A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO SUBMIT AN
APPLICATION FOR GRANT FUNDING TO THE FLORIDA
INLAND NAVIGATION DISTRICT ("FIND") WATERWAYS
ASSISTANCE PROGRAM, IN AN AMOUNT NOT TO
EXCEED $296,290, FOR THE DESIGN AND
CONSTRUCTION OF A FUEL DOCK AT DINNER KEY
MARINA; AUTHORIZING THE CITY MANAGER TO
ACCEPT THE GRANT WHEN AWARDED, AND TO EXECUTE
THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE
TO THE CITY ATTORNEY; FURTHER AUTHORIZING THE
ALLOCATION OF FUNDS, IN AN AMOUNT NOT TO
EXCEED $296,290, FROM STRATEGIC INITIATIVE
FUNDS AS THE CITY'S REQUIRED MATCHING FUNDS
FOR AWARD OF THE GRANT.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA;
Section 1. The City Manager is authorized to submit an
application for grant funding to the Florida Inland Navigation
District ("FIND") Waterways Assistance Program, in an amount not
to exceed $296,290, for the design and construction of a fuel
dock at Dinner Key Marina.

Section 2. The City Manager is authorizedll to accept the
Grant when awarded, and to execute the necessary documents, in a
form acceptable to the City Attorney.
Section 3. The allocation of funds, in an amount not to
exceed $296,290 from Strategic Initiative Funds as the City's
required matching funds for award of the Grant is authorized.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.2'

The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
z/ If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution authorizing
the City Manager to submit an application and execute the necessary documents, in a form
acceptable to the City Attorney, to the Florida Inland Navigation District for grant funding under its
Waterways Assistance Program for the design and construction of a fuel dock at Dinner Key
Marina. The City is seeking grant funds in the amount of $296,290. Matching funds in the amount
of $296,290 are allocated from Strategic Initiative funds.
BACKGROUND
The City of Miami wishes to construct a fuel dock at the Dinner Key Marina for the use and
convenience of the boating public, and to generate additional revenues. Dinner Key Marina has no
permanent fueling system. Vessels are presently served by a vendor mobile fueling truck, which
has significant physical and scheduling limitations and does not adequately serve the fueling needs
of the vessels in the Marina. In addition to the 592 slips at Dinner Key Marina, there are an
estimated 1,500 vessels in and around the marina that would use the fueling services.
The estimated Return on Investment on the City's contribution is approximately two years, as
indicated on the attached worksheet. Projected Net Revenues for five years is $720,890.

Waterways Assistance Program (Forms 90-11) that requires your certification attesting that the City
Commission legally adopted Resolution numbers 02-218 and 02-444.
The above resolutions authorize the City Manager to apply for and accept grant funds from Florida
Inland Navigation District Waterways Assistance Program to cleanup Biscayne Bay and the Miami
River, and construct a new fuel dock at Dinner Key Marina.

has bound the City to the full and faithful performance of its terms.

UNDER THE FLORIDA INLAND NAVIGATION DISTRICT
WATERWAYS ASSISTANCE PROGRAM
WHEREAS, THE City of Miami _ is interested in carrvina out the

and the State of Florida:
Project Title: Construction of Public Fuel Dock
Total Estimated Cost: S 592,580
Brief Description of Project:
Design and install two new 12,000 gallon fuel storage tanks (one diesel and one gasoline).
two dual hose product dispensers with associated piping and appurtenances, including electronic
credit card reader and point of sale equipment, and construction of a new dock. The proposed size
shall be no larger than 40 ft by 60 ft (approximately 2,400 sq. ft.)
AND, Florida Inland Navigation District financial assistance is required for the program
mentioned above,
NOW THEREFORE, be it resolved by the City of Miami

AND, be it further resolved that said Cily of Miami (Dent. of Public Facilities

4. That it will not discriminate against any person on the basis of race, color or
national origin in the use of any property or facility acquired or developed pursuant to this
proposal. and shall comply with the terms and intent of the Title VI of the Civil Rights Act of
1964, P.L. 88-352 (1964) and design and construct all facilities to comply fully with statutes
relating to accessibility by handicapped persons as well as other federal, state and local laws,
laws, rules and requirements.
That it will maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.
6. That it will make available to FIND if requested, a post -audit of expenses
incurred on the project prior to, or in conjunction with, request for the final 10% of the
funding agreed to by FIND.
This is to certify that the undersigned is authorized to execute this document binding the City of
Miami by a resolution duly and legally adopted by the City Comm. of the City of Miami at a legal
