HomeMy WebLinkAboutO-12173J-01-1019 11/28/01 ORDINANCE NO. 12173 AN ORDINANCE OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED "MIAMI-DADE COUNTY EMS GRANT AWARD (FY '2001-02)", AND APPROPRIATING FUNDS FOR THE OPERATION OF SAME IN THE AMOUNT OF $108,375.96, CONSISTING OF A GRANT FROM MIAMI-DADE COUNTY; AUTHORIZING THE CITY MANAGER TO ACCEPT SAID GRANT AWARD AND TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the Florida Department of Health is authorized by Chapter 401, Part II, Florida Statutes, to provide grants to boards of county commissioners to improve and expand pre -hospital emergency medical services ("EMS"); and WHEREAS, it is the intent of the members of the Miami -Dade Board of County Commissioners that the Fiscal Year 2001-02 funding for Miami -Dade County from the Florida Department of Health, `Florida Emergency Medical Services Grant Program for Counties", in the amount of $440,533.37, be apportioned and passed through to participating municipal fire departments for individual projects; and 1217' 3' WHEREAS, Miami -Dade County has awarded the City of Miami $108,375.96 for Fiscal Year 2001-02 for improvement and expansion of its pre -hospital EMS; and WHEREAS, the City of Miami Department of Fire -Rescue's work plan, which has been approved by Miami -Dade County, desires to implement the following projects: Riskwatch Program, EMS Equipment, EMS Conferences and Seminars, and Upgrade Station Alerting System; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Ordinance are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Fund is established and resources are appropriated as described below: FUND TITLE: Miami -Dade County EMS Grant Award (FY 2001-02) RESOURCES: Miami -Dade County (as funded by the Florida Department of Health) $108,375.96 APPROPRIATIONS: $108,375.96 Page 2 of 4 1217-3 Section 3. This appropriation is contingent upon final grant approval by the Florida Department of Health and the City Manager's acceptance thereof. Section 4. The City Manager is authorized!' to accept said grant from Miami -Dade County and to execute the necessary documents, in a form acceptable to the City Attorney, for acceptance of said grant. Section 5. All ordinances or parts of ordinances insofar as they are inconsistent or in conflict with the provisions of this Ordinance are repealed. Section 6. If any section, part of section, paragraph, clause, phrase or word of this Ordinance is declared invalid, the remaining provisions of this Ordinance shall not be affected. Section 7. Gi nez City Manager RECOMMENDATION SECOND READING ORDINANCE 10 DATE : FILE: FM-142.doc SUBJECT: Establish Special Revenue Fund "Miami -Dade County EMS Grant Award (FY `2001-02)" REFERENCES: ENCLOSURES: Ordinance It is respectfully recommended that the City Commission adopt the attached Ordinance establishing a new special revenue fund entitled "Miami -Dade County EMS Grant Award (FY `2001-02)" and appropriating grant funds in the amount of $108,375.96. The funds consist of a pass through grant from the State of Florida Department of Health and apportioned by Miami - Dade County. It is also appropriate to authorize the City Manager to accept said grant funds and to execute the necessary documents for this purpose. BACKGROUND The Florida Department of Health is authorized by Chapter 401, Part II, Florida Statutes, to provide grants to boards of county commissioners to improve and expand pre -hospital emergency medical services. Miami -Dade County annually submits the County Grant Application Package, a composite of improvements municipal Fire Departments wish to implement for the pre -hospital Emergency Medical System. A grant in the total amount of $440,533.37 has been awarded by the State of Florida and the City of Miami was apportioned $108,375.96 for the FY '2001-02 EMS Program.
