In 2001, citizens of Miami approved funding for a Miami Police Department training facility.
Since that time, the Training Unit, along with the Support Services Section have visited and
evaluated several possible sites within the boundaries of the city for the purpose of locating an
appropriate locale. One of the major obstacles in finding a site has been the limited number of
available parcels in the city that could accommodate the needs of the training center and the state
mandated requirements of the Florida Department of Law Enforcement (FDLE). In some cases, the
parcels had the necessary dimensions for the training facility, but existing impractical or unusable
structures on the property required significant expenditures to either retrofit them for the necessary
application or to demolish and clear the land.
In recent months, the police department was informed of the possibility that a large parcel of land
in the area of N.W. 7 Avenue and 17 Street could become available for our use. Bordered by N.W.
7 Avenue on the west, N.W. 20 Street on the north, I-95 on the east and N.W. 17 Street on the
south, the irregular-shaped parcel of vacant land consists of approximately 4.52 acres.
Initially, the City of Miami Commission adopted a resolution requesting that the Florida
Department of Transportation (FDOT) convey the site to the City of Miami or its designee for
public purpose. The intent at that time was that the land be provided to Camillus House for their
use. Subsequently a public hearing was held and the city commission voted against the use of this
land by Camillus House, thereby paving the way for its possible use by the police department.
On July 25, 2002, the City of Miami Commission adopted a resolution (#02-864), directing the
City Manager to conduct a study of this site and report its findings at the September 11th
Commission meeting, related to the possible construction of a training center at this location.
Subsequently a visual inspection of the site was conducted by the police department, and it was
determined that the parcel of land was large enough to accommodate the training center.
On August 14, 2002, Ms. Laura Billberry, the Director of the Asset Management Department for
the City of Miami was contacted by members of the Training Unit and was asked to ascertain the
availability of the land and its current status. Ms. Billberry's office contacted representatives of
FDOT , who claimed to be confused by the fact that the Commission had originally requested the
land for Camillus House, and now wanted it for another purpose. Ms. Billberry was able to
establish, however that the City of Miami had no title to the land, and therefore did not own it. As
a result, a letter has been sent by the city to FDOT requesting that the site be used to build the

training facility. The local office of FDOT has referred the request to Tallahassee for direction. As
of this writing, no decision has yet been communicated to the city by FDOT.
As to the actual site, 4.52 acres will accommodate a two-story administration building containing
offices, an auditorium, classrooms, and a police academy. Two additional one-story buildings can
also be constructed that would house an indoor firearms range and our survival training function,
including a gymnasium to be used for defensive tactics and for physical training for current
employees and police recruits. The administration building will contain approximately 27,000
square feet of space, the Officer Survival training building will contain approximately 21,000
square feet of space and the firearms range building will contain approximately 18,000 square feet
of space. The total square footage of the project will be approximately 66,000 square feet.
Attached please find floor plans that illustrate the layout of the three buildings, as well as the use
of the surrounding property. These are just preliminary, not to scale plans prepared by our office
that can be modified once a final decision is made on the project and an architect is contracted.
In the plans, you will note that we have included an auditorium in the administration building,
which is accessible and convenient to citizens. With this design, we can limit access of the public
to other buildings and areas where high liability courses are taught (pistol range, officer survival,
etc.), yet can be user friendly for those attending events in this building. Citizens on Patrol training
and other classes geared to the public would take place in the administration building. All in-
service police training unrelated to the pistol range or officer survival would also take place in this
building. These include instruction on advanced and specialized training courses, including tactical
command operations, weapons of mass destruction, anti -terrorism and other law enforcement -
related subjects. As you are aware, the Miami Police Training Center (MPTC) is one of only three
(3) training centers in Miami -Dade County that is certified by the Florida Department of Law
Enforcement (FDLE) to provide law enforcement training. Currently, our training center has a
Class B certification, which authorizes the police department a complete instruction on advanced
and specialized training courses funded by the Region XIV Trust Fund. On average, the MPTC
hosts twenty-five (25) courses during the Region XIV calendar year, which runs July through June
of the following year. These classes are made available to local, state and federal law enforcement
agencies. In addition, the training center also hosts approximately twelve (12) in-service courses in
the three (3) classrooms that are currently available. This figure does not include the pre- and post -
orientation courses for recruits, and the Officer Survival and annual firearms qualifications courses
geared towards our officers, and which are a continuous on-going process. These courses are held
in the David Herring Training Center facility and the Miami -Dade Firearms Range, for lack of
space in our current location. The proposed training center would provide the department with the
additional training classrooms that we currently lack at our present location, thereby offering an
opportunity to further expand the training center's ability to conduct more training for outside law
enforcement agencies. Attached, please find a list of Region XIV courses offered at our training
center, along with a synopsis of each course.

