HomeMy WebLinkAboutR-02-0368J-02-333 4/11/02 RESOLUTION NO. 02— 368 A RESOLUTION OF THE MIAMI CITY COMMISSION RELATED TO THE "KEEP THE SUN SHINING CAMPAIGN (`CAMPAIGN')"; ACKNOWLEDGING AND ACCEPTING: (1) A DONATION OF BILLBOARD ADVERTISING SPACE ON SITES APPROVED BY THE CITY FOR A TOTAL AMOUNT OF $35,000 FROM CLEAR CHANNEL OUTDOOR MEDIA; (2) A DONATION OF POSTERS FOR A TOTAL AMOUNT OF $2,467.25 FROM POSTERS -VISTA COLOR; (3) A DONATION OF EIGHT QUARTER -PAGE NEWSPAPER ADVERTISEMENTS TO BE PRINTED IN BOTH THE MIAMI HERALD AND EL NUEVO HERALD (FOUR ADVERTISEMENTS IN EACH) FOR A TOTAL AMOUNT OF $31,658; (4) AN IN-KIND DONATION FOR A TOTAL AMOUNT OF $10,000 FROM THE COCONUT GROVE TIMES, BRICKELL POST AND SOUTH MIAMI TIMES; AND (5) A DONATION OF PROFESSIONAL SERVICES BY J. WALTER THOMPSON U.S.A., INC. ("JWT") TO COORDINATE THE CITY'S CAMPAIGN; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH JWT TO OVERSEE THE CITY'S ADVERTISING CAMPAIGN, WITH EXPENSES TO BE REIMBURSED BY THE CITY TO JWT IN AN AMOUNT NOT TO EXCEED $20,000; ALLOCATING FUNDS FOR SAID EXPENSES FROM ACCOUNT CODE NO. 001000.921002.6.289. WHEREAS, to commemorate "Keep the Sun Shining Campaign (`Campaign')" the City has acknowledged and accepted numerous donations from various local businesses; and WHEREAS, J. Walter Thompson U.S.A., Inc. has offered to donate services and will oversee advertising for the Campaign at CITY COMMSSION MEETING OF APP 1 ' 2002 Resolution No. 02- 368 reasonable expenses for such advertising, which expenses will be reimbursed by the City in an amount not to exceed $20,000, upon approval by the City Manager; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following donations are acknowledged and accepted for the "KEEP THE SUN SHINING CAMPAIGN (`CAMPAIGN')": (1) a donation of billboard advertising space on sites approved by the City for a total amount of $35,000 from Clear Channel Outdoor Media; (2) a donation of posters for a total amount of $2,467.25 from Posters -Vista Color; (3) a donation of eight quarter -page newspaper advertisements to be printed in both the Miami Herald and E1 Nuevo Herald (four advertisements in each) for a total amount of $31,658; (4) an in-kind donation for a total amount of $10,000 from the Coconut Grove Times, Brickell Post and South Miami Times; and (5) the donation of professional services from J. Walter Thompson U.S.A., Inc. ("JWT") to coordinate the City's campaign. Section 3. The City Manager is authorizedll to execute an agreement, in a form acceptable to the City Attorney, with JWT to 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. Page 2 of 3 02— 368 oversee the City's advertising campaign, with expenses to be reimbursed by the City to JWT in an amount not to exceed $20,000, with funds allocated for said expenses from Account Code No. 001000.921002.6.289. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Walter Thompson U.S.A. Inc. ("JWT") offered to donate its services free of charge to oversee the "Keep the Sun Shining Campaign" and where a donation at an estimated value of $35,000 is offered from Clear Channel Outdoor Media. BACKGROUND: J. Walter Thompson an international advertising agency (JWT) through its office in Miami, Florida, has developed a communications program designed to restore a sense of well being to the people of the City of Miami. The concept behind this idea is the fact that if, locally, people felt good about their city, they would serve as spokespersons for others thinking of visiting Miami. Given that Florida is the Sunshine State, the sun and sunlight represent hope and rebirth, the slogan "Keep the Sun Shining" was developed. • JWT donates the program titled: "Keep the Sun Shining" to the City of Miami free of charge. Production expenses incurred by JWT will be invoiced to the City of Miami, not to exceed $20,000. However, such expenses will be previously discussed with and approved by the City of Miami. • JWT will act on behalf of, and assist the City of Miami in securing other entities public, private and corporate to execute such program. • JWT will act on behalf of the City of Miami in identifying suppliers that will donate goods or services to execute the program. JWT will over see the production of billboards, bumper stickers and posters. • JWT will work with Clear Channel Outdoor Media to secure 16 billboards (1 billboard at 14' X 48' and 15 billboards at 12' X 25'). Once locations are determined by Clear Channel Outdoor Media, the City of Miami will review the list of tentative sites then give approval for posting. CAG/KRDS 02- 368
