AN EMERGENCY ORDINANCE OF THE MIAMI CITY
COMMISSION ESTABLISHING INITIAL RESOURCES AND
INITIAL APPROPRIATIONS FOR A SPECIAL REVENUE
FUND ENTITLED: `OPERATION IN TOO DEEP";
AUTHORIZING THE CITY MANAGER TO ACCEPT A
GRANT FROM THE FLORIDA DEPARTMENT OF LAW
ENFORCEMENT, VIOLENT CRIME AND DRUG CONTROL
COUNCIL, IN THE AMOUNT OF $100,000, AND TO
EXECUTE ANY NECESSARY. DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, TO ACCEPT
SAID GRANT; CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, the City of Miami has been awarded a grant from the
Florida Department of Law" Enforcement, Violent Crime and Drug
Control Council, in the amount of $100,000 for "Operation In Too
Deep," a multi -agency, statewide drug control, or illicit money
laundering investigative effort to achieve the State's goal of
reducing drug-related crimes; and
WHEREAS, the Florida Department of Law Enforcement (Miami),
the Miami -Dade Police Department and the United States Customs
Services are participating agencies in this

investigative effort; and
WHEREAS, the City of Miami Police Department will be the
grant administrator for use for officer overtime and other
expenses necessary for undercover operations related to
"Operation In Too Deep";
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
preamble to this Ordinance are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The following Special Revenue Fund is
established and resources are appropriated as described below:
FUND TITLE: "Operation In Too Deep"
RESOURCES: FLORIDA DEPARTMENT OF LAW ENFORCEMENT $100,000.00
Violent Crime and Drug Control Council
APPROPRIATIONS: "Operation In Too Deep" $100,000.00
Section 3. The City Manager is authorized'''/ to accept
the grant and to execute any necessary contract(s) and/or
agreements (s), in a form acceptable to the .City Attorney, with

the Florida Department of Law Enforcement Violent Crime and Drug
Control Council to accept the grant.
Section 4. The Department of Police is authorized to
expend monies from this Fund for the operation of said Program.
Section 5. All Ordinances or parts of Ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are repealed.
Section 6. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this'Ordinance shall not be affected.
Section 7. This Ordinance is declared to be an emergency
measure on the grounds of urgent public need for thepreservation
of peace, health, safety and property of the City of Miami, and
upon further grounds of the necessity to make the required and
necessary payments to its employees and officers, payment of its
debts, necessary and required purchases of goods and materials
and to generally carry on the functions and duties of municipal
affairs.
Section 8. The requirement of reading this Ordinance on
two separate days is dispensed with by affirmative vote of not
less than four-fifths "(4/5ths) of the members of the Commission.

Section 9. This Ordinance shall be become effective
immediately upon its adoption and signature of the Mayor .2/

zi This Ordinance shall become effective as specified herein unless
vetoed by the Mayor within ten days from the date it was passed
and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City
Commission or upon the effective date stated herein, whichever is
later.
