HomeMy WebLinkAboutR-02-0453J-02-306 4/101/02 RESOLUTION NO. 02- 453 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING FUNDING OF THE DADE-MIAMI CRIMINAL JUSTICE COUNCIL, IN AN AMOUNT NOT TO EXCEED $35,000; ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, SUCH EXPENDITURES HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH SECTION 932.7055, FLORIDA STATUTES (2001). BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The funding of the Dade -Miami Criminal Justice Council, in an amount not to exceed $35,000, is authorized, with funds allocated from the Law Enforcement Trust Fund, Project No. 690001, such expenditures having been approved by the Chief of police as complying with Section 932.7055, Florida Statutes (2001). Section 2. Pursuant to the provisions of Section 932.7055(c), Florida Statutes (2001), the recipient, Dade -Miami Criminal Justice Council, shall (1) certify that the funds appropriated will be used lawfully and for the purpose stated, (2) be required to maintain proper accounting records for the expenditure of such monies, and (3) provide any reports, CITY CODWSSION NtEETUNIG bF APP 2002 Resolution No. 02- 453 including, but not limited to, audit reports, as may be required by the City of Miami or applicable law. Section 3. The City Manager is authorized" to enter into an agreement, in a form acceptable to the City Attorney, with Dade -Miami Criminal Justice Council for the allocation of the funds. Section 4. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Funding is to be provided from the Law Enforcement Trust Fund, Florida State Statute Chapter 932.7055, Project Number 690001. BACKGROUND The Dade -Miami Criminal Justice Council researches and writes grant applications and assists in formulating policies and procedures for municipal law enforcement agencies. The Council serves as the designated Advisory Board for the Local Law Enforcement Block Grant (LLEBG) program. They are also responsible for functioning as a catalyst and a reservoir for gathering information and expertise, for conducting assessments, studies and comparisons and for amassing the knowledge necessary to educate the criminal justice community about viable strategies for effective funding, operations and policy making; serving as a mechanism for engaging police .makers, the media, the criminal justice community and the community at -large in objective and informed analysis, dialogue, interpretation and eventual decision making on important issues relating to criminal justice in Miami -Dade County; and when appropriate, seek to guide, impress and influence the community to adopt effective strategies that address important criminal justice issues.
