RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and the City Commission adopt the
attached Emergency Ordinance to create a new Special Revenue Fund called Outreach Project to
Homeless Detainees and to appropriate and expend said funds not to exceed $73,604.00 over a
period of six months. The State of Florida allocated these funds to the Miami -Dade County
Homeless Trust. The Homeless Trust awarded said funds to the City of Miami for the Miami
Homeless Assistance Program (MHAP). The services to be provided are: Outreach, assessment,
placement and transportation to .homeless detainees being released from the Dade County Jail,
located in the City of Miami.
BACKGROUND
In July 2002, The Miami -Dade County Homeless Trust announced the issuance of a State of
Florida Grant -In -Aid program request for proposals. One of the components provided funds for
outreach to homeless detainees.
To enhance the .quality of life in the City of Miami, the Miami Homeless Assistance Program
submitted a proposal. All services proposed are consistent with the City of Miami's Five Year
Plan submitted to USHUD, Miami -Dade Homeless Trust's Homeless Plan, and Miami -Dade
County's Social Service Master Plan.
In August 2002, the State of Florida awarded the City of Miami (for the Miami -Homeless
Assistance Program) a grant to provide outreach, assessment, information, referral, placement, and
transportation back to the point of arrest to homeless detainees being released from the county jail
in the City of Miami.
