J-01-470 4/11/02 RESOLUTION NO. 02- 444 A RESOLUTION OF THE MIAMI CITY COMMISSION AMENDING RESOLUTION 02-323, TO INCREASE THE AMOUNT OF THE GRANT APPLICATION TO THE FLORIDA INLAND NAVIGATION DISTRICT ("FIND"), IN THE AMOUNT OF $58,400, FROM $41,600 TO $100,000, TO INCLUDE THE CLEAN-UP OF THE MIAMI RIVER; AUTHORIZING AN INCREASE FROM STORMWATER UTILITY FEES, IN THE AMOUNT OF $58,400, AS THE CITY'S MATCHING FUNDS REQUIRED FOR THE GRANT. WHEREAS, the City Manager was authorized originally to submit an application to Florida Inland Navigation District (FIND) for grant funding for the clean-up of the City's Waterways including the basin at Miamarina at Bayside; and WHEREAS, the application for grant funding is now being amended to increase the application in the amount of $58,400, from $41,600 to $100,000, to also include the clean-up of the Miami River; and LAITY COISSION MEUL G bF APPR 1 1 2002 Fkazatution Pio. 0-- 444 WHEREAS, the City's allocation of required matching funds for award of the grant shall increase in the amount of $58,400, from $41,600 to $100,000; and WHEREAS, all other provisions of the application for grant funding shall remain as originally submitted; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Resolution No. 02-323 is amended in the following particulars:l/ "RESOLUTION NO. 02-323 Section 1. The City Manager is authorized to submit an application for grant funding to the Florida Inland Navigation District ("FIND") Waterways Assistance Program, in an amount not to exceed $41,699 $100,000, for the clean-up of the City's Waterways including the Miami River and the basin at Miamarina at Bayside. 1 Words and/or figures stricken through shall be deleted. Page 3 of 3 ©- 444 The Honorable Mayor and Members of the City Commission Karlosk6imenez City Manager Y/121 l 1/0 Resolution Authorizing Application For Grant Funding / Allocation Of Matching Funds For City Waterways Cleanup RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution amending Resolution 02-323 approved on March 14, 2002, to increase matching funds for the grant application to the Florida Inland Navigation District (FIND) from $41,600 to $100,000 to include the removal of debris from the Miami River caused by storm water run-off. BACKGROUND The Resolution amendment increases the amount of matching funds for the FIND grant application from $41,600 to $100,000 from the Storm Water Utility Fees to remove debris from the Miami River caused by storm water run-off. On March 14, 2002 the City Commission approved Resolution 02-323 allocating $41,600 for matching grant funds from the Florida Inland Navigational District Waterways Assistance Program ("FIND") for the clean-up and water quality improvement of City waterways. This project would entail the contracted use of a specially built vessel capable of removing large quantities of trash and sea grass from the water; oxygenating and replacing depleted ozone levels; and containing fuel and oil spills. The vessel would operate in problem areas of the City's waters, including the waters in and around the City's marinas. The proposed Resolution includes the Miami River in the cleanup caused by storm water run off and allocates additional funds for that purpose. Financial Impact: This Resolution increases the total project cost by $116,800.
