A RESOLUTION OF THE MIAMI CITY COMMISSION
DIRECTING THE CITY MANAGER TO ORGANIZE A
COMPETITIVE APPLICATION PROCESS FOR
ORGANIZATIONS TO PARTICIPATE IN THE STATE OF
FLORIDA ANNUAL SURTAX PROGRAM ("PROGRAM")
REQUIRING MATCHING CITY STATE HOUSING
INITIATIVE PARTNERSHIP ("SHIP") FUNDS OR
OTHER ELIGIBLE CITY MATCHING FUNDS FOR
HOMEOWNERSHIP INITIATIVES; REQUESTING THAT
APPLICANTS TO THE PROGRAM ALLOCATE A PORTION
OF THEIR DWELLING UNITS TO THE CITY OF MIAMI
FOR THE TEMPORARY RELOCATION OF DISPLACED
RESIDENTS; FURTHER DIRECTING THAT THE CITY
MANAGER PRESENT HIS RECOMMENDATIONS AT THE
MARCH 14, 2002 CITY COMMISSION MEETING.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The City Manager is directed to organize a
competitive application process for organizations to participate
in the State of Florida Annual Surtax Program ("Program")
requiring matching City State Housing Initiative Partnership
("SHIP") Funds or other eligible City matching funds for
homeownership initiatives.
Section 2. Applicants to the program are requested to
allocate a portion of their dwelling units tc

the City of Miami for the temporary relocation of displaced
residents.
Section 3. The City Manager is directed to present his
recommendations at the March 1.4, 2002 City Commission meeting.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'/

�i If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the City
Commission.

By this memorandum, I am respectfully requesting to discuss the following resolution as a
pocket item;
RESOLUTION OF THE MIAMI CITY COMMISSION INSTRUCTING THE
CITY MANAGER TO PREPARE A COMPETITIVE APPLICATION PERIOD
FOR ORGANIZATIONS THAT PLAN TO PARTICIPATE IN THE STATE OF
FLORIDA ANNUAL SURTAX PROGRAM TO BE MATCHED WITH CITY
S.H.I.P DOLLARS OR OTHER ELEGIBLE CITY MATCHING FUNDS FOR
HOME OWNERSHIP INITIATIVES AND FURTHER REQUESTING THAT
SUBJECT APPLICANTS CONSIDER AND/OR ALLOCATE A PORTION OF
THE UNITS TO THE CITY OF MIAMI FOR RELOCATION PURPOSES
PURSUANT TO CERTAIN HOMEOWNERSHIP DESIGNATIONS
THROUGHOUT THE CITY AND THE TEMPORAL DISPLACEMENT OF
RESIDENTS AND FURTHER REQUESTING THAT THE CITY MANAGER
PRESENT HIS RECOMMENDATIONS AT THE MARCH 14, 2002
COMMISSION MEETING.
