RESOLUTION NO. 02— 458
A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), AUTHORIZING THE CITY
MANAGER TO EXECUTE A CITY DEED AND ALL
NECESSARY DOCUMENTS TO CONVEY APPROXIMATELY
1.003 ACRES OF CITY -OWNED LAND (PARCEL 106),
LOCATED ON WATSON ISLAND, AS MORE
PARTICULARLY DESCRIBED IN "EXHIBIT All
ATTACHED HERETO, TO THE FLORIDA DEPARTMENT OF
TRANSPORTATION ("FDOT") AND TO ACCEPT FROM
FDOT A QUIT CLAIM DEED FOR THE CONVEYANCE OF
THE OLD STATE ROAD A -1-A PROPERTY LOCATED ON
WATSON ISLAND, AS MORE PARTICULARLY DESCRIBED
IN "EXHIBIT B" ATTACHED HERETO.
WHEREAS, Resolution No. 98-23, adopted January 13, 1998,
authorized the conveyance of certain properties on Watson Island
to the Florida Department of Transportation ("FDOT") for
construction of access roads on Watson Island and the proposed
tunnel to the Port of Miami; and
WHEREAS, at the time the land was conveyed, the plans for
the tunnel were only preliminary; and
WHEREAS, the plans have now been finalized and FDOT has
determined that it needs an additional 1.003 acres; and
WHEREAS, the City is pursuing construction of a new aviation
and visitors' center and a mega -yacht and mixed -used development
on Watson Island; and

WHEREAS, to proceed with this construction and eliminate the
old AlA, it is necessary to plat the south side of Watson Island;
and
WHEREAS, the old AlA still exists, pursuant to FDOT
Right-of-way Map 8706-112, dated March, 1953; and
WHEREAS, FDOT has agreed to quit claim the old AlA to the
City so it can complete the platting of the south side of Watson
Island;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA;
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized" to execute a
City deed and all necessary documents to convey approximately
1.003 acres of City -owned land (Parcel 106), located on Watson
Island, as more particularly described in "Exhibit A" attached
hereto, to the Florida Department of Transportation ("FDOT") and
to accept from FDOT a quit claim deed for the conveyance of the
old State Road A -1-A property located on Watson Island, as more
particularly described in "Exhibit B" attached hereto.
1 The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor./

the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

Those portions of land located on Watson Island, adjacent to the
Southwesterly right -o£ -way line of State Road A -1-A (MacArthur
Causeway) as shown on the State of Florida Department of
Transportation Parcel Sketch for Section 87060-2576, filed for
record at the District VI Surveying and Mapping Office in Miami,
Florida, lying in Section 31, Township 53 South, Range 42 East,
City of Miami, Miami -Dade County, Florida, being more particularly
described as follows:
COMMENCE at a Post, Buckley, Schuh & Jernigan, Inc. (PBSJ) brass
disk located in a concrete sidewalk of MacArthur Causeway Bridge
(Eastbound) whose coordinates are North = 529,095.3656, East =
926,816.0990, (based on the Florida State Plane Coordinate System,
North American Datum of 1983/1990 Adjustment, Florida East Zone
901), according to field information in Field Book No. 6019488 of
the Florida Department of Transportation District VI Location
Office; thence run South 28017'54" East a distance of 1,147.97 feet
to the point of intersection with the Southwesterly right-of-way
line of State Road A -1-A, as shown on the above-mentioned
bepartment of Transportation Parcel Sketch and the POINT OF
BEGINNING of the parcel of land hereinafter to be described; thence
run South 17°58'22" East a distance of 343.62 feet to the point of
curvature of a circular curve, concave to the Northeast, and having
a radius of 200.81 feet; thence run Southeasterly along said curve
to the left through a central angle of 65039'45" for an arc length
of 230.13 feet to the point of tangency and cusp and hereby
assigned Reference Point "A"; thence run North 83°38'08" West a
distance of 85.43 feet to the point of curvature of a circular
curve, concave to the Northeast, and having a radius of 190.00
feet; thence run Northwesterly along said curve to the right,
through a central angle of 79°15'21" for an arc length of 262.82
feet to the point of tangency; thence run North 04°22'47" West a
distance of 281.49 feet to the POINT OF BEGINNING.

COMMENCE at the herein assigned and above-mentioned Reference Point

the point of curvature of a circular curve, concave to the
Southeast, having a radius of 319.19 feet and the POINT OF

run Southeasterly along said curve to the right, through a central

EXHIBIT "B"
All that part of the right-of-way for General Douglas MacArthur Causeway,
formerly known as the County Causeway, also known as State Road A -I -A, as
now located and constructed, lying between the ends of the now completed
realignment of a portion of said Causeway as shown on a map entitled "State of
Florida, State Road Department, Right -of -Way Map, Section 8706-112, Road No.
A -I -A, Dade County", dated March 1953; the northwesterly end of said portion of
causeway being located at the east end of the west bridge on said causeway,
2025.15 feet east of the bulkhead at the west end of said bridge, as measured
along the centerline of said bridge; and the southeasterly end of said portion of
Causeway being located 2836.00 feet northwesterly (as measured along the
centerline of said causeway right-of-way as shown on said map) of the
intersection of the centerline of said causeway right-of-way (which bears South
63° 54'30" East) with the southwesterly production of the centerline of "Palm and
Hibiscus Island Bridge", as shown on said map; which bears South 26° 08'00"
West; EXCEPTING THEREFROM those portions of said existing causeway
right-of-way lying within said now completed realignment of a portion of said
Causeway, according with a map entitled "Florida Department of Transportation
Parcel Sketch, Section 87060-2576, State Road No. A -1-A, Dade County," dated
September, 1997, last revision dated March 5, 2002, filed for record at the Survey
/Mapping office of District VI, Florida Department of Transportation, Miami -

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to execute a City Deed and any and all other documents
necessary to convey to the State of Florida Department of Transportation ("FDOT')
approximately 1.003 acres of City -owned property located on Watson Island, as more
particularly described in Exhibit "A' attached hereto and made a part hereof ("Parcel 106").
This resolution further authorizes the City Manager to accept from FDOT a quit claim
deed for the old State Road A -1-A property located on Watson Island, as more particularly
described in Exhibit `B" attached hereto and made a part hereof.
BACKGROUND:
On January 13, 1998, the City of Miami Commission passed and adopted Resolution No.
98-23 authorizing the conveyance of certain properties on Watson Island to FDOT for
construction of access roads on Watson Island and the proposed tunnel to the Port of
Miami. At the time the land was conveyed, the plans for the tunnel were only preliminary.
The plans have now been finalized and FDOT has determined that it needs an additional
1.003 acres, more or less.
Additionally, the City is pursuing construction of a new aviation and visitors' center and a
mega -yacht and mixed -used development on Watson Island. In order to proceed with this
construction and to eliminate the old ALk it will be necessary to plat the south side of
Watson Island. The old AlA still exists pursuant to FDOT Right-of-way Map 8706-112,
dated March, 1953. Therefore, FDOT has agreed to quit claim the old AIA to the City so it
can complete the platting of the south side of the island. There is no financial impact
to the City.