Although Miami Police recruits are currently trained at the School of Justice under our
supervision, the department has never been totally satisfied with the services provided by the
School of Justice. Our proposed training facility has incorporated classroom space and defensive
tactics provisions that would accommodate a police academy in the event that we wish to branch
out in that direction.
A twenty-four (24) lane, indoor firearms range has also been incorporated in our design. The
current state that we face, wherein we must obtain range time from another agency for our officers
to qualify, has prevented our officers from participating more frequently than the current eighteen
(18) month qualification period. The inclusion of a firearms range would not only allow for more
frequent qualification periods, but it would allow officers to go to the range and practice. In
addition, our own range would allow us to partner with other local, state and federal agencies to
defray operational costs, and at the same time provide much needed firearms training time to
agencies which would be assisting us in times of crisis. The range would contain the latest state-of-
the-art computerized controls and features. We would be using frangible rounds in our firearms
training that minimize health and safety concerns usually associated with lead projectiles.
Additionally, with the use of frangible ammunition, a less expensive standard ventilation system
can be utilized, rather than a more expensive heavy-duty system necessary when lead projectiles
are used.

Some issues that make this proposed site desirable are the fact that the site has the necessary
dimensions to construct the facility that we require. Another positive aspect to this site is the fact
that it is in the city of Miami and in relatively close -proximity to the police department's
Headquarters building. The site is also centrally located, with access to State Road 836 and I-95,
making it convenient for our officers coming from the north and south districts and those officers
traveling from other law enforcement agencies. The site's location, with the expressway abutting
the property on the east minimizes any neighborhood concerns of excessive noise emanating from
the property, and enhances security in the facility. The fact that this locale is primarily in a
business area also makes it more compatible, than if it were located in a strictly residential area.
Construction of a new charter school next to the Headquarters building makes it difficult for our
department to continue to use the Headquarters building and its surroundings as a staging area for
mobilizations. The location of this proposed site, its dimensions, parking lots and classrooms
within the training center make it more suitable for that purpose.
Some issues that detract from this site are the fact that a driving range cannot be built there. FDLE
mandates require driving ranges to have a paved area at least 300 feet by 600 feet, surrounded by
an unobstructed run-off area situated off the public roadways. Realistically speaking, it would be
very difficult to find any available site in the city that would accommodate a driving range. Even
Miami -Dade Police Department, which has a tremendous amount of property surrounding their
training complex, does not have enough land for this purpose. The Miami -Dade Police Department
utilizes the School of Justice facility, as our department would have to do, to conduct this type of
training.
Currently we conduct outdoor tactical simunition training on Virginia Key. Since outdoor
simunition training must be conducted at least 200 yards from individuals not involved in the
training scenarios, Virginia Key is the only area accessible to us with enough distance for
conducting this training. We had hoped to construct our training center in a location where we
could conduct outdoor simunition training at the facility. Due to distance requirements, outdoor
simunition training cannot take place at the 7th Avenue locale. Here again, there are very few sites
in the city that would accommodate the area necessary for this purpose. One alternative that we
have identified to replace outdoor simunition training is the construction of a "shoot -house". A
"shoot -house" is an indoor facility that basically accomplishes the same goal as outdoor simunition
training, but on a lesser scale. It is basically a smaller, indoor version of the simulated storefronts
at the FBI's "Hogan's Alley" located at Quantico, Virginia. We will be incorporating a "shoot -
house" in our plans for the training facility at N.W. 7 Avenue.
As we have been able to do in the past, we will provide training to law enforcement agencies from
other countries as they try to cope with the ever-increasing concern of rising crime and terrorist
threats.

