ORDINANCE NO.
AN ORDINANCE OF THE MIAMI CITY COMMISSION
ESTABLISHING TWO NEW SPECIAL REVENUE FUNDS
AND APPROPRIATING FUNDS, AS FOLLOWS:
(1) ECONOMIC DEVELOPMENT INITIATIVE GRANT FOR
CERTAIN SPECIAL PROJECTS, IN THE AMOUNT OF
$340,000 AND (2) THE NEIGHBORHOOD INITIATIVE
GRANT FOR CERTAIN SPECIAL PROJECTS, IN THE
AMOUNT OF $700,000 FROM THE U.S. DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT IN SUPPORT
OF THE MODEL CITY HOMEOWNERSHIP PILOT
,PROJECT; AUTHORIZING THE CITY MANAGER TO
ACCEPT SAID GRANTS AND TO EXECUTE ANY
DOCUMENTS NECESSARY, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR ACCEPTANCE OF SAID
GRANTS; AND CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, the U.S. Department of Housing and Urban
Development has advised the City of Miami that it has been
awarded the two special grants in support of the Model City
Homeownership Pilot Project from the FY 2002 Appropriations Act:
(1) Neighborhood Initiative grant for certain earmarked projects,
in the amount of $700,000 and (2) Economic Development Initiative
grant for certain earmarked projects, in the amount of $340,000;

NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are adopted by reference and
incorporated as if fully set forth in the Section.
Section 2. The following two new Special Revenue Funds
are established and resources are appropriated as described
herein:
(1) FUND TITLE: Neighborhood Initiative Grant for the
Model City Homeownership Pilot Project
RESOURCES: U.S. Department of Housing $700,000
and Urban Development
APPROPRIATION:
$700,000
(2) FUND TITLE: Economic Development Initiative
Grant for the Model City
Homeownership Pilot Project $340,000
RESOURCES: U.S. Department of Housing $340,000
and Urban Development
APPROPRIATION: $340,000
Section 3. The appropriations are contingent upon
funding by the U.S. Department of Housing and Urban Development
and the City Manager's acceptance thereof.

Section 4. The City Manager is authorized" to accept
the grants and execute any documents necessary, in a form
acceptable to the City Attorney, for acceptance of the grants.
Section 5. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are repealed.
Section 6.
If
any section, part
of section, paragraph,
clause, phrase or
word
of this Ordinance
is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 7. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.21

requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

by the Mayor within ten days from the date it was passed and adopted.
If the Mayor vetoes this Ordinance, it shall become effective
immediately upon override of the veto by the City Commission or upon the
effective date stated herein, whichever is later.

OF $150,000; CONSISTING OF REVENUES GENERATED
FROM ENTREPRENEURIAL ACTIVITY IN THE AREA OF PO-
LICE TRAINING PROGRAMS; AUTHORIZING THE CITY MAN-
AGER TO ACCEPT AND DEPOSIT MONIES GENERATED
FROM POLICE TRAINING ACTIVITIES INTO SAID SPECIAL

Said proposedbrdinance may be inspected by the public at the
Office of the City Clerk, 3500 Pan American Drive, Miami, Flori-
da, Monday through Friday, •excluding holidays, between the
hours of 8 a.m. and 5 p.m.
All interested persons may appear at the meeting and may be heard
with respect to the proposed ordinance. Should any person desire to ap-
peal any decision of the City Commission with respect to any matter to be
i considered at this meeting, that person shall ensure that a verbatim
i record of the proceedings is made including all testimony and evidence
