A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO SUBMIT AN
APPLICATION FOR GRANT FUNDING IN THE
ESTIMATED AMOUNT OF $235,000 TO THE FLORIDA
INLAND NAVIGATION DISTRICT ("FIND") WATERWAYS
ASSISTANCE PROGRAM FOR THE CITY OF MIAMI
INTERNATIONAL WATERSPORTS CENTER PUBLIC
BAYWALK AND OVERLOOK PROJECT AND APPROVING
THE ALLOCATION OF REQUIRED MATCHING FUNDS IN
THE AMOUNT OF $235,000 FROM SAFE NEIGHBORHOOD
PARK BOND FUNDS; AND FURTHER AUTHORIZING THE
CITY MANAGER TO EXECUTE THE NECESSARY
DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR SAID PURPOSE.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is authorized to submit an
application for grant funding in the estimated amount of $235,000
to the Florida Inland Navigation District ("FIND") Waterways
Assistance Program for the City of Miami International
Watersports Center Public Baywalk and Overlook Project, subject
to the following conditions:
a. The City will accept the terms and conditions set
for in FIND Rule 66B-2 F.A.C. and which will be a
part of the grant agreement for any assistance
under the attached proposal.

b. The City is in accord with the grant proposal and
will carry out the project as described in the
proposal, and any plans and specifications
attached to it, unless prior approval for any
change has been received from FIND.
c. The City has the ability and intention to finance
its share of the cost of said project from
available Safe Neighborhood Park Bond funds and
the project site will be operated and maintained
at the expense of the City for public use.
d. The City will not discriminate against any person
on the basis of race, color, creed, national
origin, sex or handicap in the use of any property
or facility acquired or developed pursuant to the
grant proposal and will comply with the terms and
intent of Title VI of the Civil Rights Act of
1964, P.L. 88-352 (1964) and will design and
construct accessibility by handicapped persons as
well as other federal state and local laws, rule
and requirements.
e. The City will maintain adequate financial records
on said project to substantiate claims for
reimbursement.
f. The City will make available to FIND, if
requested, a post -audit of expenses incurred on
said project prior to or in conjunction with its
request for the final 100 of the grant funding
provided by FIND.
Section 2. An allocation of required matching funds in
the amount of $235,000 from Safe Neighborhood Park Bond funds is
approved.
Section 3. The City Manager is authorized!' to execute
the necessary documents, in a form acceptable to the City
Attorney, for said purpose.
1 The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.2/

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION:
It is respectfully recommended that the City Commission
adopt the attached Resolution authorizing the City Manager
to submit an application to the Florida Inland Navigation
District ("FIND") under said agency's Waterways Assistance
Program for grant funding in the total estimated amount of
$235,000 for the City of Miami International Watersports
Center - Public Baywalk and overlook Project. The
Resolution further authorizes the City Manager to execute
the necessary documents, in a form acceptable to the City
Attorney.
BACKGROUND:
The City of Miami International Watersports Center will
consist of approximately 768 linear feet of public
waterfront access to Biscayne Bay as per the concept plans
for this project.
The Florida Legislature has made funding available to
municipalities for such projects under the FIND Waterways
Assistance Program on a 50-50 cost share basis. The
proposed project satisfies the criteria for grant funding,
and the City's required matching share is available from
Safe Neighborhood Park Bond funds appropriated under Capital
Improvement Project 333124..

The Parks and Recreation Department has verified that funds are
available with the Department of Management & Budget in the
amount of $235,000 as matching funds for an application to the
Florida Inland Navigation District ("FIND") for the City of Miami
International Watersports Center Public Baywalk and Overlook
Project. Safe Neighborhood Park Bond funds are available for
this project under Capital Improvement Project No. 333124.
