HomeMy WebLinkAboutM-02-0235EMERGENCY REPAIR PROGRAM p5'l000 The Emergency Repair Program is designed to pL,when lower income homeowners with financial assistance to permit emergency repairs up to $ City of Miami inspectors determine that an immediate health and/or safety hazard exists to the inhabitants of the house and the owner/resident of the property has no means of undertaking such repairs. Financing in the form of a grant up to a maximum of $10,000 is available to households whose total income does not exceed 80% of the median income based upon the total number of occupants, to repair emergency conditions, i.e. health and/or safety hazards which may exist in their home. In most cases this Program will serve as a stop -gap measure providing a relatively quick response to a specific emergency condition and will not result in the -correction of all existing code violations. A. EMERGENCY CONDITION An emergency condition is defined as the presence of an emergency condition, which poses an imminent threat to the health and/or safety of the occupants, which has been documented and verified by an Inspector from the City of Miami. Examples of such types of repairs may include the following: Roofing Major Electrical Repairs Major Plumbing Repairs This emergency condition shall not be covered by a home insurance policy or other owner assets, ex, bank accounts, savings, etc. B. FINANCIAL ASSISTANCE 1 DEFERRED PAYMENT LOAN A maximum amount of $10,000 per case shall be awarded to make the emergency repair under the same terms as the regular Single Family Rehabilitation Program. C. CONTRACTOR SELECTION / AWARD OF CONTRACT The City of Miami shall develop and maintain a list of qualified, licensed contractors who are interested in working with this Program, and are able to respond to bid requests within a short time frame. Homeowners will be responsible for selecting a contractor from said list, who has provided the lowest reasonable bid. Owners selecting other than the lowest bid, will be required to pay the difference between the lowest bid and that which they have selected. APPROVAL PROCESS Cases shall be processed on a first come, first ready basis with the City of Miami reserving the right to prioritize cases based upon the degree of urgency of the health/safcty threat posed -by the emergency condition. Assistance will be awarded/approved by the Director of Community Development. E. REFERRAL TO SINGLE FAMILY REHABILITATION PROGRAM Houses assisted through the Emergency Repair Program (One unit) but not brought into code compliance, shall automatically be referred to the City of Miami's Single Family Rehabilitation Program for assistatice in order to bring the residence up to%.code standards Cases eligible for rehabilitation assistance shall have the total dollar amount of the Emergency Repair Program funding previously received deducted from the maximum of assistance available through the Single Family Rehabilitation Program. F. PROGRAM PARTICIPATION City of Miami homeowners will be eligible to participate in this Program no more often than once every ten (10) years, Total housing unit and/or homeowner participation will be limited to no more than two (2) approvals of funding assistance received via this Program.
