Thompson/City Clerk MINUTES OF SPECIAL MEETING OF THE CITY COMMISSION OF MIAMI, FLORIDA On the 15`x' day of April 2002, the City Commission of Miami, Florida, met at the Miami Arena, Miami Sports & Exhibition Authority, 701 Arena Boulevard, Miami, Florida, in special session. The meeting was called to order at 3:28 p.m. by Chairman Tomas Regalado with the following members of the Commission found to be present: Commissioner Angel Gonzalez (District 1) Chairman Tomas Regalado (District 4) Commissioner Arthur E. Teele, Jr. (District 5) ALSO PRESENT: Carlos A. Gimenez, City Manager Alejandro Vilarello, City Attorney Joel Maxwell, Deputy City Attorney Julie Abreu, Assistant City Attorney Sylvia Scheider, Assistant City Clerk Lori Piechura, Special Counsel, Hogan & Hartson Carol Licko, Special Counsel, Hogan & Hartson ABSENT: Vice Chairman Johnny L. Winton (District 2) Commissioner Joe Sanchez (District 3) Priscilla A. Thompson, City Clerk 1 April 15, 2002 1. ATTORNEY-CLIENT SESSION: PENDING LITIGATION RELATING TO NATI0NAL ADVERTISING CO. VS. CITY OF MIAMI. Commissioner Teele: Look, Mr. Chairman, can we get started because we've got 10 minutes and Mr. Gonzalez has got to leave. Let's respect his time. Chairman Regalado: Right. And -- but they still don't have the -- Alejandro Vilarello (City Attorney): Now we're set up for the court reporter. Commissioner Teele: She's set up. Are you set up, ma'am? Joyce Jones (Technical Operations Coordinator/Court reporter/City of Miami): Yes, 1 an -I. Mr. Vilarello: OK. Chairman Regalado: OK. Mr. Vilarello: Mr. Chairman, you've called the public meeting to order:' Chairman Regalado: Yes, sir, I did. Mr. Vilarello: You'd like me to read the direction of the meeting? Chairman Regalado: Yes, sir, I do. Mr. Vilarello: Pursuant to Florida Statute 286.011, the City Commission has convened -- is going to convene the commencement of an attorney/client session closed to the public for the purpose of discussing a pending litigation, National Advertising Company versus the City of Miami. The closed -door session will begin at approximately 3:30 p.m., at the MSEA (Miami Sports & Exhibition Authority) -- Miami Sports and Exhibition Board room, located at the north lobby entrance to the Miami Arena, and conclude approximately half an hour later. The session will be attended by members of the City Commission: Tomas Regalado, Angel Gonzalez, and Arthur E. Teele; the City Manager, Carlos Gimenez; the City Attorney, Alejandro Vilarello; Joel Edward Maxwell, Deputy City Attorney; Julie Abreu, Assistant City Attorney, and Special Counsel for the City Attorney is from Parker Thomson, Carol Licko and Lori Piechura from the law firm of Hogan & Hartson. A certified court reporter will be present to ensure that the sessions are fully transcribed and the transcript will be made public upon the conclusion of the litigation. At the conclusion of the attorney/client session, the Special Commission meeting will be reopened and the person -- and the chairperson will announce the termination of the attorney/client session. At this point, any members who I did not specifically announce need to be -- need to leave the room. 2 April 15, 2002 Chairman Regalado: I think she needs to -- Mr. Vilarello: This Gentleman and -- THEREUPON, THE CITY COMMISSION RECESSED INTO ATTORNEY/CLIENT SESSION AT 3:30 P.M. AND RECONVENED AT 4:05 P.M., WITH ALL MEMBERS OF THE CITY COMMISSION FOUND TO BE PRESENT, EXCEPT VICE CHAIRMAN WINTON AND COMMISSIONER SANCHEZ, Mr. Vilarello: For the record, the City Commission adjourned. The court reporter did take the adjournment of the meeting where the executive session was closed and Special Commission meeting was closed. For the record, that meeting adjourned at approximately 4:08 on 4-15-2002. 3 April 15, 2002 THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE CITY COMMISSION, THE SPECIAL MEETING WAS ADJOURNED AT 4:08 P.M.
