ORDINANCE NO. 12265
AN ORDINANCE OF THE MIAMI CITY COMMISSION
AMENDING ORDINANCE NO. 10544, AS AMENDED,
THE FUTURE LAND USE MAP OF THE MIAMI
COMPREHENSIVE NEIGHBORHOOD PLAN BY CHANGING
THE LAND USE DESIGNATION OF THE PROPERTY
LOCATED AT APPROXIMATELY 601 NORTHWEST
7TH STREET ROAD, MIAMI, FLORIDA, FROM
"MEDIUM DENSITY MULTIFAMILY RESIDENTIAL" TO
"RECREATION;" MAKING FINDINGS; DIRECTING
TRANSMITTALS TO AFFECTED AGENCIES;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE; AND PROVIDING FOR AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The Future Land Use Map of Ordinance
No. 10544, as amended, the Miami Comprehensive Neighborhood Plan
1989-2000, is amended by changing the land use designation from
"Medium Density Multifamily Residential" to "Recreation" for the
property located at approximately 601 Northwest 7th Street Road,
Miami, Florida, more particularly described as Lot 18 Less the
Northern 2 Feet of the Eastern 140 Feet, of Block 12, SPRING

GARDEN SUBDIVISION, according to the Plat thereof as recorded in
Plat Book 5 at Page 38 of the Public Records of Miami -Dade
County, Florida.
Section 2.
designation change:
It is found that the Comprehensive Plan
(a) is necessary due to the existing Spring Garden Point
Park located on the subject property;
(b) is consistent with the proposed intent and use of the
said property;
(c) is consistent with the Miami Comprehensive Neighborhood
Plan; and
(d) is positive and will not impose an adverse effect on
the area.
Section 3. The City Manager is directed to instruct the
Director of the Planning and Zoning Department to immediately
transmit a certified copy of this Ordinance after its adoption on
second reading to: the Secretary, Florida Department of Community
Affairs; the Executive Director, South Florida Regional Planning
Council, Hollywood, Florida; the Executive Director, South

Florida Water Management District, West Palm Beach, Florida; the
Secretary, Department of Transportation, Tallahassee, Florida;
and the Executive Director, Department of Environmental
Protection, Tallahassee, Florida.
Section 4. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are repealed.
Section 5. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.
Section 6. This Ordinance shall become effective thirty-
one (31) days after second reading and adoption thereof pursuant
and subject to §163.3187 (3) (c) , Fla. Stat. (2001).'/
PASSED ON FIRST READING BY TITLE ONLY this s27th day of
June 2002.

vetoed by the Mayor within ten days from the date it was passed
and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City
Commission or upon the effective date stated herein, whichever is
later.

ANALYSIS FOR LAND USE CHANGE REQUEST
APPROXIMATELY: 601 NW 7th Street Road
CASE NO: 02-06
The requested proposal has been reviewed for changes to the Future Land Use Map of the
Miami Comprehensive Neighborhood Plan 1989-2000. The said proposal will change the
existing land use designation from "Medium Density Multifamily Residential" to
"Recreation". The subject property consist of a large parcel of land located at 601 NW 7th
Street Road located immediately adjacent to the Miami River, more particularly
described as Lot 18 Less the Northern 2 Feet of the Eastern140 Feet, of Block 12,
SPRING GARDEN SUBDIVISION, according to the Plat thereof as recorded in Plat
Book 5 at Page 38 of the Public Records of Miami -Dade County, Florida.
The changes are proposed to accommodate a City of Miami Park known as the Spring
Gardens Point Park located at 601 NW 7th Street Road. The subject Park is located
adjacent to Miami River in the Spring Gardens Historic community. This proposed
change is consistent with the actual use of the subject property.
The Planning and Zoning Department is recommending approval of this
amendment as presented based on the following findings:
• It is found that this Comprehensive Plan designation change is necessary due to
the fact that a Park; is located on the subject site.
• It is found that the proposed change is consistent with the use and 'the, intent of the
property located at 601 NW 7th Street Road.
• It is found that the subject property is located in an area that "is adjacent to the.
Miami River in the Spring Gardens Historic designated community; therefore the
proposed change is consistent with the intent of the area.
• It is found that the subject property is the historical site of the tourist attraction
"Alligator Joe".
• It is found that the subject change is positive and will not impose an adverse
effect on the adjacent properties.
Based on these. findings, the Department of Planning and Zoning is
recommending approval of the requested Amendment to the Miami
Comprehensive Neighborhood Plan.

Looking for Alligator Joe

For over three years, I've been trying to find
information about Warren Frazee, a.k.a. Alligator Joe.
When I first heard about him I thought it would be
easy. After all, Iread that around the tum of the
century he was known all along the east coast of the
United States. Surely someone over the years must've
done some scholarly work on his life. I was
expecting to find if not a whole book, at least a
chapter on him somewhere. Or maybe someone's
Master's thesis. But after three years of looking 1
haven't found anything like that, and although I think
I now know more about Alligator Joe than just about
anybody (I'm still hoping to find that elusive expert),
there's still so much yet to learn.
I started by reading what turned out to be the. best
source of information – The Miami River and its
Tributaries by Don Gaby. What I read there I soon
found wasn't necessarily supported by what 1 wgs
learning on my own. In the book I read that Alligator
Joe had a tourist attraction at the junction of the
Miami River and Wagner Creek (now the Seybold
Canal) in the early 1900s. The book said that it was
across the canal and not in Spring Garden. That
contradicted what long-time residents had been telling

me. So I turned to the newspapers of the day, which
are available at the Metro -Dade Public Library on
microfilm, and started . - looking for mention of
Alligator Joe. I viewed several reels before I found
definitive proof that Alligator Joe's attraction was
indeed in Spring Garden, at the site of what is now
Spring Garden Point Park.
When I finally met Don Gaby after corresponding
with him for about a year I was pleased to discover
that he welcomed my research, and gave me leads to
do more. He said that his book was the most detailed
account of Alligator Joe that he'd seen, and he
depended on interviews to fill in the blanks.
In the past year, someone else found what has
turned out to be the most useful piece of information
so far about Alligator Joe. Bruce Barnes was going
through aerial photographs at the Historical Museum
of Southern Florida, trying to find evidence of boat
docks at the site of Point Park. He found a photo of
the southern tip of Spring Garden that was taken
before there were many houses on the site.
When I saw a photocopy of it, I immediately
recognized its similarity to a 1921 Sanbom map of
the site that I had reconstructed for the 1999-2000
Spring Garden calendar. The small inlet extending
west from the Miami River is no longer there, and
does not appear on later maps.
Another recognizable landmark on the photograph
is John Seybold's estate, visible in the upper right
corner. Seybold built his house in approximately
1915, and he owned at that time the Point Park site
(and indeed all of Spring Garden). I'm assuming that
it still looked as it did before Alligator Joe died in
1915.
Beside the inlet, there is another prominent feature
on the site that appear to be surrounded by a driveway
or walkway — a large circular building. When I saw
it, a picture immediately came to mind of a postcard
that I have (pictured) of Alligator Joe's "bungalow"
that doesn't mention its location. Since I previously
had not been able to find a description or picture of
Alligator Joe's attraction, I don't know how it should
look. But the aerial photograph leads me to believe
that this is Alligator Joe's Miami attraction.
The photo raises more questions than it solves.
What is the circular area to the right of the large one?
Is it, as Bruce suggested, a pit where Alligator Joe
wrestled alligators? And where did Alligator Joe live
with his wife Della? Could that be the rectangular
structure on the map that isn't seen in the picture?
The search continues.
