AN ORDINANCE OF THE MIAMI CITY COMMISSION ESTABLISHING A SPECIAL REVENUE FUND ENTITLED "CORAL GABLES HOSPITAL/TENET FOUNDATION CONTRIBUTION FUND .(FY 2001-02)" AND APPROPRIATING FUNDS IN THE AMOUNT OF $2,500, CONSISTING OF A GRANT FROM CORAL GABLES HOSPITAL/TENET SOUTH FLORIDA HEALTHSYSTEM AND TENET FOUNDATION FOR USE BY THE DEPARTMENT OF FIRE -RESCUE TO PURCHASE MEDICAL EQUIPMENT; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AND TO EXECUTE ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO ACCEPT THE GRANT; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Special Revenue Fund is established and resources are appropriated as described herein: FUND TITLE: Coral'Gables Hospital/Tenet Foundation Contribution Fund (FY 2001-02) RESOURCES: Coral Gables Hospital/Tenet South Florida HealthSystem and Tenet Foundation APPROPRIATIONS: $2,500 $2,500 12259 Section 2. The City Manager is authorized -11 to accept said grant and to execute all necessary documents, in a form acceptable to the City Attorney, to accept the grant. Section 3. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are repealed. Section 4. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 5. Said grant will be used by the Department of Fire -Rescue for the purchase of medical equipment. In addition, the Ordinance establishes a Special Revenue Fund entitled "Coral Gables Hospital/Tenet Foundation Contribution" and appropriating said funds for the operation of same in the amount of $2,500. BACKGROUND The Tenet Healthcare Foundation was established in 1998 by Tenet Healthcare Corporation to provide grants to worthy organizations for a variety of charitable purposes. The Foundation directs the majority of its funding to helping meet unmet or underserved health care needs in the communities in which Tenet operates its hospitals and other facilities. Coral Gables Hospital is one of the 116 hospitals of Tenet HealthSystem that strives not only to provide excellent health care, but also to support organizations such as the City of Miami, which further health and wellness for the South Florida community. A grant in the total amount of $2,500 has been awarded by the Tenet Healthcare Foundation for the Department of Fire -Rescue to be used for the purchase of medical equipment. It is now appropriate to accept said grant, establish a special revenue fund, and appropriate the said grant award therein for this fiscal year. The population began to grow rapidly as a result of the developing railroad system in the area. The City's founding fathers included Henry Flagler, Julia Tuttle, and the Burdines family. The Fire Department was established in 1898. In 1904 the Department consisted of 1 paid fireman, 125 volunteers, a hose wagon with two horses, and a hand hose reel with buckets. That same year, the first Fire Station was built on a lot donated by Mr. Henry Flagler located at what would now be 74 West Flagler Street. The Department has been a leader within the Fire -Rescue Service. Some of the many accomplishments achieved as first in the industry include: • Equipping all fire apparatus with two way radios, and fog nozzles. • Equipping all firefighters with self contained breathing apparatus (SCBA). • Developing and successfully implementing the first field defibrillator, and transmission of electrocardiograms by radio to the hospital, in conjunction with the University of Miami. • In 1962, operating one of the Nation's first Advanced Life Support Systems. • Successfully implementing the M.A.S.T. suit (Military Anti -Shock Trousers). • The first SWAT Medic Program. In 2001, over one hundred years after inception, the current Department of Fire -Rescue haE answered the new challenges of today, responding to 76,049 alarms a year, or an average of 208 per day. The Department now consists of 634 paramedic/firefighters and 62 civilian personnel, serving a resident population of 400,000 and a daytime population of approximately 1,000,000 The Emergency Response Division includes 14 Fire Stations, 17 Fire Suppression Units, 2.1 Advance Life Support Transport Units, a 48 member Hazardous Materials Team, 51 member DivE Team, and 20 paramedic members of the Miami Police Department SWAT team. The FiR Prevention Bureau investigates fires, enforces building codes, and conducts public education. ThE Training Division assures recruits and current firefighter/paramedics meet all State of MHz certifications, and the Fire Garage maintains all apparatus. The Office of Emergency Managemen & Public Relations coordinates the City's response to manmade and natural disasters and assure, public awareness. The Department of Fire -Rescue sponsors a 176 member FEMA Urban Searcl' and Rescue Task Force, which responds Nationally.
