A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO ACQUIRE, IN
AN AMOUNT NOT TO EXCEED $1.50,000, THE
PROPERTIES LOCATED AT 399 NORTHEAST 821'd
TERRACE AND 8355 NORTHEAST 4th AVENUE, MIAMI,
FLORIDA, TO BE DEVELOPED AS A NATURE PRESERVE
AND CITY PARK TO BE KNOWN AS THE "LITTLE
RIVER PRESERVE"; FURTHER AUTHORIZING THE CITY
MANAGER TO EXECUTE ANY NECESSARY DOCUMENTS,
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
CONTINGENT UPON RECEIPT OF A GRANT FROM THE
FLORIDA COMMUNITIES TRUST, IN THE AMOUNT OF
$150,000, AND RECEIPT OF MATCHING FUNDS, IN
THE AMOUNT $150,000, FROM THE SAFE
NEIGHBORHOOD PARKS BOND PROGRAM SERIES 2000
PROJECTS FOR DEVELOPMENT FOR ACQUISITION AND
DEVELOPMENT OF THE PROPERTIES.
WHEREAS, Resolution No. 00-1.066, authorized the City Manager
to execute a Conceptual Approval Agreement for award of a grant,
in the amount of $150,000, from the Florida Communities Trust for
the acquisition and development, as a historical nature preserve
and City park, of approximately 3.25 acres of land on the South
side of the Little River Canal located at 399 :Northeast 82nd
Terrace and 8355 Northeast 4th Avenue, Miami, Florida (the
"Little River Preserve"); and

WHEREAS, the Oakland Grove Neighborhood Improvement
Association, Inc., a 501(c)4 nonprofit organization, will seek
funding to assist with the future maintenance of the Little River
Preserve; and
WHEREAS, as a local match grant requirement, the City will
obtain additional funds in the amount of $1.50,000 from the
unspecified portion of the Safe Neighborhood Parks Bond Program
Series 2000 Projects for development of the Little River
Preserve; and
WHEREAS, as a condition to receiving the grant from the
Florida Communities Trust, the City is required to submit a
management plan and project plan for the development, maintenance
and use of the Little River Preserve; and
WHEREAS, said plans shall be submitted in a form acceptable
to the City Manager and shall provide for the City's commitment
of $150,000 from the Safe Neighborhood Parks Bond Program Series
2000 Projects; and
WHEREAS, the Administration has determined that it is in the
best interest of the City to acquire and develop the Little River
Preserve properties;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to acquire, in
an amount not to exceed $150,000, the properties located at 399
Northeast 82nd Terrace and 8355 Northeast 4th Avenue, Miami,
Florida, to be developed as a nature preserve and City park to be
known as the "Little River Preserve", contingent upon the receipt
of a grant from the Florida Communities Trust, in an amount not
to exceed $150,000, and receipt of matching funds, in an amount
not to exceed $150,000, from the Safe Neighborhood Parks Bond
Program Series 2000 Projects for acquisition and development of
the properties.
Section 3. The City Manager is further authorized!' to
execute any necessary documents, in a form acceptable to the City
Attorney, for said purpose.
The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor .2/

if the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it
shall become effective immediately upon override of the veto by
the City Commission.

The administration recommends that the City Commission adopt the attached Resolution
authorizing the City Manger to acquire, for an amount not to exceed $150,000, the properties
located at 399 Northeast 82 Terrace and 8355 Northeast 4 Avenue, Miami, Florida, to be
developed as a nature preserve and city park to be known as the "Little River Preserve". The
Resolution authorizes the City Manager to execute any necessary documents, in a form
acceptable to the City Attorney contingent upon receipt of a grant from the Florida Communities
Trust, in the amount of $150,000 for acquisition and development of the properties and receipt of
matching funds, in the amount of $150,000, from the Safe Neighborhood Parks Bond Program
Series 2000 Projects for development.
BACKGROUND:
On December 14, 2000, the City of Miami Commission adopted and approved Resolution No.
00-1066 which authorized. the City Manager to execute a Conceptual Approval Agreement for
award of a grant, in the amount of $150,000, from the Florida Communities Trust for the
acquisition and development, as a historical nature preserve and City park, of approximately 3.25
acres of land on the South side of the Little River Canal located at 399 Northeast 82nd Terrace
and 8355 Northeast 4h Avenue, Miami, Florida (the "Little River Preserve"). The Oakland
Grove Neighborhood Improvement Association, Inc., an eight year old 501(c) 4 nonprofit
organization will be seeking funding to assist with the future maintenance of the Little River
Preserve. A local match grant is required and the City will obtain additional funds in the amount
of $150,000 from the unspecified portion of the Safe Neighborhood Parks Bond Program Series
2000 projects for development of the Little River Preserve properties. The Administration has
