(AP) — Investigators were on
the way to Texas on Sunday to
pick up a 16 -year-old girl
snatched from her home by a
man who has evaded authori-
ties in three states.
The girl was in the custody
of police in Orange, Texas, on
Sunday, a day after, she was
abducted from this North Flor-
ida town about 485 miles away,
authorities said.
Ernie Paul Dugas, 30, is
charged with kidnapping, and
authorities have issued a war-
rant for his arrest. Law enforce-
ment officials in Florida, Texas
and Louisiana were searching
for Dugas, who once lived in

of Miami Commission scheduled for Thursday, September 5, 2002,

[2002], the person chairing the City of Miami Commission meeting

commencement of attorney-client sessions, closed to the public,
for purposes of discussing pending litigation: (1) McGrath et. al.
vs. City of Miami and Miami -Dade County et .al. vs. City of Miami
(Parking Surcharge case); and (2) Patricia Robbins as Personal
Representative of the Estate of Otis James Robbins vs. City of
Miami. The closed door sessions will begin at approximately 5:00
p.m. and conclude at approximately 6:00 p.m. Both sessions will
be attended by the members of the City Commission, Tomas
Regalado, Angel Gonzalez, Joe Sanchez, Arthur E. Teele, Jr., and
Johnny L. Winton; the City Manager, Carlos A. Gimenez; the City
Attorney, Alejandro Vilarello, and Assistant City Attorney Maria J.
Chiaro. The session related to the Parking Surcharge cases will
be attended additionally by Counsels for the City, Joseph Serota
and Christopher Kurtz of the law firm Qf Weiss Serota & Helfman.
The session related to the Robbins case will be attended
additionally by Assistant City Attorneys Julie O. Bru and Warren
Bittner. A certified court reporter will be present to ensure that the
sessions are fully transcribed and the transcripts will be made
public upon the conclusion of the above cited, ongoing litigations.
At the conclusion of the attorney-client sessions, the regular
Commission meeting will be reopened and the person chairing the
Commission meeting will announce the termination of the
attorney-client sessions.
All members of the public are invited to attend the regular portion
of said meeting.

Rayne, La., said criminal inves-
tigator David Baldwin of the
Bay County Sheriffs Office.
Baldwin said he and a dep-
uty were driving to Texas to
pick up the girl and bring her
home.
Baldwin said ,there was
"some sexual battery" during
the girl's 14 -hour abduction.
"She's been through a heck
of an ordeal and we're going to
keep her safe," Baldwin said
Sunday in an interview on his
cellular phone.
The girl's name is being
withheld because of the alleged
sexual battery.
The teen was abducted Sat-
urday morning when she

answered the door at her homes ,
The stranger grabbed the girl
and forced her into his car,
police said.
He allowed her to use his
cellphone while they were at a
rest stop, shortly after they had
crossed the border from Louisi-
ana into Texas, police said.
The girl called a relative in
Florida, who contacted the
authorities. Police in Orange
found the girl alone at the rest
stop, about 14 hours after she
was abducted, police said.
The state issued an alert for
the girl using radio and televi-
sion emergency airwaves
across Texas to broadcast
notices of child abductions.

Two personal watercraft
riders roared away from Key
West on Sunday on a 1,600 -mile
journey bound for New York
City to honor victims of the
Sept. II attacks.
Gilles Dandrieux and Shawn
Alladio left Key West's Smoth-
ers Beach. They are scheduled
to arrive at the Statue of Liberty
on Sept. 11.
"This is our way of being
part of what happened," said
Dandrieux of Miami Beach, an
extreme sports athlete. "We go
to pay our respects and pray for
lives that were. lost "
Alladio, of Tustin, Calif., is a
personal watercraft instructor
for law enforcement and rescue
agencies, including the New
York City Police Department's
Emergency Services Unit.
The pair intend to ride their
Wave Runners approximately
six hours each day.
As well as commemorating
the attacks, the voyage is to
raise funds for the Brain Trust
at Miami Children's Hospital.
