charges and recommended to the City
Manager that the Department Director's
decision to impose a 8 -hour suspension
be upheld.
The Board denied the complaint filed
under Rule 16.2 by all of the
complainants (Police Lieutenants) with
respect to the 1998 Police Captain exam
with the exception of Police Lieutenants
Thomas Roell, Andrew Vera, and William
Schwartz. The Board recommended to
the City Manager that Thomas Roell,
Andrew Vera, and William Schwartz be
promoted to Police Captain.

considered for additional compensation
as a result of what he has been through
while assigned to the Department of
Community Development.

04/16/02 Edmond Croughwell Show Cause As a result of a complaint made by N/A
Police Lieutenant Hearing Identification Technician Rafael Garcia
against Lt. Edmond Croughwell, the
Board approved a motion (3-2)
recommending that Lt. Croughwell be
suspended for 80 hours due to the
Board's finding of an abuse of power.
Lt. Croughwell was called before the
Board to show cause why the 80 -hour
suspension should not be imposed
against him. After hearing the facts of
the case, the Board decided, by a (4-1)
vote that Lt. Croughwell receive a
reprimand only in lieu of the 80 -hour
suspension.
