ORDINANCE NO.
AN ORDINANCE OF THE MIAMI CITY COMMISSION
AMENDING CHAPTERS 2, 53 AND 54 OF THE CODE OF
THE CITY OF MIAMI, FLORIDA, AS AMENDED, TO
CHANGE THE NAME OF THE COCONUT GROVE
CONVENTION CENTER TO THE COCONUT GROVE EXPO
CENTER; MORE PARTICULARLY BY AMENDING
SECTIONS 2-358, 53-1, 53-151, 53-152, 53-153,
53-154 AND 54-341 OF SAID CODE; CONTAINING A
REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, the Department of Conferences, Conventions and
Public Facilities recommends that the name of the Coconut Grove
Convention Center be changed to Coconut Grove Expo Center to
identify the Center as an exhibition hall in the competitive
public assembly facility marketplace; and
WHEREAS, the City Commission has determined that such name
change is appropriate as the facility serves as one of the City's
exposition venues;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Ordinance are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Chapters 2, 53 and 54 of the Code of the City
of Miami, Florida, as amended, are further amended in the
following particulars:'/

ARTICLE IV. DEPARTMENTS
DIVISION 7. CONFERENCES AND CONVENTIONS AND PUBLIC
FACILITIES DEPARTMENT
Sec. 2-358. Organization of department.
(3) Public facilities division: The public
facilities division shall have the planning,
development, management, maintenance and
supervision of the day-to-day operations of
the city marinas, Orange Bowl Stadium, Miami
Marine Stadium and the Coconut Grove

Genven;i Expo Center, including the
coordination and management of planning,
development, and construction efforts at city
facilities. The division shall have the duty
of planning and management of promotions,
negotiations, and bookings of special events
such as concerts, sports and other
exhibitions and competitions, and other forms
of entertainment as appropriate in those
public facilities.
Chapter 53
STADIUMS AND CONVENTION CENTERS
ARTICLE I. IN GENERAL
Sec. 53-1. Ticket surcharge on paid admissions to
events.
(a) Applicability.
(1) To certain facilities. A ticket surcharge
shall be imposed against all paid admissions
to city facilities, including, without
limitation, the Orange Bowl Memorial Stadium,
the Marine Stadium, the Coconut Grove
Genvent ^^ Expo Center, the Miami Convention
Center, and the Bayfront Park Amphitheater.
Unless specifically exempted below, and for
the purposes of this section "events" shall
include activities, programs, concerts,
festivals, parties, meetings and other
gatherings for whatever social,
entertainment, cultural, sport or other
purpose and for which attendees are expected
to pay or make a donation in order to attend.
Said surcharge shall additionally apply where
admission is charged for events conducted in
city parks, facilities therein, and/or
community centers. The application of the
ticket surcharge shall commence upon the
effective date of this section, except for
those events for which advance ticket sales

have the prior approval of the city manager,
or designee.
ARTICLE III. COCONUT GROVE CONVENTION EXPO CENTER
Sec. 53-151. Applicability of article.
Unless otherwise indicated, all of the following
provisions apply to the Coconut Grove ^,tweet Expo
Center.
Sec. 53-152. Rates and charges.

Use Rate Schedule
(e) Special rates: In addition to those rates set
forth herein, special rates or fee waivers may be
approved by the city commission at the Coconut Grove
r,nvenom; Expo Center upon user request and
recommendation by the administration.
Sec. 53-153. Reservation deposit and payment of use
fees; forfeiture of fees upon
cancellation.
(a) Persons or organizations wishing to use
Coconut Grove '',.n.rent Expo Center facilities shall
be required to pay as follows:
Sec. 53-154. Transfer of use rights.
User shall have no right to transfer or assign any
interest whatsoever in the city's agreement permitting
use of Coconut Grove Ge ent! Expo Center facilities
unless such right shall have been provided for within
said agreement of the city.

ARTICLE IX. COCONUT GROVE SPECIAL
EVENTS DISTRICT
Sec. 54-341. Created, restrictions.
(b) Restrictions established. The following
restrictions shall apply to the district, excluding
Coconut Grove Genv nnc—! Expo Center permitted
activities undertaken on Pan American Drive:
Section 3. All ordinances or parts of ordinances insofar
as they are inconsistent or in conflict with the provisions of
this Ordinance are repealed.
Section 4. If any section, part of section, paragraph,
clause, phrase or word of this Ordinance is declared invalid, the
remaining provisions of this Ordinance shall not be affected.
Section 5. This Ordinance shall become effective thirty
(30) days after final reading and adoption thereof.?
zi This Ordinance shall become effective as specified herein unless vetoed
by the Mayor within ten days from the date it was passed and adopted.
If the Mayor vetoes this Ordinance, it shall become effective
immediately upon override of the veto by the City Commission or upon the
effective date stated herein, whichever is later.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Ordinance changing
the name of the Coconut Grove Convention Center to Coconut Grove Expo Center. This would
more correctly identify the Center as an exhibition hall in the competitive public assembly facility
market place.
BACKGROUND
The facility was originally built in 1943 to serve as airplane hangars for the U. S. Navy and, later,
for Pan American Airlines. Since that time the facility has undergone a number of renovations and
name changes, including Dinner Key Auditorium and Coconut Grove Exhibition Center.
The North Hall was added to the facility in 1989, and the City planned to add several breakout
meeting and function rooms which are necessary to accommodate conventions. With those plans in
mind, the facility was renamed the Coconut Grove Convention Center. However, the meeting and
function breakout space were never added due to budgetary restrictions.
The recent market analysis of convention space in this area, commissioned by the Greater Miami
Convention and Visitors Bureau, notes that the Center lacks the adequate meeting and function
space needed for hosting conventions. In fact, the facility's current schedule of events does not
include a single convention, but features trade shows, festivals, consumer shows, and private
functions. To properly market the facility, the Department of Conferences, Conventions and Public
Facilities recommends that its name be changed to Coconut Grove Expo Center to better describe
the function of the facility.
