BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Special Revenue Fund is established and resources are appropriated as described below: Section 2. The City Manager is authorized" to accept the grant from the FEMA Assistance to Firefighters Grant Program, and to execute all necessary document, in a form acceptable -to the City Attorney, for this purpose. Section 3. The City Manager is authorized to expend monies from this Fund for the operation of the Program. Section 5. All Ordinances or parts of Ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are repealed. Section 6. If any section, part of section, paragraph, clause, phrase, or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. The City of ,Miami Fire -Rescue Department is requesting a grant to start a Wellness and Fitness Program. This program will introduce a formal fitness regime -to promote positive physical fitness and mental health. We will provide weight and aerobic fitness equipment at all firefighter facilities. We will establish proactive injury prevention programs at the facility level. This new program will offer annual physical exams, 24-hour crisis management, an employee assistance program, an,injury/illness rehabilitation process and an incident rehabilitation program. Fire - Rescue's Management Services Division will manage the Wellness and Fitness Program. An exercise physiologist will be hired on an hourly basis and work a flexible schedule so firefighters on all shifts and schedules can take part. This individual will assist both new hires and veteran I firefighters With physical evaluations, custom training and diet programs. Additionally, this individual with staff support from the City's Risk Management Department will expand the injury prevention program by instructing firefighters in safety techniques such as proper lifting and carrying. Currently Miami's Fire -Rescue Department offers physicals to ne%v hires and annual physicals to older firefighters. The grant funds will help provide annual physicals to all firefighters.'.. A Crisis Incident Stress Management Team (CISM Team) already exists but its role will be broadened to apply a more proactive approach to crisis .management and employee. assistance. Grant funds will be used to contract with an on-call psychologist who will be available to it'ellness & Fitness Program 1121U • • u provide crisis intervention and short-term therapy. When more intensive or longer-term counseling is needed, the psychologist will make referrals to professionals in the community for individuals aggrieved under both work and non -work related maladies. The CISM Team will manage the new incident rehabilitation program. The Team reconstructs unusual or unfortunate incidents and researches techniques to use in the future to prevent reoccurrence. When an incident needing amelioration concerns a legal issue, the CISM Team can draw on the expertise of the City Attorney's Office. This department has 24 lawyers on staff to' help with rehabilitating incidents of a legal nature. Personnel S58,240 The Fire Department will hire a certified exercise physiologist or an equivalently certified professional to design and carry out the fitness protocols and provide guidance to employees beginning the wellness and fitness program. This full-time employee will be required to work some evenings and weekends so all firefighters on all shifts and at all locations can receive full benefit from the Wellness and Fitness Program. The personnel cost was calculated as $28 per hour times 2.080 hours per year.. Equipment S113,425 Equipment costs include $8,725 each for 12 Fire Stations plus the Fire Training Center for a total amount of $126,000. These funds will be used to purchase two (2) step mill type devices (Stairmaster 7000 @ $3,400 each) and basic industrial grade weightlifting equipment (estimated @ $1925/per location). 2 Wellness & Fitness Program 12219 devised on 8/7/iQl Contractual S57,000 One contractual cost will be S12,000 to secure an on call psychologist for deploytnent of our Critical Incident Stress Debriefing Team: This group will work with trained firefighters to assist individuals affected by significant on scene occurrences. The psychologist will also be.available to initiate therapy, and/or recommend other resources. The other contractual cost of S45,000 will provide annual physicals for all firefighters, both entry and veteran as outlined in the IAFC and IAFF Wellness and fitness Initiative. Indirect Charges $11,178 Indirect charges are based on the Cost Allocation Plan prepared for the City of Miami by David Griffith & Associates in compliance with OMB Circular A-87. The indirect rate for the Fire - Rescue Department is 9..70%. This rate is applied to the: total program budget less any equipment costs. The budget for our Wellness and Fitness Program excluding equipment costs is S 115,240. This amount times 9.70% equals $11,1.78. Please explain why this program would be beneficial to your community and/or to your department.', L In 2000 City'of Miami Fire -Rescue personnel were responsible for more than $1.3 million in workers compensation costs and 9,984 lost working hours due to on duty injuries. The combined total of worker's compensation claims ($1.33 million) and the cost of replacing those individuals in the field ($349,440) are in excess of $1.65 million. We project a ten percent (10%) reduction in these costs, for a savings of $160,000 after this program starts. Equipment expenses are only budgeted in the first year. In subsequent years, only ongoing maintenance will be needed and the 12219 3 Wellness & Fitness Program primary purpose of this program is to strengthen uniformed personnel so their mental. physical and emotional capabilities are resilient enough to Withstand the stresses of life and the workplace. Therein lies the most significant aspect of this program. It continues to produce results by increasing the quality of life for the firefighters both now and into retirement. The community will benefit from firefighters who can better endure the hazards of working in the unpredictable fire environment and the.hot, humid conditions in South Florida. Further gains include relieving the pressures of working in a community that places 208 calls daily (Fire/EMS) to 911 or more than 76,000 calls a year with only 12 fire stations. The citizens will gain healthier responders more capable of meeting to their needs. Currently the Fire Department has entry-level physicals and periodic physicals based upon age as outlined by the NFPA. This grant will allow us to meet the proposed standards set forth in the • International Association of Firefighters and the International Association of Fire Chiefs 1997 initiative. is Please explain why this program cannot be funded solely through local funding. The City of Miami is still in the midst of a financial crisis. This current situation does not lend itself to the introduction of new programs. We are operating under tie watchful eyes of a State of the Florida Financial Oversight Board that reviews all monetary expenditures. The Board has not been receptive to new non -revenue producing initiatives. As such, any new or major funding in the past five years has gone toward maintaining our departmental infrastructure. As serious service provider reductions occurred within the last five years, the Fire Department has been prioritizing its needs and trying to get personnel to provide basic emergency services. The City Wellness & Fitness Program 12219 has been reluctant to fund programs that do not have a direct impact on the City's day-to-day needs. Please provide any additional relevant information that you would like us to consider when evaluating your application. As occupational athletes and bedside psychologists, the job of fire -rescue professionals in an urban environment is quite demanding both a physically and emotionally. Our Department takes a long-range view in creating an environment whereby our firefighters will be as safe and productive as possible. The Fire Department is committed to allowing each unit 30 minutes of out of service time dedicated to physical fitness and training upon implementation of this program. Local 587, the.firefighters union, agreed to work with our Department in mandating full participation on this Wellness and Fitness Program..