A state-of-the-art Miami Police Training Center will benefit this community from many
perspectives. We will be able to provide frequent and superior training to the officers who serve
and protect our neighborhoods. We will provide training to local, state and federal agencies, which
in time of need, we rely upon for assistance. We will be able to provide training to our citizens on
ways to better prepare themselves in the event of chemical or biological attacks. We will also
continue with current programs such as Citizens on Patrol, and enhance our training in crime -
fighting techniques.
We must plan for the future and address the needs identified as a result of increased domestic and
foreign terrorist activities. A training center for the police department will significantly enhance
the professionalism of our officers and equip them with the knowledge and skills needed to address
criminal and terrorist threats. A training center of this scale will also send a message to the
community that we believe in their safety and well being, and that this is a serious issue to us.
In closing, other issues such as environmental contamination of the existing parcels, DERM
regulations and other unidentified issues could affect land use; but on its face, we believe that this
parcel will serve the needs of the police department for a training facility. For this reason, we
wholeheartedly recommend that the city take the necessary steps to obtain this parcel of land, with
the goal of constructing a neva training center that can serve us for many years to come.

COURSE TITLE: BREATH ALCOHOL TECHNICIAN
Synopsis: This forty (40) hour course is designed to provide the students with an
understanding of both the technical and legal aspect of breath-alcohol analysis and assist
the student in developing the skills necessary to operate an Intoxilyzer 5000 series.
COURSE TITLE: RADAR CERTIFICATION
Synopsis: This forty (40) hour course is designed for the law enforcement officer in
a patrol position to improve the effectiveness of speed enforcement through the proper
and efficient use of the police traffic RADAR speed measurement device.
COURSE TITLE: ETHICS & PROFESSIONALISM
Synopsis: This twenty-four (24) hour course is designed for the criminal justice
participant to understan&and have a working knowledge of leadership and field training
issues that relate to unethical acts. Topics will also include an understanding of an
administrative process that prevents unethical acts and enhances professionalism.
COURSE TITLE: HANDGUN TACTICAL
Synopsis: This sixteen (16) hour course will cover the handling of sidearms during
tactical encounters. The program will expose participants to the various techniques and
tactics that could be used during the use of firearms in stressful situations. Students will
participate in day/nighttime fire, discretionary shooting, close proximity shooting, combat
shooting, handgun retention, and officer survival considerations.
COURSE TITLE: DRUG RECOGNITION EXPERT
Synopsis: This forty (40) hour course is designed for the traffic officer or patrol
officer responsible for enforcing traffic laws. The students are taught the techniques and
procedures for evaluating persons suspected of drug impairment.
COURSE TITLE: INSTRUCTOR TECHNIQUES WORKSHOP
Synopsis: This eighty (80) hour course was developed to enhance the criminal
justice participants knowledge, skills and ability to provide efficient and effective training
to fellow criminal justice personnel in those skills or subject areas dictated by local
needs. The course will prepare the participant for certification as a State Certified
Criminal Justice Instructor.

COURSE TITLE: FIREARMS INSTRUCTOR TECHNIQUES WORKSHOP
Synopsis: This forty-eight (48) hour course is designed to provide knowledge and
hands-on training that will enable instructors to impart up-to-date, job-related firearms
training to recruits and in-service personnel. This course will prepare the participant for
certification as a State of FloridaCertified Firearms Instructor.
COURSE TITLE: INVESTIGATIVE CONCEPTS IN OFFICER INVOLVED
SHOOTINGS
Synopsis: This 24 hour course is to provide the students knowledge, guidelines and
procedures necessary to properly manage, investigate and document police action
shooting incidents and other critical incidents, and to prepare for the litigation that will
likely follow such occurrences.
COURSE TITLE: CRIMINAL LAW
Synopsis: This forty (40) hour course will cover the following topics; recent
legislation and cases impacting on law enforcement, including those relating to high
speed pursuit and other liability topics; substance criminal laws; warrantless searches,
statements, and confessions; and laws of arrest. In addition, court decisions relating to
stop and frisk and the United States Supreme Courts "plain feel" doctrine will be
addressed.
COURSE TITLE: ORGANIZATIONAL CULTURE AND LEADERSHIP SKILLS:
ISSUES AND CHALLENGES FOR THE DIVERSE WORKPLACE
Synopsis: This forty (40) hour training course will focus on practical applications of
selected leadership models such as the trait approach, the style approach, charismatic and
transformational approaches, situational leadership, psychodynamic perspectives, group
and team dynamics, and leadership issues in multicultural/diverse workplaces. The
course will provide a balanced perspective that combines theoretical approaches and
hands-on applications for law enforcement managers, supervisors and other personnel.
The course will emphasize the importance of applying selected leadership skills
congruent with the organizational culture.
COURSE TITLE: INTERVIEWS AND INTERROGATIONS
Synopsis: This forty (40) hour course is designed to give the participants the
understanding of the basic process and purpose of interviews and interrogations. The
students will be able to differentiate between the two, and will be familiar with important
case law affecting interview and interrogation procedures.

