BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. By a four-fifths (4/5ths) affirmative vote of
the City Commission, City Manager's finding of an emergency,
waiving the requirements for competitive sealed bidding
procedures and issuing Purchase Order No. 229028 for the
procurement of eight Level "A" Trellchem HPS chemical suits for
the Department of Fire -Rescue from Right Safety Ware, Inc., in an
amount not to exceed $34,672, is ratified, approved and
confirmed, with funds allocated from Capital Improvement Project

It is respectfully recommended that the City Commission adopt the attached Resolution ratifying,
approving, and confirming the City Manager's finding of an emergency, waiving the
requirements for competitive sealed bids, and authorizing the emergency purchase to replace
eight (8) Level "A" Trellchem BPS Chemical Suits from Right Safety Ware, Inc., 7814 4 1
Avenue West, Bradenton, Florida, 34209-3252, in an amount not to exceed $34,672.00. Funds
for this purchase were available from the Capital Improvement Program (CIP) Project No.
313304, Account Code 289401.6.840, as funded by the Fire Assessment.
BACKGROUND
The Department of Fire -Rescue's Hazardous Materials Response Team encounters dangerous
conditions in the course of duty and requires special chemical protective suits for protection
against harmful liquid chemicals, vapors, gases and solids. Over the past eleven years, the
existing chemical protective suites were upgraded and meet the new NFPA 1991/1994 Standard.
However, since the outbreak of anthrax threats throughout the nation, the Department of Fire -
Rescue has received numerous calls from citizens concerning the exposure of the deadly
microbe. This has caused usage beyond the normal wear and tear within the past two months,
and user confidence has suffered. Recognizing the increasing occurrence of international
terrorism, the lack of protective clothing could place our firefighters and citizens in a dangerous
situation. Therefore, for the safety and well being of the fire personnel and citizens of the City
of Miami, the City Manager made a written finding that an emergency situation existed and
authorized the purchase of eight (8) Level "A" Trellchem BPS Chemical Suits from Right Safety
Ware, Inc.

The Department of Fire -Rescue respectfully requests an emergency purchase to replace eight (8)
Level "A" Trellchem HPS Chemical Suits from Right Safety Ware, Inc., 7814 4`h Avenue West,
Bradenton, Florida, 34209-3252, in the amount not to exceed $34,672.00.
