HomeMy WebLinkAboutR-02-0125RESOLUTION NO. 02-125 A RESOLUTION OF THE MIAMI CITY COMMISSION APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF THE DISTRICT 5 LITTLE HAITI JOB CREATION PILOT PROJECT ADVISORY BOARD. WHEREAS, the City Commission approved the guidelines to the District 5 Little Haiti Job Creation Pilot Project at is meeting of May 10, 2001; and WHEREAS, under the program design, proposals that meet eligibility criteria and determined to be feasible by the contracted engineering firm will then be forwarded to the District 5 Little Haiti Job Creation Pilot Project Advisory Board (Advisory Board) for review and funding consideration; and, WHEREAS, the City Manager is charged with nominating the eight -member panel to serve on the Advisory Board, who will then be approved by a majority vote of the City Commission; NOW, THEREFORE, BE ITRESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. The following individuals are herby appointed as members of the District 5 Little Haiti Job Creation Pilot Project Advisory Board: Rosalie Clement - Little Haiti Business seat 2. Eustache Fleurant - Little Haiti Business seat 3. Marie Estime-Thompson, P.A. - Little Haiti Business seat 4. Samuel Frederique - Little Haiti Resident seat 5. Director of the City of Miami Planning Department or his/her designee 6. Director of the City of Miami Department of Community Development or his/her designee 7. NET Administrator from the City of Miami Little Haiti NET Office 8. Director of the City of Miami Department of Real Estate and Economic Development or his/her designee PASSED AND ADOPTED this 24`x' day of January, 2002. FOEMAN CITY CLERK' ' Board appointments are administrative acts which do not require the Mayor's signature nor the City Attorney's review and approval. 02-125 0 • CITY OF MIAMI, FLORIDA 29 INTER -OFFICE MEMORANDUM TO: Honorable Mayor and DATE; JAN 1 4 2002 FILE Members of the City Commission SUBJECT: Appointments to the District 5 Little Haiti Job Creation Pilot Project Advisory Board FROM: REFERENCES: arlos A. enez City Commission Agenda City Manager ENCLOSURES: January 10, 2002 RECOMMENDATION: It is respectfully recommended that the City Commission adopt the attached Resolution appointing seven (7) members to the establishing the Little Haiti Job Creation Pilot Project Advisory Board. BACKGROUND: At its meeting of May 10, 2001, the City Commission adopted legislation formally creating the guidelines to the Little Haiti Job Creation Project to meet the unique needs of businesses in the Little Haiti neighborhood and the need to implement a special initiative to create jobs for residents of the area. The adoption of the guidelines to the District 5 Little Haiti Job Pilot Project creates a mechanism to implement a program to meet the City Commission's five-year commitment to create jobs and stimulate businesses in the Edison Little River area. The City Commission further committed allocations of $225,000 annually for five years to fund this initiative. The program design includes the provision of grants up to $90,000 to eligible businesses in the Little Haiti commercial area for the following eligible activities: • Upgrade and expansion of facilities • Correction of code violations on commercial properties • Improvements to meet ADA standards • Infrastructure Improvements (i.e. lighting, draining, parking etc.) • Fagade Improvements To qualify for a grant, an area business must create a minimum of one new, full-time job for each grant increment of $15,000. 0 2 - 121:5 Under the program design, proposals that meet eligibility criteria and determined to be feasible by the contracted engineering firm will then be forwarded to the District 5 Little Haiti Job Creation Pilot Project Advisory Board (Advisory Board) for review and funding consideration. The Advisory Board is comprised of a seven -member panel nominated by the City Manager and approved by a majority vote of the City Commission. The City Manager recommends the following individuals be appointed to the Advisory Board: Eustache Fleurant - Representative from the Little Haiti Business Community Marie Estime-Thompson, P.A. - Representative from the Little Haiti Business Community Samuel Frederique - Resident of the Little Haiti Community Director of the City of Miami Planning Department or his/her designee Director of the City of Miami Department of Community Development or his/her designee NET Administrator from the City of Miami Little Haiti NET Office Director of the City of Miami Department of Real Estate and Economic Development or his/her designee It is recommended that the City Commission adopt the proposed resolution that appoints seven (7) members to the District 5 Little Haiti Job Creation Pilot Project Advisory Board.
