A RESOLUTION OF' THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH AN INDIVIDUAL TO PROVIDE A
DETAILED ANALYSIS OF THE CITY'S FINANCIAL
RESPONSIBILITY FOR ALL PENSIONERS AND CURRENT
PERSONNEL, SAID ANALYSIS TO INCLUDE A
CLASSIFICATION BY CLASSIFICATION REVIEW OF
(I) ALL COSTS FOR FISCAL YEARS 1989 TO
PRESENT, (2) ALL COSTS FOR PROJECTED FISCAL
YEARS TO THE YEAR 2007, AND (3) COMPARATIVE
MARKET PLACE COSTS; FURTHER REQUESTING THAT
REPRESENTATIVES OF THE FOUR COLLECTIVE
BARGAINING ORGANIZATIONS ASSIST IN SAID
ANALYSIS; ALLOCATING FUNDS, IN AN AMOUNT NOT
TO EXCEED $100,000, FROM AN ACCOUNT TO BE
IDENTIFIED BY THE CITY MANAGER FOR THE
ANALYSIS; DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE
HEREIN DESIGNATED INDIVIDUALS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is authorized" to execute
an agreement, in a form acceptable to the City Attorney, with an

individual to provide a detailed analysis of the City's financial
responsibility for all pensioners and current personnel, said
analysis to include a classification by classification review of
(1) all costs for Fiscal Years 1989 to present, (2) all costs for
projected Fiscal Years to Year 2007, and (3) a review of
comparative market place costs, with funds allocated, in an
amount not to exceed $100,000, from an account to be identified
by the City Manager to conduct the analysis.
Section 2. The representatives of the four City of
Miami's employees certified collective bargaining organizations
are requested to assist in said analysis.
Section 3. The City Clerk is directed to transmit a copy
of this Resolution to the Presidents of the Florida Public
Employees, Council 79, AFSCME Local 871, Miami General Employees,
American Federation of State, County, and Municipal Employees,
Local 1907, AFL-CIO, the Fraternal Order of Police, Walter E.
Headley, Jr., Miami Lodge No. 20, and the International
Association of Firefighters, AFL-CIO, Local No. 587.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor./

If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.
