Found Officer Claude guilty of all 5 charges and recommended to the City Manager that the Department Director's decision to impose a 20 -hour suspension be upheld. Found Ms. Barbara Harris guilty of all 6 charges and recommended to the City Manager that the Department Director's decision to impose a 8 -hour suspension be upheld. The Board denied the complaint filed under Rule 16.2 by all of the complainants (Police Lieutenants) with respect to the 1998 Police Captain exam with the exception of Police Lieutenants Thomas Roell, Andrew Vera, and William Schwartz. The Board recommended to the City Manager that Thomas Roell, Andrew Vera, and William Schwartz be promoted to Police Captain. Recommended approval of the proposed amendment to Civil Service Rule 5, APPLICATIONS FOR EXAMINATIONS, Sec. 5.2 Application Forms. Page 1 of 5 Concurred with the Board's finding. (Awaiting City Manager's Judgment) (Awaiting City Manager's Judgment) Declined the Board's recommendation and directed the Police Chief to retroactively promote one individual to the position of Police Captain from the 1998 Police Captain's eligible register and that the promotion be retroactive to the date Police Captain Roman Martinez was promoted. Approved by City Commission CIVIL SERVICE BOARD APPEAL, GRIEVANCE, UNSATISFACTORY SERVICE RATING, & ADMINISTRATIVE HEARINGS NOVEMBER 2001 - MAY 2002 03/05/02 Johnnie Mathis 20 -Hour Found Officer Mathis guilty of all 5 (Awaiting City Manager's Judgment) 02-02D Police Officer Forfeiture charges and recommended to the City Manager that the Department Director's decision to impose a 20 -hour forfeiture of earned overtime be upheld. 04/02/02I Jose Romano Prin. Staff Auditor Grievance Found that there was an abuse of power Rule 16.1 demonstrated by the Department Director of Community Development. Recommended that the City Manager issue a reprimand to Ms. Gwendolyn Warren, Director, Department of Community Development based upon the Board's finding of an abuse of power and that Mr. Romano be considered for additional compensation as a result of what he has been through while assigned to the Department of Community Development. (Awaiting City Manager's Judgment.) 04/16/02 Edmond Croughwell Show Cause As a result of a complaint made by N/A Police Lieutenant Hearing Identification Technician Rafael Garcia against Lt. Edmond Croughwell, the Board approved a motion (3-2) recommending that Lt. Croughwell be suspended for 80 hours due to the Board's finding of an abuse of power. Lt. Croughwell was called before the Board to show cause why the 80 -hour suspension should not be imposed against him. After hearing the facts of the case, the Board decided, by a (4-1) vote that Lt. Croughwell receive a reprimand only in lieu of the 80 -hour suspension.
