A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A FOUR-FIFTHS (4/5") AFFIRMATIVE VOTE, AFTER
AN ADVERTISED PUBLIC HEARING, RATIFYING,
APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING OF SOLE SOURCE AND WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDDING
PROCEDURES; AUTHORIZING THE PURCHASE OF A
PORTABLE LIVE FIRE BURN STRUCTURE (FIREFLASH
TRAINER) FOR THE DEPARTMENT OF FIRE -RESCUE,
WITH A ONE-YEAR MANUFACTURER WARRANTY FROM
FIREBLAST 451, INC., THE SOLE SOURCE

WHEREAS, the Department of Fire -Rescue (Fire -Rescue)
requires the procurement of a portable live fire burn structure
(Fireflash Trainer) for the purpose of providing live fire
training for firefighters in a controlled environment; and
WHEREAS, the proposed equipment is computer controlled for
safety and uses LP gas and simulated smoke to be environmentally
safe; and

WHEREAS, there are no controlled burn facilities within the
entire 2000 square mile county ("Miami -Dade") surrounding the
City of Miami jurisdiction; and
WHEREAS, the equipment would be centrally housed adjacent to
Fire -Rescue's Training Center and available for deployment to
neighboring Fire -Rescue departments; and
WHEREAS, the portable concept allows the unit to be moved to
specific sites so that in-service units are not removed from
their response zones and allows Fire -Rescue to minimize down time
and increase productivity; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that Fireblast 451, Inc., is the sole source distributor for the
required equipment in this service area and recommended that the
requirements for competitive formal sealed bidding procedures be
waived and the procurement of the above service as specified be
approved; and
WHEREAS, the finding of the Chief Procurement Officer has
been approved and adopted as the finding of the City Manager; and

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5ths) affirmative vote,
after an advertised public hearing, the City Manager's finding of
sole source and waiving the requirements for competitive sealed
bidding procedures are ratified, approved and confirmed, and the
procurement of a portable live fire burn structure (Fireflash
Trainer) for Fire -Rescue, with a one-year warranty from
Fireblast, Inc., the sole source manufacturer, is authorized, in
an amount not to exceed $276,800, with funds allocated from the
FEMA/Assistance to Firefighters Grant Award (Fiscal Year 2002)
for Fire Operations and Firefighter Safety Project No. 110014,
Account Code No. 180110.6.840.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!/
li If the Mayor does not sign this Resolution, it shall become
effective at the end of ten calendar days from the date it was
passed and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.

It is respectfully recommended thaf the City Commission adopt the attached Resolution ratifying,
approving, and confirming the City Manager's finding of sole source, waiving the requirements for
competitive sealed bids and authorizing the purchase of one (1) portable live fire burn structure (Fireflash
Trainer), with a one year manufacturer warranty for the Department of Fire -Rescue, from Fireblast 451,
Inc., a Non-Minority/Non-Local vendor, located at 2875 Sampson Avenue, Corona, California, 92879,
the sole source manufacturer, for a total contract amount not to exceed $276,800. Funds for this
proposed purchase are available from the FEMA/Assistance to Firefighters Grant Award (FY 2002) for
Fire Operations and Firefighter Safety Project No. 110014, Account Code No. 280110.6.840.
BACKGROUND
The Department of Fire -Rescue received a grant from the Federal Emergency Management Agency
("FEMA") in support of local firefighters in carrying out projects in public safety, public health, and
emergency response. In compliance with the provisions of the grant, the Department of Fire -Rescue
requires one (1) portable burn building simulator ("Fireflash Trainer") for the purpose of providing live
fire training for firefighters in a controlled environment. This proposed equipment is computer controlled
for safety and uses LP gas and simulated smoke to be environmentally safe. Currently, there are no
controlled burn facilities within the entire 2000 square mile county ("Miami -Dade") surrounding the City
of Miami jurisdiction. The Fireflash Trainer would be centrally housed adjacent to the Department's
Fire -Rescue Training Center. The portable concept allows the unit to be moved to speck sites so that
in-service units are not removed from their response zone, which allows the Departmen bf Fire -Rescue
to minimize down time and increase productivity. Fireblast is the sole ma>36facturer and distributor of
the proposed live burn structure and complies with the State of Florida B`areau of Fire Standards and
Training requirements.
As the Chief Procurement Officer has deemed Fireblast 451, Inc. as a sole source; it is therefore
recommended at this time that the City Commission ratify the City Manager's finding of sole source and
authorize the purchase of this equipment.

