ORDINANCE NO.
AN ORDINANCE OF THE MIAMI CITY COMMISSION
AMENDING SECTION 35-193 OF THE CODE OF THE
CITY OF MIAMI, FLORIDA, AS AMENDED, TO
ESTABLISH PARKING RATES AT THE BOAT TRAILER
PARKING LOT AT THE SEMINOLE BOAT RAMP LOCATED
IN KENNETH MYERS PARK AT THE SOUTHWEST CORNER
OF SOUTHWEST 27TH AVENUE AND SOUTH BAYSHORE
DRIVE IN COCONUT GROVE, MIAMI, FLORIDA;
CONTAINING A REPEALER PROVISION AND A
SEVERABILITY CLAUSE; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, the Department of Off -Street Parking has entered
into an Operating Agreement with the City of Miami to operate the
boat trailer parking lot at the Seminole Boat Ramp, located at
the southwest corner of South West 27th Avenue and South Bayshore
Drive in Coconut Grove; and
WHEREAS, the Department of Off -Street Parking has reviewed
the parking rates at comparable parking lots and recommends that
the following rates be established at the Seminole Boat Ramp
parking lot, said rates to be reviewed annually to accurately

determine fair pricing and to ensure adequate revenues for
maintenance; and
WHEREAS, the Department of Off -Street Parking will maintain
a separate account for revenues and expenses originating from the
Seminole Boat Ramp and will provide necessary operating funds,
security, capital improvements and grounds maintenance for the
Seminole Boat Ramp and grounds maintenance, to include tree
trimming, turf maintenance, watering and regular shoreline trash
cleanup, for Kenneth Myers Park from said parking revenues;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Section 35-193 of the Code of the City of
Miami, as amended, is amended in the following particulars:"

Section 3. All Ordinances or parts of Ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are repealed.
Section 4. If any section, part of section, paragraph,
clause, phrase, or word of this Ordinance is declared invalid,
the remaining provisions of this Ordinance shall not be affected.

Section 5. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.'

If the Mayor vetoes this Ordinance, it shall become effective

It is respectfully recommended that the City Commission adopt the attached Ordinance amending
Section 35-193 of the City Code by establishing parking rates at the Seminole Boat Ramp Parking
Lot.
BACKGROUND
The Department of Off -Street Parking ("DOSP") has entered into an Agreement to operate the
parking lot at the Seminole Boat Ramp parking lot, which provides forty six (46) spaces. A master
meter parking system has been installed that offers patrons the convenience to purchase a parking
pass for 24-hour increments, without the overhead cost of an attendant. Patrons planning to be out
for more than one day can purchase multiple passes at one time. The boat ramp will be open to the
public 24 hours a day, seven days a week, including holidays.
The recommended rate is $8.00 for cars, with trailers, for a 24-hour period. City residents will be
eligible to purchase an annual pass for $90, or $50 for senior citizens. The annual pass is accepted
Monday through Friday, excluding holidays. There will be no charge to launch a boat from the
ramp. The revenues generated will be used solely to pay for operating costs, security and capital
improvements to the boat ramp.
The proposed rates are comparable to other marinas with boat ramps. The only difference is that
the annual pass for the Seminole boat ramp will not apply to weekends and holidays. The reason is
that there are a very limited number of parking spaces (46), and if most users purchase an annual
pass we would not be able to cover operating expenses and pay for future capital improvements.
Attached please find the list of marinas contacted and their current rate structure.
