RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE ARGENTINEAN FESTIVAL,
CONDUCTED BY CONEXION ARGENTINA (THE
"ORGANIZER"), TO BE HELD AT BAYFRONT PARK ON
APRIL 28, 2002; AUTHORIZING THE CITY MANAGER
TO TRANSFER FUNDS, IN THE AMOUNT NOT TO
EXCEED $8,287, TO THE BAYFRONT PARK
MANAGEMENT TRUST TO COVER COSTS OF SERVICES
PROVIDED BY THE DEPARTMENTS OF POLICE AND
FIRE -RESCUE, CONDITIONING SAID AUTHORIZATION
UPON THE ORGANIZERS: (1) OBTAINING ALL
PERMITS REQUIRED BY LAW; (2) PAYING FOR ALL
OTHER NECESSARY COSTS OF CITY SERVICES AND
APPLICABLE FEES ASSOCIATED WITH SAID EVENT;
(3) OBTAINING INSURANCE TO PROTECT THE CITY
IN THE AMOUNT AS PRESCRIBED BY THE CITY
MANAGER; (4) COMPLYING WITH ALL CONDITIONS
AND LIMITATIONS AS MAY BE PRESCRIBED BY THE
CITY MANAGER; AND (5) REIMBURSING THE
BAYFRONT PARK MANAGEMENT TRUST FOR ALL
OUTSTANDING FEES OWED FROM THE 2001
ARGENTINEAN FESTIVAL.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is authorized to transfer
funds, in the amount not to exceed $8,287, to the Bayfront Park
Management Trust to cover casts of services provided, by the

Departments of Police and Fire -Rescue for the Argentinean
Festival, conducted by Conexion Argentina (the "Organizer"), to
be held at Bayfront Park on April 28, 2002.
Section 2. This authorization is conditioned upon the
Organizers: (1) obtaining all permits required by law; (2)
paying for all other necessary costs of City services and
applicable fees associated with said event: (3) obtaining
insurance to protect the City in the amount as prescribed by the
City Manager; (4) complying with all conditions and limitations
as may be prescribed by the City Manager; and (5) reimbursing the
Bayfront Park Management Trust for all outstanding fees owed from
the 2001 Argentinean Festival.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/
1� Tf the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

My name is, Enrique Kogan, I live in this city for 21 years, and I am the producer
of the Argentinean Festival in Miami, (April 28, 2002).
Declared by the last Ambassador Diego Guellar and I quote, "The largest
Argentinean Festival in the World". Perhaps the premium Latin events at
Bayfront Park.
For the antecedent three years the event has lured a great abundance of
people to the park. It includes not only residents of Argentina, but
Argentineans living in North America and the Caribbean. Not to mention
several other group of latinos that enjoy our cultural flavor.
Countless hotels are jam-packed during the event and most of the airline
tickets from Argentina are sold out.
However, this year due to political caos in Argentina there was a huge
budget cut and decrease from the sponsors, We are still expecting a great
attendance - many Argentinean that live in N. America will come- and would like to
inquire in connection with some assistance from the City of Miami.
At this time, I would like to request a personal appearance at one of
your scheduled city meetings. At such, I would kindly petition to have remove the
balance I owe to the park, and waived police and fire cost for this year's event.
The festival is not only and attraction for the city of Miami, but also and extra
revenue in tourists.
If there are any questions please feel free to contact the Bayfront Park.

From traditional tango to
modern Argentine rock sounds,
a corner of downtown Miami at
times resembled Buenos Aires
as the third annual Argentine
Festival in
Miami at
1 Bayfront
P a r k
unfolded
S u n d a y
night.
Despite rain, only a few
umbrellas were in sight as peo-
ple danced, ate and wallowed
in Argentine culture.
A steady drizzle made side-
walks slippery, but that didn't
deter hundreds who gathered
from all over — including many
from Argentina itself — to
enjoy the event, a slice of
Argentine culture in Miami.
"I work in Atlanta, but I
came for the festival and to see
South Beach," said Hector
Suarez, a native Argentine who
has been living in the United
States for five years. "There are
so many great people to meet
here."

stage as musical groups like
Nancy Guerrero y las Guer-
reras and Grupo Teresa ener-
gized them with their rock and
pop styles.

Every year, various local
businesses look forward to this
festival so they can gain new
customers.
Sylvio, a vendor of Argen-
tine jewelry, laid out his beaded
necklaces, toe rings and anklets
in the hope of some quick sales.
"I have silver rings for five
dollars," he said.
Although the headliner,
Argentine rock star Miguel
Mateos, was unable to make it
to the concert because his flight
was delayed, festivalgoers still
took pleasure in the other
Argentine rock bands, the
appetizing food and the lively
-- although wet — setting.

RECOMMENDATION
It is respectfully recommended the City Commission not approve the Argentinean
Festival's request for waiver of police and fire personnel services in the amount of $8,287.
BACKGROUND
The Argentinean Festival is requesting a waiver of police and fire services in the amount of
$8,287 for the event to be held at Bayfront Park on April 28, 2002, The Administration
does not recommend a fee waiver due to the fact that the event organizers owe Bayfront
Park approximately $12,000 for damages caused to the park during their last event and for
park services. The Executive Director of Bayfront Park Management Trust advises that the
event organizer's insurance company is expected to pay for the cost of the damages to the
park, which is estimated to be $10,000, and the balance owed.
The Argentinean Festival has been held each year at Bayfront Park since 1998. The event
offers a variety of entertainment, including music, food, exhibitions and children's
activities. The last Argentinean Festival held at Bayfront Park was on April 29, 2001, at
which time they received a waiver from the City for police and fire personnel services in
the amount of $10,000. It is our recommendation that the Argentinean Festival not be
granted any other waiver of City services until such time as the outstanding balance is
paid.
