A RESOLUTION OF THE MIAMI CITY COMMISSION
ACCEPTING THE RECOMMENDATION OF THE CITY
MANAGER TO APPROVE THE FINDINGS OF THE
SELECTION COMMITTEE, PURSUANT TO REQUEST FOR
PROPOSALS, THAT THE MOST QUALIFIED FIRMS TO
PROVIDE PROFESSIONAL TOWN PLANNING AND URBAN
DESIGN SERVICES FOR PUBLIC WORKS CATEGORY "B"
DESIGNATED PROJECTS FOR 2002 THROUGH 2004
ARE, IN RANK ORDER: (1) DUANY PLA TER-ZYBERK
AND COMPANY, (2) DOVER KHOL & PARTNERS,
(3) URBAN DESIGN ASSOCIATES, AND
(4 ) HELLMUTH, OBATA & KASSABAUM, INC. NEW
URBAN STUDIO; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE PROFESSIONAL SERVICES
AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, AND IN AN AMOUNT NOT TO EXCEED
$600,000 FOR EACH FIRM; ALLOCATING FUNDS FOR.
SAID SERVICES FROM INDIVIDUAL PROJECT
ACCOUNTS.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recommendation of the City Manager to
approve the findings of the selection committee, pursuant to
Request for Proposals, that the most qualified firms to provide
professional town planning and urban design services for Public
Works Category "B" designated projects for 2002 through 2004,
are, in rank order: (1) Duany Plater-Zyberk and Company, (2)
Dover Khol & Partners, (3) Urban Design Associates, and (4)
Hellmuth, Obata & Kassabaum, Inc. New Urban Studio, is accepted.

Section
2. The City
Manager
is authorizedl�

negotiate
and execute
professional
services
agreements,
in
a form
acceptable to the City Attorney, and in an amount not to exceed
$600,000 for each farm, with funds for said services allocated
from individual project accounts.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.z/

all requirements that may be imposed by the City Attorney,
including but not limited to those prescribed by applicable City
Charter and Code provisions.
zi If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.

RECOMMENDATION:
It is respectfully recommended that the City Commission accept the recommendations of the
Competitive Selection Committee by adopting the attached resolution approving the selection of
the most qualified firms to provide "Professional Services for City of Miami Projects -- 2002,
2003 and 2004; and authorizing the City Manager to negotiate and execute Professional Service
Agreements with the top four rated firms in the Town Planning and Urban Design category.
BACKGROUND:
The City is proposing in the immediate future to contract for a substantial number of projects
involving town planning and urban design. The Planning and Zoning Department is insufficiently
staffed to accomplish all services required for these projects. It is necessary, therefore, to engage
private firms to provide professional services for the 2002, 2003 & 2004 calendar years.
In accordance with City of Miami Ordinance No. 9572, and as authorized by Resolution No. 01-
109, passed and adopted on February 8, 2001, a Competitive Selection Committee was appointed
in accordance with the provisions of Chapter 18 of the Miami City Code.
The Committee members were as follows:

A. Aurora Badia , PE, Assistant Director, Public Works Department
Maria Nardi -Planner II, Planning Department
Patricia Castro- Administrator, Downtown NET
Margot Ammidown- Former Director Metro Dade County Historic Preservation
After certification and initial evaluation, the Selection Committee personally interviewed the firms
in this category in accordance with the requirements and selection process outlined in the Request
for Proposals. Firms were then selected after ranking. The firms selected in this category with
rankings, are as follows:

iv. Hellmuth, Obata + Kassabaum, Inc. Now Urban Studio
The resolution .provides for the City Manager to negotiate and execute agreements with the
four selected firms for the professional services. The maximun fees that could be paid to each firm
is $600,000.

The consultant Competitive Selection Committees for Professional Services for City of Miami projects
2002, 2003 and 2004 have concluded the selection processes for Town Planning and Urban Design. In
accordance with the requirements in the Request for Proposals (RFP) and the City Code, the following
firms were selected to provide professional services:
i. Duany Plater-Zyberk & Company
ii. Dover Kohl & Partners
iii. Urban Design Associates
iv. Hellmuth, Obata + Kassabaum, Inc. New Urban Studio
Enclosed is a copy of the memorandum and resolution prepared for the City Commission's approval and
authorization for the Administration to negotiate and execute professional service agreements with the
four selected firms. We sent letters of appreciation to all of the Committee members especially the
individuals not employed by the City of Miami who generously gave of their time to be members of the
Selection Committees.
