HomeMy WebLinkAboutM-02-0516CA-11 CIVIL SERVICE BOARD REPORT MAY 9, 2002 02- 516 Cit F-+ Cn CIVIL SERVICE BOARD APPEAL, GRIEVANCE, UNSATISFACTORY SERVICE RATING, & ADMINISTRATIVE HEARINGS NOVEMBER 2001 - APRIL 2002 01/08/02 Susan Cambridge Grievance The Board found that there was no Concurred with the Board's finding. 2000-02D Planner I Rule abuse of power demonstrated by the 16.1/16.2 1 Planning and Zoning Department. 01/08/02 Claudia Claude 40 -Hour Found Officer Claude guilty of all 5 01-17D Police Officer Suspension charges and recommended to the City Manager that the Department Director's decision to impose a 20 -hour suspension be upheld. 01/08/02 Barbara Harris 8 -Hour Found Ms. Barbara Harris guilty of all 6 01-26D Secretary II Suspension charges and recommended to the City Manager that the Department Director's decision to impose a 8 -hour suspension be upheld. 01/22/02 F.O.P. , et.al Grievance The Board denied the complaint filed 99-34G (Police Lieutenants) Rule 16.2 under Rule 16.2 by all of the complainants (Police Lieutenants) with respect to the 1998 Police Captain exam with the exception of Police Lieutenants Thomas Roell, Andrew Vera, and William Schwartz. The Board recommended to the City Manager that Thomas Roeil, Andrew Vera, and William Schwartz be promoted to Police Captain. 01/22/02 Public Hearing Recommended approval of the Rule 5.2 proposed amendment to Civil Service Rule 5, APPLICATIONS FOR EXAMINATIONS, Sec. 5.2 Application Forms. CIVIL SERVICE BOARD APPEAL, GRIEVANCE, UNSATISFACTORY SERVICE RATING, & ADMINISTRATIVE HEARINGS 03/05/02 Johnnie Mathis 02-02D I Police Officer 04/02/02I Jose Romano Prin. Staff Auditor 04/16/02I Edmond Croughwell Police Lieutenant NOVEMBER 2001 —APRIL 2002 20 -Hour Found Officer Mathis guilty of all 5 Forfeiture charges and recommended to the City Manager that the Department Director's decision to impose a 20 -hour forfeiture of earned overtime be upheld. Grievance Found that there was an abuse of power Rule 16.1 demonstrated by the Department Director of Community Development. Recommended that Lt. Croughwell serve an 80 -hour suspension. (Awaiting City Manager's Judgment) (Awaiting City Manager's Judgment.) Show Cause As a result of a complaint made by N/A Hearing Identification Technician Rafael Garcia against Lt. Edmond Croughwell, the Board approved a motion (3-2) recommending that Lt. Croughwell be suspended for 80 hours due to the Board's finding of an abuse of power. Lt. Croughwell was called before the Board to show cause why the 80 -hour suspension should not be imposed against him. After hearing the facts of the case, the Board decided, by a (4-1) vote that Lt. Croughwell receive a reprimand only in lieu of the 80 -hour suspension. Public Hearings The Civil Service Board conducted 1 Public Hearing regarding a Rule Change to Civil Service Rule 5.2. Show Cause Hearing The Board conducted one (1) Show -Cause hearing to date.