product certified to da by the State of Florida for simulated structural firefighting training. Further, the City of
Boca Raton also re tly acquired the Portable Firefighting Training Building Simulator as a sole source
acquisition. No other jar product could be located.
Accordingly, I am rec ==ending that the requirements for formal competitive sealed bidding be waived, and

computer controlled burn building that is certified by the State of Florida for use in training of
Firefighters. This mobile burn building simulator does comply with the requirements for a certified
training center under Florida Administrative Code (FAC) as quoted in 4A -37.060(1)(n) "Have facilities
for live fire training in:
1. An enclosed structure for simulated structural firefighting, minimum of 400 square feet, having
at least 2 rooms."
It is therefore respectfully requested that you approve a sole source finding for Fireblast 451, Inc. the sole
source provider for said proposed equipment. Please indicate your approval below.

REASON: The Department of Fire -Rescue is seeking to
acquire, from Fireblast 451, one (1) portable
live fire burn structure (Fireflash Trainer), at a
total cost not to exceed $276,800. The
Department recently received a grant from
FEMA, and is seeking the simulator for the
purpose of providing live fire training for
firefighters in a controlled environment. This
simulator is computer -controlled for safety, and
uses LP gas and simulated smoke in order to be
environmentally safe. Fireblast 451 is the sole
manufacturer and distributor of its portable
Firefighting Training Simulator and is the only
portable simulator which complies with the State
of Florida Bureau of Fire Standards and Training
requirements.
RECOMMENDATION: It is recommended that the Department of Fire -
Rescue be authorized to procure from Fireblast
451 the Portable Structural/Fireflash Training
simulator, at a total cost not to exceed

After due review and research, the four room Fireflash training trailer we were provided
pians for does comply with the requirernents for a certified training center ender Florida
Administrative Code as quoted in 4A-37.060 (1) (n) `11ave facilities for live fire training in:
1. An enclosed structure for simulated structural firefighting, minimum of 400 square feet,
having at least 2 rooms ,
Tara this is not a fixed structure, it must be owned by the facility at which it is used so that it
may considered in lieu of a permanent bum building.. Individual agencies requesting this
consideration must first apply to this bureau for approval with a set of shop drawings and
Specifications.
Firefighter One in Florida does not require a burn building.

Fireblast 451, Inc. is the only manufacturer supplying a portable live fire burn structure
(Fireflash Trainer) capable of meeting Firefighter I minimum requirements, as stated by
the Florida Fire Marshal evaluation, for structural firefighting, including fire behavior,
vertical/horizontal ventilation, search and rescue, and interior/exterior attack utilizing
direct and indirect attacks; and meets all Firefighter II requirements excluding height
requirement. This product has unique design performance specifications and quality
requirements, which are essential for training needs and are not available in comparable
products. We are the sole source for this product. We are the only vendor who sells this
identical product.

a 48" x 48" steel insert located in the upper center area. Two manual
hydraulic lifts are used to raise and lower vent prop.
1 — Basement prop — 36" x 60" hatch door with a staircase entering the structure
from the roof. Safety railing located around all roof top props. .Railing is
retractable for travel. Height to be 40".

A public hearing will be held by the City Commission of the City of Miami,
Florida, on September 25, 2003, at 9:00 a.m., in the City Commission Chambers
at City Hall, 3500 Pan American Drive, Miami, Florida, for the purpose of
waiving the requirements of obtaining sealed bids for the acquisition of one (1)
portable live fire burn structure (Fireflash Trainer), with a one year manufacturer
warranty for the City of Miami Fire -Rescue Department from Fireblast 451, Inc.,
a Non-Minority/Non-Local vendor, the sole source provider, located at 2875
Sampson Avenue, Corona, CA, 92879, in a total amount not to exceed a total of
$276,800; Funds will be allocated from the FEMA/Assistance to Firefighters
Grant Award (FY 2002) for Fire Operations and Firefighter Safety Project No.
110014, Account Code No. 280110.6.840.
