BE IT RESOLVED BY THE COMMISSION OF THE CI'T'Y OF MIAMI, FLORIDA: Section 1. The bid of Knowles Animal Clinic, the lowest responsive and responsible bidder pursuant to Invitation for Bids No. 01-02-026, dated January 14, 2002, for the acquisition of veterinary services for police dogs for the Department of Police for a period of one year, with the option to renew for two additional one-year periods, in an annual amount not to exceed CITY COMUSSiON MAR 1 11 X002 02— 265 $27,000, is accepted, General Operating Budget. • with funds allocated from the Police Section 2. Gimenez REFERENCES: Bid No. 01-02-026 City Manager ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution accepting the bid of Knowles Animal Clinic, a Nan-Minority/Local vendor, located at 1000 N.W. 27t" Avenue, Miami, FL 33125, for the provision of Veterinary Services for police dogs, for a period of one (1) year with the option to extend for two (2) additional one (1) year periods, at an annual amount not to exceed $27,000. Funding is available from the Police General Operating Budget, Account Code No. 001000.290201.6.260. BACKGROUND The Department of Police has analyzed the bids received pursuant to Bid No. 01-02-026. Five (5) invitations for bid were mailed and one (1) response was received. Knowles Animal Clinic, submitted the only responsible and responsive bid and is, therefore, recommended for the award. The Police Department utilizes the canine dogs as an effective law enforcement tool. The dogs are used to search buildings, perimeters, etc., for criminals who are in hiding. The dog's sensitive nose allows them to locate the offender long before a human is able, making it safe for police officers. The veterinary services are necessary for the continued health and well being of the Police Department's K-9 dogs. The following vendors were contacted to find out their reasons for not bidding. Their reasons are as follows: All Pets Veterinary Group - 1-305-633-2400 — Dr. Patricio Garcia Dr. Garcia is no longer with the company and the mail may have been ignored. Future correspondence should be addressed to the attention of Mr. Jesus Canoura. Silver Bluff Animal Clinic - I-305-859-7979 — Milli for Dr. Ted Sanchez Vendor could not comply with the 24 hour boarding requirements or the size of the indoor/outdoor components of the runs. Bayshore Veterinary Services - 1-305-758-4711 —Barbara for Dr. Mccoy Vendor did not recall receiving package. Reason could've been vendor has moved to a new location. New address is outside the City limits and therefore would not meet the requirement of being located in the City of Miami limit. In addition their facility only has inside runs and no outside runs. Landrum -Payne Animal Clinic - 1-305-856-5400 Phone Disconnected (Note: Vendor could not provide emergency services as requested by bid, when contacted during the last bidding process) The current contract will expire this month. Knowles Animal Clinic, a local vendor, has been determined to be a responsive bidder, who has satisfactory provided these services to the City since 1995. In addition, the vendor has bid the same rate as in the past two contracts (since 1995). Acceptance of this bid and consequent award will guarantee the same rate for an additional three (3) year period, subject to City Commission approval. Contact with potential bidders, who did not respond, revealed they are unable to meet the Specifications as indicated above. It should also be noted that Knowles Animal Clinic, has been the only bidder to continuously respond to the City's bid solicitations.
