Gimenez City Manager December 10, 2002 Labor Management Council Update The Labor Management Council had the first meeting on October 31, 2002, since that time there have been a total of four (4) meetings. The Council was to report back to the City Commission within seventy-five (75) days. The following interim report is a summary of issues that have been discussed, with a short progress report of each: Council Members: • Commissioner A. Teele — Chair • William Bryson — Labor Relations • Al Cotera — FOP • Charlie Cox — AFSCME 1907 • Shad Fields — AFSCME 871 • Carlos Gimenez — City Manager • Rene Jones — Human Resources • Ed Pidermann — IAFF Council Procedures: • Issues determined by consensus (without objection) • Members bring alternate to fill in upon absence of member • Not to take the place of collective bargaining • Minutes (summary) to be kept by the Clerk's Office • City Legal should attend (Maria Chiaro) • Meetings approximately every two (2) weeks Issues• 1. Group Health Insurance — The Council has received information on their plan structure and rates. Included in these discussions were retiree rates and the effect of Medicare. The Council is perplexed as to why the City's 02-1336 HMO plan is costing less than the dual choice plan per employee (and dependant). The Council forwarded a recommendation to hire a consultant to analyze the city's plan design and make recommendations for efficiency. A sub -committee has been formed to write the RFP for a consultant. 2. Pension Cost — Discussions were held concerning the history of pension funding (Gates) and the current status based upon the economy. This issue is to be addressed at future meetings. 3. Workers Compensation and Safety Programs — Will be addressed in future meetings. 4. Commissioner Teele's issues — Commissioner Teele wanted three issues covered in future meetings: a. Technology Training citywide and getting technology into the hands of every city employee (not cell phones but two way pagers, etc.). b. The part time and livable wage issue (after a period of time). c. Unions must be a part of the public debate — pension, services, standards, etc. 5. Fire Service Delivery — Ed Pidermann is waiting for an IAFF study to address fire -rescue service within the city. He also felt the Granito study should be used. 6. Solid Waste issues — Issues in solid Waste were brought up that were labor issues. AFSCME 871 agreed to address them at Labor Relations and the Manger prior to bringing them to the Council. 7. Part timers and Temporary employees — Ms. Jones will report back to the Council in the near future on the current situation of these employees. The next meeting is scheduled for December 18, 2002.
