HomeMy WebLinkAboutR-02-0218t J-02-283 3/6/02 • n RESOLUTION NO. d, 2.-- 1 & A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION FOR GRANT FUNDING TO THE FLORIDA INLAND NAVIGATION DISTRICT ("FIND") WATERWAYS ASSISTANCE PROGRAM, IN AN AMOUNT NOT TO EXCEED $296,290, FOR THE DESIGN AND CONSTRUCTION OF A FUEL DOCK AT DINNER KEY MARINA; AUTHORIZING THE CITY MANAGER TO ACCEPT THE GRANT WHEN AWARDED, AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY; FURTHER AUTHORIZING THE ALLOCATION OF FUNDS, IN AN AMOUNT NOT TO EXCEED $296,290, FROM STRATEGIC INITIATIVE FUNDS AS THE CITY'S REQUIRED MATCHING FUNDS FOR AWARD OF THE GRANT. BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The City Manager is authorized to submit an application for grant funding to the Florida Inland Navigation District ("FIND") Waterways Assistance Program, in an amount not to exceed $296,290, for the design and construction of a fuel dock at Dinner Key Marina. br MAR 2002 218 _: Section 2. The City Manager is authorizedll to accept the Grant when awarded, and to execute the necessary documents, in a form acceptable to the City Attorney. Section 3. The allocation of funds, in an amount not to exceed $296,290 from Strategic Initiative Funds as the City's required matching funds for award of the Grant is authorized. Section 4. The City is seeking grant funds in the amount of $296,290. Matching funds in the amount of $296,290 are allocated from Strategic Initiative funds. BACKGROUND The City of Miami wishes to construct a fuel dock at the Dinner Key Marina for the use and convenience of the boating public, and to generate additional revenues. Dinner Key Marina has no permanent fueling system. Vessels are presently served by a vendor mobile fueling truck, which has significant physical and scheduling limitations and does not adequately serve the fueling needs of the vessels in the Marina. In addition to the 592 slips at Dinner Key Marina, there are an estimated 1,500 vessels in and around the marina that would use the fueling services. The estimated Return on Investment on the City's contribution is approximately two years, as indicated on the attached worksheet. Projected Net Revenues for five years is $720,890. N F/oma Q lI'h�. The proposed size shall be no larger than 40 ft by 60 ft (approximately 2,400 sq. ft.) AND, Florida Inland Navigation District financial assistance is required for the program mentioned above, NOW THEREFORE, be it resolved by the City of Miami (Nance of Agency) that the project described above be authorized, AND, be it further resolved that said Cily of Miami (Dent. of Public Facilities (Name of Agency) make application to the Florida Inland Navigation District in the amount of 50 % of the actual cost of the project in behalf of said Ci1y of Miami (Name of'Agency) AND, be it further resolved by the _.
