It is respectfully requested that amendments to the FY2002 Annual Appropriations
Ordinance No. 12128, as amended, be approved.
The proposed revisions include an increase of $175,000 to the budget of the Office of the
Mayor for three additional positions funded by the General Fund. The adjustment reflects
the addition of a Senior Financial Advisor, the possible addition of an Economic
Development Advisor (currently planned to be filled by a consultant) and an assistant.
The Non -Departmental accounts budget is also being increased by $296,290 for Strategic
Initiative reserves that will act as matching funds for a FIND grant in the capital fund. The
grant and the strategic initiative reserve funds have been identified to design and construct a
fuel dock at Dinner Key Marina.
Approval is also being requested to reprogram $280,500 of Strategic Initiative funds
previously appropriated in CIP 341184, Business District Street Improvements, to CIP
331386, Lemon City Park Improvements, and CIP 322062, Manuel Artime Center Interior
Improvements. There are insufficient funds in the current CDBG allocation to CTP for the
Lemon City and Manuel Artime Center improvements. However, both of these were eligible
CDBG projects. The shortfall in CDBG allocation for these projects resulted from the use of
CDBG allocation for Design District street improvements rather than the use of Strategic
Initiative funds previously allocated for the Design District.
Additionally, revisions are being made to certain ongoing capital improvements projects for
work needed to begin this fiscal year and new projects to be initiated. Most notably,
appropriations of approved FEMA funds in the amount of $12,715,600 are included for
emergency relief and hazard mitigation projects resulting from the October 2000 Floods
Disaster.
