BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The bid of A+ Mini Storage, the lowest responsive and responsible bidder pursuant to Invitation for Bids No. 00-01-263R, dated August 29, 2001, for the acquisition of a secured, air-conditioned self -storage facility for the storage of records, miscellaneous equipment and supplies for the Department of Police, on a contract basis, for a period of two years, with the option to renew for three additional one-year periods, in an CITY CGMMIS.SlON MErn"mc 'r £tvaaixstLon IO. 42- 14.0 El • annual amount not to exceed $39,744, is accepted, with funds allocated from Account Code No. 001000.290201.6.610. JAN 2 9 2002 FILE SUBJECT Authorizing the Provision of a Secured Self -Storage Facility; Bid No. 00-01-2638 REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission adopt the attached Resolution accepting the bid of A+ Mini Storage, a Non-Minority/Local vendor, located at 1851 Delaware Parkway (NW 17 Street and 27 Avenue). Miami, FL 33125, for a secured, air-conditioned self -storage facility for the storage of records miscellaneous equipment and supplies, for the Department of Police, in an annual amount not to exceed $39,744, for an initial term of two (2) years with the option to renew for three (3) additional one (1) year periods. Funding will be provided from the Police General Operating Budget, Account Code No. 001000.290201.6.610. BACKGROUND The Department of Police has analyzed the bids received pursuant to Bid No. 00-01-263R for the provision of a secured, air-conditioned self -storage facility for the storage of records, miscellaneous equipment and supplies. Ten (10) invitations for bids were mailed and one (1) response was received. A+ Mini Storage submitted the only responsible and responsive bid and is, therefore recommended for award. The Police Department must retain records pursuant to Florida State law. Due to the space constraints and safety problems, the vast volume of records can no longer be stored within the department's building. Bid No. 00-01-263R Wla 4tza arez REFERENCES Sr. Procurement Specialist ENCLOSURES: FILE: The subject bid opened August 29, 2001 and one (1) bid was received from A+ Mini Storage Airport East LLC for the furnishing of a self storage facility for the Department of Police. Be advised this was a re -bid. The initial bid for a Self Storage Facility, Bid No. 00-01-171, was opened July 9, 2001 and one (1) bid was received from The Fortress. Extensive research was made on the original bid. Vendors who did not respond were contacted by phone to learn of their reasons for not bidding. Three (3) of the vendors contacted advised they would respond if given a second chance. Two (2) of the vendors advised they would not meet the requirement of maintaining 24 hours accessibility to the facility. Thereafter, the bid was reissued August 13, 2001 with changes to the Specifications in hopes for greater vendor participation Under the rebid process, a total of ten (10) bid packages were mailed by this office to potential bidders, and once again, one (1) bid was received, from A+ Mini Storage. It should be noted that the Police Department had been obtaining these services under Purchase Order #210561 issued November 7, 2000 in the amount of $4500.00. Having depleted the $4500.00, this office received a request for formal bid solicitation and Bid No. 00-01-171 was issued. Due to the time involved in rejection of the sole bid received the first time and the re -issuance of a new bid, on August 7, 2001 the Police Department requested an emergency approval from the City Manager in order to maintain these services. Carter Page 2 • September 5, 2001 It should also be noted that the Police Department has expressed an urgent need for this commodity, as they are currently awaiting authorization from the City Manager to proceed with the emergency request to cover their needs until a contract is in place.
