AN ORDINANCE OF THE MIAMI CITY COMMISSION
ESTABLISHING A NEW SPECIAL REVENUE FUND
ENTITLED: "HOMELESS PROGRAM DONATIONS" AND
APPROPRIATING FUNDS IN THE AMOUNT OF $15,000
TO SAID FUND RECEIVED AS A DONATION FROM
TECHNOLOGY CENTER OF THE AMERICAS FOR
PURPOSES OF ENHANCING THE SERVICES PROVIDED
BY THE HOMELESS PROGRAM; AUTHORIZING THE CITY
MANAGER TO ACCEPT SAID DONATION, AND TO
EXECUTE ANY DOCUMENTS NECESSARY, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR
ACCEPTANCE OF SAID DONATION; ALLOCATING FUNDS
IN THE AMOUNT OF $15,000.00 FOR SAID
SERVICES; AND CONTAINING A REPEALER PROVISION
AND A SEVERABILITY CLAUSE.
WHEREAS, the Miami Homeless Assistance Program ("Program")
provides outreach assessment, information and referral services
to the homeless citizens of the City of Miami; and
WHEREAS, during Fiscal Year 2000-2001, the Program
documented 12,131 contacts and placed 3,697 homeless individuals
into programs; and
WHEREAS, Technology Center of the Americas donated $15,000
to the Homeless Program which will utilize the donation to
enhance homeless services;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Fund
established and resources are appropriated as described herein:

Section 3. The City Manager is authorized'I to accept
the donation and execute any documents necessary, in a form

acceptable to the City Attorney, with Technology Center of the
Americas for acceptance of said donation.
Section 4. Funds in the amount of $15,000 are allocated
for purposes of enhancing the services provided by the Program.

Section 5. All ordinances or parts of ordinances that
are inconsistent or in conflict with the provisions of this
Ordinance are repealed.
Section 6. If any section, part of section, paragraph,

clause, phrase or word of this Ordinance is declared invalid, the
i
remaining provisions of this Ordinance shall not be affected.
The herein authorization is further subject to compliance with
all requirements that may be imposed by the City Attorney,
1 including but not limited to those prescribed by applicable City
Charter and Code provisions.

Section 7. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.21

This Ordinance shall become effective as specified herein unless
vetoed by the Mayor within ten days from the date it was passed
and adopted. If the Mayor vetoes this Ordinance, it shall become
effective immediately upon override of the veto by the City
Commission or upon the effective date stated herein, whichever is
later.

RECOMMENDATION
It is respectfully recommended that the Honorable Mayor and the City Commission adopt
the attached ordinance to accept and appropriate a donation for $15,000.00 to the Miami
Homeless Assistance Program (MHAP) from Technology Center for the Americas. Said
donation will be utilized to enhance outreach, assessment, information and referral
services to the homeless in all the neighborhoods of the city.
BACKGROUND
During the 2000-01 program year, the Miami Homeless Assistance Program documented
12,131 contacts and placed 3,967 homeless individuals from the City of Miami into
• Miami -Dade County's Continuum of Care system of services for the homeless. Among
those placed were 187 families with 383 children. MHAP networks with the Miami
Police Department and NET offices to facilitate access to outreach services.
The housing and services facilitated by MHAP are an integral component of Miami Dade
County's Continuum of Care system of services to address homelessness. Said system is
consistent with Miami-Dade's Community Homeless Plan and Social Service Master
Plan. The donation from Technology Center for the Americas will allow the Miami
Homeless Assistance Program to provide services to the city's homeless community and
to enhance the quality of life within the City of Miami.