Synopsis: This forty (40) hour course will expose the participants to the latest
techniques, strategies, and equipment necessary for the successful implementation of a
Dignitary Protection Operation. The goal of the program is to provide the participant
with the knowledge necessary to perform dignitary protections within his/her jurisdiction.
COURSE TITLE: BASIC UNDERWATER PHOTOGRAPHY FOR LAW
ENFORCEMENT OFFICER
Synopsis: This forty (40) hour course is designed to expose the officers with
information on the needs, maintenance, usage and basic repair of underwater photograph
equipment. To allow the students to demonstrate through practical application the
acquired knowledge and techniques pertaining to Basic Underwater Photography for Law
Enforcement.
COURSE TITLE: LEADERSHIP AND MANAGEMENT
Synopsis: This twenty-four (24) hour course will focus upon management and
leadership styles, skills, abilities, roles, and responsibilities. Participants will complete
two validated self-assessment tools to discover their management and leadership
strengths, to identify areas that require further development, and to understand how their
management and leadership style relates to ethical decision making, planning, problem
solving, communication, delegation, time management, coaching and discipline.
COURSE TITLE: COMBAT CONDITIONING FOR FEMALE OFFICERS
Synopsis: This forty (40) hour course is specifically designed for female law
enforcement officers who would like to enhance their physical strength and psychological
skills for controlling confrontations. This course will consist of classroom lecture,
defensive tactics, ground fighting, knife retention, live fire drills, tactical simmunition
shooting, practicums and extensive physical activity.
COURSE TITLE: UNDERCOVER TACTICAL OPERATIONS COURSE
Synopsis: This forty (40) hour course offers an intensive practical application for the
explicit purpose of tactical survival and the basic investigative documentation. Mental
and physical survival tactics for officers involved in high-risk encounters with subjects
implicated in drugs or other investigations will be taught. This course is designed as
hands on and direct learning application. High impact learning will be aided by
simmunition equipped weapons for tracking operational skills and survival behaviors.
Officers will be exposed to several practical surveillance scenarios, which will be
critiqued by the overall quality of the surveillance.

Synopsis: This forty (40) hour course is designed to assist investigators in preparing
strong cases for court and enhancing their courtroom testimony. Attorneys specializing
in defense criminal proceedings and state attorneys will instruct the course. The students
will be given a case to prepare during the week, which will be presented in a moot -court
session.
COURSE TITLE: TACTICAL COMMAND OPERATIONS
Synopsis: This twenty-four (24) hour course is designed for commanders and
supervisors (including SWAT personnel) or others responsible for critical incident
command. This course will cover: SWAT concept history, philosophy and mission,
command responsibilities, critical incident response, incident command, command
decisions, crisis negotiations, barricaded subjects and hostage incidents.
COURSE TITLE: RITUALISTIC CRIMES
Synopsis: This forty (40) hour course is designed to provide the officer with the
skills necessary to recognize and explain symbols and ritual items found in the course of
a criminal investigation associated with Santeria, Palo Mayombe and Voodoo. Law
Enforcement officers will be trained to investigate and interpret the other criminal
activities. The programs goal is to provide law enforcement officers with an in-depth
knowledge of Afro-Cuban Santeria, Palo Mayombe, Haitian Voodoo and other similar
religions practiced.
COURSE TITLE: ACTIVE SHOOTER
Synopsis: This sixteen (16) hour course is designed to familiarize officers with
effective tactics to deal with active shooter incidents. Particular emphasis will be placed
on school related shootings. Course consists of both classroom and practical exercises.
COURSE TITLE: CHEMICAL TEST REQUALIFICATION
Synopsis: This eight (8) hour course is designed to re -qualify breath test operators
for their two-year certification requirement relating to driving while impaired.
COURSE TITLE: ARMED CONFRONTATION
Synopsis: This forty (40) hour course will include tactics during armed
confrontation, felony stops, traffic stops, in -progress crimes, and defensive tactics.
Instruction will consist of classroom lecture, practicums, tactical simmunition shooting

