BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. By a four-fifths (4/5ths) affirmative vote of the City Commission, the City Manager's finding of an emergency, waiving the requirements for competitive sealed bids and issuing a Purchase Order for the procurement of two explosives detection dogs for the Department of Police, in an amount not to exceed $15,300, is ratified, approved and confirmed, with funds allocated from the Police General Operating Budget, Account Code No. 001000.290201.6.875. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Page 2 of 2 02— 8 2 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM 13 The Honorable Mayor and Members DATE: FILE: To : of the City Commission AN `` 2GQZ SUBJECT: Resolution Ratifying City Manager's Action FROM: C REFERENCES : Explosive Detection (Bomb) City Manager Dogs ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution ratifying the City Manager's emergency action authorizing the procurement of two (2) explosive detection (bomb) dogs, for the Police Department, in an amount not to exceed $15,300. Funding is available from the Police General Operating Budget, Account Code No. 001000.290201.6.875. BACKGROUND The Police Department received authorization from the City Manager for an Emergency Purchase of two (2) explosive detection (bomb) dogs, to meet the ever-increasing requests for bomb sweeps of both public and private venues following the September 11a`, terrorist incident. Additionally, the Police Department must maintain its capability to provide bomb sweeps at places where large public gatherings may be expected. With the holiday season and the increasing threats that were sure to accompany it, the immediate purchase of these dogs was necessary to meet the demand for bomb sweeps so as not to over burden the department's existing contingent of bomb dogs.
