on October 10 2002, commencing at 9:45 a.m., at the Booker T. Wash-

ING CHAPTER 42, ARTICLE IV, OF THE CODE OF THE CITY
OF MIAMI, FLORIDA, AS AMENDED, ENTITLED "POLICE,
TOWING AND IMMOBILIZATION OF MOTOR VEHICLES,
TOWING," BY AMENDING DIVISION 2 TO CLEARLY RE-
FLECT ITS APPLICATION TO THE NONCONSENSUAL TOW-
ING OF VEHICLES FROM PRIVATE PROPERTY AND BY
ADDING DIVISION 4, POLICE TOWS, SETTING THE MAXI-
MUM TOW RATES ALLOWED BY THE CITY FOR POLICE
DISPATCHED TOWING AND WRECKER SERVICE FOR PRI-
VATE VEHICLES AND SETTING AN ADMINISTRATIVE FEE IN

"ADMINISTRATION, BOARDS, COMMITTEES, COMMIS-
SIONS, HOMELAND DEFENSE/NEIGHBORHOOD IMPROVE-
MENT BOND PROGRAM OVERSIGHT BOARD, TO (1) RE-
QUIRE THAT PROJECTS IDENTIFIED BY THE ADMINISTRA-
TION ALSO BE MONITORED BY THE BOARD; (2) EMPOWER
THE BOARD TO REQUIRE CITY OFFICIALS, VENDORS AND
CONTRACTORS RECEIVING COMPENSATION TO APPEAR
BEFORE THE BOARD; AND (3) REQUIRE THAT ALL PRO-

with respect to the proposed ordinances. Should any person desire to ap-
peal any decision of the City Commission with respect to any matter to be
considered at this meeting, that person shall ensure that a verbatim

PLEASE ALL TAKE NOTICE THAT a meeting of the City of
Miami Commission scheduled for Thursday, October 10, 2002
will convene at 9:00 a.m. at the Miami Sports and Exhibition
(MSEA) Office, VIP Room, located at the Miami Arena, 701
Arena Boulevard, Miami, Florida. Under F.S. 286.011(8) [2001],
the person chairing the Meeting of the City of Miami

attorney-client session, closed to the public, for purposes of
discussing pending litigation: National Advertising Co. vs. City
of Miami. The closed door session will begin at approximately
9:00 a.m. at the Miami Sports and Exhibition (MSEA) Press
Lounge, also located at the Miami Arena, 701 Arena Boulevard,
Miami, Florida, and conclude at approximately 9:30 a.m. The
session will be attended by the members of the City

All terrain travails
Serious safety questions are being
raised over those popular all -terrain vehi-
cles. Thousands are being recalled for
overturning too easily. Suspension failures
are being blamed for ten injuries, prompt-
ing the recall of 45,000 Artic-Cat ATVs,
also manufactured under the Massey -
Ferguson brand.
ATV injuries and the deaths of riders
under the age of 16 have nearly doubled
over the past eight years, prompting calls
for even tougher safety regulations. While
the ban of 3 -wheel ATVs has made for a
partial improvement, it's also led to the
misconception that all -terrain vehicles are
safer. Tragically, 4 -wheel ATVs have
proven to be just as unsafe as their 3 -wheel
predecessors.