then be required to participate in practicums designed for these crimes. Recent court
rulings affecting the 5th and 6th Amendments rights and their resulting ramification will
be addressed.
COURSE TITLE: PHYSICAL FITNESS SPECIALIST CERTIFICATION
Synopsis: This forty (40) hour course is designed for those individuals interested in
mastering the basic facts, concepts, principles, and skills of developing individual
physical fitness programs within their specialized setting.
COURSE TITLE: ADVANCED RITUALISTIC CRIMES
Synopsis: This twenty-four (24) hour course provides an in-depth analysis of
religious cults in the United States, with an emphasis on contemporary non-traditional
religious systems such as Santeria, Palo Mayombe, Haitian Voodoo and Afro -Brazilian
Candomble & Macumba. The South Florida diverse cultural populations bring numerous
religious traditions together, thus making it relevant, as well as understanding their
potential for forensic and criminal activities. Only officers that have received the 40 -hour
basic course titled, "Ritualistic Crime Investigation" are eligible to enroll in this
advanced seminar. The goal is to expand and enhance knowledge of Afro-American
religions by focusing on Santeria, Palo Mayombe and Haitian Voodoo. Learning
strategies for this advanced course includes detailed analysis of related cases, participant -
observation of selected rituals involving animal sacrifice, divination and other
ceremonials, small group exercises, ritual site visits and presentation by actual
practitioners.
COURSE TITLE: INJURY AND DEATH INVESTIGATION
Synopsis: This forty (40) hour course is designed to focus on practical and efficient
investigate tools and techniques. The student will learn the various aspects of homicide
investigation and use of the sound, professional investigative procedures.

Synopsis: This forty (40) hour course is offered to fulfill the mandatory (and
mandated) forty -hours of training that is required by the State of Florida for officers

COURSE TITLE: POLICE TACTICAL CARBINE
Synopsis: This 16 hour course is designed to familiarize the officer with new and
basic shooting techniques that will enhance their ability to use their carbine in a safe and
proper manner. They also go through marksmanship training from various distances and
positions like prone, kneeling and the use of barricade and cover.
COURSE TITLE: M-26 TASER WEAPON CERTIFICATION:
Synopsis: This eight (8) hour course consists of an overview of the use of force
continuum, physiological and physiological effects of the M-26 Taser, the most effective
less -than -lethal weapon on the market today. Proper deployment methods, reporting
procedures and the history and nomenclature of the M-26 Taser will also be covered, as
well as hands-on training and videos.
COURSE TITLE: OC SPRAY CERTIFICATION:
Synopsis: This eight (8) hour course consists of an overview of the Use of Force
Continuum, physiological and psychological effects of the Sabre Red pepper spray,
proper deployment methods, reporting procedures and the history and nomenclature of
the pepper spray. Hands on training and videos will be incorporated in the training.
COURSE TITLE: FATS SIMULATOR TRAINING
Synopsis: This four (4) hour course utilizes the FATS 3 simulator -training
curriculum that consists of "shoot/don't shoot" situations involving computerized
scenarios. The training will enhance the decision ability for the officer in a stressful
shooting situation. Florida State Statutes relating to the use of deadly force are discussed
in detail. Hands-on training will be incorporated in the training.
COURSE TITLE: OFFICER SURVIVAL TRAINING
Synopsis: This forty (40) hour course will assist officers in preparing mentally and
physically during life threatening situations. The training will include cover and
concealment, flashlight techniques, homeless sensitivity, profiling, defensive tactics, Asp
refresher, handcuffing and searching techniques. Fats training and simunition training are
incorporated in the session. The Fats and the simunition are hands- on and are
incorporated in the training.

At your request the Administration was directed to study the feasibility of constructing the Miami
Police Department Training Facility at NW 7 Avenue, between 17th Street and 20th Street. This
site is presently owned by Florida Department of Transportation (FDOT) and had a previously been
considered for the relocation of Camillus House. The site is approximately four acres in size and is
made up of four separate parcels.
FINDING
It is our determination, after having inspected the site, that it is of sufficient size to construct the
training facility and the surface parking that it requires. The training building will have regular
classrooms, a computer -training classroom, an indoor firearms range, a shooting scenario firearms
range, shooting scenario simulator training area, and defensive tactics training area along with
administrative instructor offices.
