HomeMy WebLinkAboutR-02-0065A 0 0 J--02-056 1/24/02 RESOLUTION NO. 02- 6 5 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO IDENTIFY FUNDS IN AN AMOUNT GREATER THAN $100,000 TO DEMOLISH THOSE STRUCTURES THAT HAVE BEEN IDENTIFIED IN AND OUT OF COMMUNITY REVITALIZATION DISTRICTS; FURTHER DIRECTING THE CITY MANAGER TO TAKE WHATEVER STEPS NECESSARY TO APPROPRIATE SAID FUNDS TO CAPITOL IMPROVEMENT PROJECT NO. 145001, ACCOUNT CODE NO. 251113-340. WHEREAS, the Building Department has identified structures ready for demolition in areas that are not within the Community Revitalization Districts and for which no General Fund demolition budget exists; and' WHEREAS, it is in the best interest of the City to demolish structures that are associated with such as crimes, drugs and prostitution in neighborhoods that are located both in and out of Community Revitalization Districts; and WHEREAS, the Building Department will file liens in Miami - Dade County against owners for demolition expenses for those properties demolished by the City; and WHEREAS, funds in the amount greater than $100,000 will provide for the demolition of approximately ten structures; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: CITY CON MSSION ME- A k1 f.1" � 2002 l ua= moo. 02- 65 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to identify funds in an amount greater than $100,000 to demolish those structures that have been identified in and out of Community Revitalization Districts. Section 3. The City Manager is directed to take whatever steps necessary to appropriate said funds to Capitol Improvement Project No. 145001, Account Code No. 251113-340. Section 4. If the Mayor vetoes this Resolution, it shall not become effective unless the city Commission overrides the veto. Page 2 of 2 w 65 CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO: The Honorable Mayor and Members of the City Commission Ka callos �ll�� A—C.Phenez DATE: CA=8 FILE: JAN 14 2002 SUBJECT: Proposed Resolution Directing the City Manager REFERENCES: To Identify Funds for Demolition Purposes ENCLOSURES: RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution directing the City Manager to identify funds totaling $100,000, subject to increase, for demolition purposes in non -Community Development target areas by the Building Department. BACKGROUND The City of Miami has a number of buildings or structures that are considered unsafe. An unsafe structure is one which has been damaged by the elements, acts of God, fire, explosion or do not comply with the provisions of the applicable building code. Incomplete buildings, or buildings completed without permits or inspections, can also be presumed and deemed unsafe. These structures are safety and health problems, as well as eyesores in our community. Many unsafe structures are open, abandoned and a haven for illegal activities such as drug and prostitution. Resolving the safety hazard that these properties pose is our main concern, but indirectly, we will eliminate many other problems associated with them. The Building Department presently has a budget for demolition of structures within Community Development target areas, however there are no general funds identified for demolition of structures in non -target areas. The proposed resolution will direct the City Manager to identify funds totaling $1.00,000 to demolish approximately ten ( 10) structures in non -target areas, such as Upper Eastside, Wynwood/Edgewater, Allappattah, Coral Way, and N.E.
