causeway being located 2836.00 feet northwesterly (as measured along the centerline of said causeway right-of-way as shown on said map) of the intersection of the centerline of said causeway right-of-way (which bears South 63° 54'30" East) with the southwesterly production of the centerline of "Palm and Hibiscus Island Bridge", as shown on said map; which bears South 26° 08'00" West; EXCEPTING THEREFROM those portions of said existing causeway right-of-way lying within said now completed realignment of a portion of said Causeway, according with a map entitled "Florida Department of Transportation Parcel Sketch, Section 87060-2576, State Road No. A -1-A, Dade County," dated September, 1997, last revision dated March 5, 2002, filed for record at the Survey /Mapping office of District VI, Florida Department of Transportation, Miami - Dade County, Florida. 02_ 458 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM The Honorable Mayor and ro : Members of the City Commission arlos A. enez FROM: City Mana r RECOMMENDATION: CA -15 APR 16 2062 oa rE " Authorizing Conveyance of Marcel 106 to FDOT and Acceptance of SUBJECT: Old State Road AlA from FDOT on Watson Island REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to execute a City Deed and any and all other documents necessary to convey to the State of Florida Department of Transportation ("FDOT') approximately 1.003 acres of City -owned property located on Watson Island, as more particularly described in Exhibit "A' attached hereto and made a part hereof ("Parcel 106"). This resolution further authorizes the City Manager to accept from FDOT a quit claim deed for the old State Road A -1-A property located on Watson Island, as more particularly described in Exhibit `B" attached hereto and made a part hereof. BACKGROUND: On January 13, 1998, the City of Miami Commission passed and adopted Resolution No. 98-23 authorizing the conveyance of certain properties on Watson Island to FDOT for construction of access roads on Watson Island and the proposed tunnel to the Port of Miami. At the time the land was conveyed, the plans for the tunnel were only preliminary. The plans have now been finalized and FDOT has determined that it needs an additional 1.003 acres, more or less. Additionally, the City is pursuing construction of a new aviation and visitors' center and a mega -yacht and mixed -used development on Watson Island. In order to proceed with this construction and to eliminate the old ALk it will be necessary to plat the south side of Watson Island. The old AlA still exists pursuant to FDOT Right-of-way Map 8706-112, dated March, 1953. Therefore, FDOT has agreed to quit claim the old AIA to the City so it can complete the platting of the south side of the island. There is no financial impact to the City.
